Scottish Rail Holdings oversees Caledonian Sleeper services on behalf of Scottish Ministers and it advises that the regular Sleeper service of six times a week between Aberdeen and London is currently scheduled to recommence in February 2025.

Social Security Scotland routinely publishes information on Adult Disability Payment applications and caseload, broken down by disability condition. No information on the number of indefinite awards made as a result of Adult Disability Payment applications is currently published.

As of 31 October 2024, statistics showed that there were 374,655 clients on the Adult Disability Payment caseload, of which 142,480 had the primary disability condition “Mental and Behavioural Disorders”.

Discussions continue between the main funding partners in relation to financial packages and legal agreements as part of the business case and cost review exercise. Officials are progressing these matters as quickly and robustly as possible and will look to provide updates when notable progress is made.

In England, the standard multiplier in 2025-2026 is being uprated to 55.5p, from 54.6p in 2024-2025. In Scotland, the proposed Higher Property Rate for 2025-2026 is 56.8p, increasing from 55.9p in 2024-2025.

Table 1 shows the estimated cost of setting the Higher Property Rate at 55.5p, compared to 56.8p, broken down by property class. The Scottish Government does not hold property-level data on industry sectors. Property class is a classification used by Scottish Assessors to describe the type of property, and does not necessarily accurately reflect the use of a property. Figures are rounded to the nearest 100,000, and may not sum due to rounding.

The Vacant and Derelict Land Investment Programme (VDLIP) is available to local authorities which bring forward suitable project proposals associated with remediating and unblocking long-term vacant and derelict land, supporting place based approaches to delivering regeneration and sustainable inclusive growth, as part of a just transition to net-zero. Additional funding to support the delivery of new homes, where this is part of the project proposals, is considered as a part of the application process by the independent investment panel.

The VDLIP has supported the delivery of 110 homes in the Highland Council area across two projects which received funding in 2023 – 2024.

There have been no applications received for projects in Argyll and Bute, Shetland Islands or Moray local authority areas supported by the VDLIP since the fund was launched in 202. We received one application for Orkney Islands and one for the Western Isles but neither was recommended for funding.

The Public Service Reform Programme was established in December 2023. Through the programme we are working to address both the efficiency and effectiveness of services, whilst also working to move the public services system to prioritise prevention.

The update to Parliament in September 2024 set out the details of Scottish Government’s key efficiency programmes and projected savings. These programmes include: Commercial Value for Money (CVfM), Collaborative Procurement, Central Government Procurement Shared Services, Single Scottish Estate, The Shared Services Programme, the Intelligent Automation Centre of Excellence and the Digital Programme.

These programmes are securing significant cost avoidance and cash releasing savings, expected to reach up to £280 million over a two-year period (by end 2024-25), with further projected savings of nearly £300 million over the following two financial years to the end of 2026-27.

In terms of further detail, examples include:

• An overall total of £36M direct Scottish Single Estates benefits have been secured in the first year of the programme. This includes cash savings of £5.5M in 23-24 and £15M in 24-25
• The Commercial Value for Money programme has delivered almost £7m of cashable and £600k of non-cashable savings.
• The Intelligent Automation Centre of Excellence has delivered 143 automations with a further 469 in the pipeline. £3.9M in cost-avoidance benefits have been achieved to date.

As the programme develops further, building on the data and capacity around savings, and the embedding of reform and efficiency in the budget process, we will look to drive and quantify other savings opportunities.

Operational decisions relating to the Office of the Public Guardian (OPG) are for the independent Scottish Courts and Tribunal Service (SCTS). SCTS is rolling out a new case management system for OPG. Activation codes are not in scope for the first stages of the project, but will be considered for phases beyond 2025-26 should funding be available.

The Marine Fund Scotland (MFS) applies the Scottish Government Fair Work First criteria to grant awards. The conditions of award ensure organisations commit to the Fair Work First Criteria in a way that is relevant and appropriate for the organisation. This does not apply where the jobs relate to workers who are a 'share fisherman', who are classed as self-employed by HMRC.

(a) The Scottish Government is continually working with health boards and local health and social care partnerships to reduce the number of delayed discharges.

(b) The Scottish Government issued to all 14 Health Boards on 12 September 2024 the ‘Once for Scotland Rehabilitation Approach self-assessment' to support practitioners in applying the six principles of good rehabilitation. Data collected through Board's self-assessment can be used to demonstrate the impact of rehabilitation services, as well as, raising its profile across health and social care services.

(c) Community Multi-Disciplinary Teams (MDTs) are pivoting the balance of care away from secondary care and physiotherapists are an integral part of this work.
