We continue to support our local authority partners with £16 million in funding a year to ensure access to school counselling services across Scotland.

As part of the commitment, local authorities provide reports on school counselling services which includes number of counsellors in post (this relates to number rather than FTE).

There is variation in how the access to counselling service is being delivered across authorities. Some authorities employ counsellors directly, while others procure third sector counselling.

The following table shows the numbers of counsellors local authorities reported were in post in each of the reporting periods.

We are not aware of any reports by the Accounts Commission that local authorities are facing unsustainable budget shortfalls.

Councils are statutorily required to set balanced budgets, and the Accounts Commission appropriately highlights that the use of one-off measures, such as the use of reserves, in place of established recurring measures and robust longer-term financial plans to bridge notional budget gaps is unsustainable.

The Scottish Government has a long history of working with COSLA and local authorities to make sure council finances are sustainable and that available resources can meet long-term commitments.

The record funding settlement for Local Government in 2025-26 provided a real terms increase in funding of 5.5 per cent, as confirmed by the Accounts Commission, and was the result of early and meaningful engagement between Scottish Government, COSLA and Councils. We remain committed to ensuring the sustainability of local services going forward and budget engagement ahead of the 2026-27 Scottish Budget has already commenced.

The Scottish Government makes decisions in relation to local government funding as part of the annual Scottish Budget process. For 2024-25, Ministers provided £147 million to fund the Council Tax freeze - equivalent to the income from a 5% increase - and every local authority in Scotland accepted that offer.

The Scottish Government is currently considering its position on the Assisted Dying for Terminally Ill Adults (Scotland) Bill moving forward, in light of Parliament’s decision to support the general principles of the Bill. In doing so, we will be taking care to ensure that any future steps are informed, balanced and respectful of the views expressed across the Chamber and the country. As part of this, we are carefully reflecting on the conclusions of the Health, Social Care and Sport Committee in their Stage 1 report.

The Children (Scotland) Act 1995 is the key legislation on contact, residence and parental responsibilities and rights. When the court is deciding whether to make an order under section 11 of the Act (e.g. a contact order) the driving principle of the legislation is that the welfare of the child must be the court’s paramount consideration.

The court must also – taking into account the child's age and maturity – have regard to any views the child wishes to express and have regard to the need to protect the child from any abuse (including domestic abuse), or the risk of any abuse, which affects or might affect the child.

It is for the court to decide what information and evidence it needs to make a decision about what is best for a child. The court may request a range of reports and information before reaching a decision and may appoint a child welfare reporter to get the child’s views or report on the best interests of the child.

The court can order that contact must take place at a child contact centre. This can either be supervised contact, when a trained member of staff observes the contact to ensure the safety of those involved, or supported contact, facilitated by staff who will support children and non-resident parent to meet and spend time together.

We have established the National Oncology Coordination Group to provide a coordinated and collaborative response to immediate and foreseeable service pressures. This group provides rapid real-time assessment of highest risk services and proactively develops risk mitigation proposals, in line with the overall strategic aim for cancer. Officials also meet with Boards’ Cancer Management Teams monthly to identify immediate challenges, explore solutions and share best practice.

The Scottish Government has mobilised an ambitious Oncology Transformation Programme and are working closely with NHS Board and regional leaders from across the country to address longer-term pressures. We have also committed to further funding for Chemotherapy and Acute Oncology services using a phased approach to ensure we build a sustainable workforce. The funding will reach up to £10 million per annum and will support increased regional working, workforce recruitment and maximise capacity across the existing workforce. £6.6 million has been provided in 2025-26 and will support NHS Boards to develop sustainable plans.

The Scottish Government is committed to reducing delayed discharges and addressing the variation in delays across the country and this remains a priority for this Government. However, it is important to reflect that 97% of all discharges happen without delay.

The latest published delayed discharge figures show some progress in reducing the number of people delayed, and we continue to work to drive that number down further. Statistics show that during April 2025, on average 1,854 people were delayed in hospital each day, 3% fewer than in April 2024, the lowest level since October 2023, and a 9% reduction from the peak in October 2024.

The progress comes off the back off intensive work that is being done on a whole system basis, with Health and Social Care Partnerships, the National Health Service, Local Government and community and voluntary sector partners – to ensure that capacity is there to support them.

Furthermore, our budget for 2025-26 set out a clear plan to reduce waiting times, delayed discharges and improve hospital flow, supported by £200 million in targeted investment. Underpinning this is the NHS Scotland Operational Improvement Plan which was published on the 31st of March this year. This is a plan to improve access to treatment, shift the balance of care from acute services to the community, and improve access to health and social care services through digital and technological innovation and prevention.

I am confident that this improvement can continue, delivering better outcomes for patients so that they are cared for in the right setting and hospital beds are there for those who need them.

My statement to the Scottish Affairs Committee on 4 June 2025 is based on operational data and the clinical interventions of the Thistle Safer Drug Consumption Facility team.

By the end of April 2025, staff had managed 30 medical emergencies requiring urgent intervention. These incidents involved overdose responses, including naloxone and oxygen administration, in situations where lives were at immediate risk. The evidence underpinning this statement is drawn from Glasgow City Health and Social Care Partnership’s published service data and the professional assessments of clinical staff on-site to attend to medical emergencies

The number of consultants employed by NHS Scotland has increased by 71% since September 2006 and now stands at 6,217.5 whole time equivalents (31 March 2025).

Despite this increase, NHS Scotland’s medical workforce remains under pressure due to steady, long-term increases in demand. This increase in demand is strongly linked to Scotland’s aging population profile and increasing epidemiological rates for some health care conditions.
