Data are available on the number of SMEs operating in Scotland, that are registered for VAT and/or PAYE, broken down by Scottish parliamentary constituency. These estimates, sourced from the Businesses in Scotland 2024 publication, are shown in the following table.

Scottish Government commissioned Consulting firm RSM-UK to undertake detailed modelling work to fully map the capacity requirements across the system to inform capacity building and implementation of the new model. The report looked at current establishment and expected additional workload and describes a required increase of 10 cots at the Queen Elizabeth University Hospital, 4 cots at Edinburgh Royal Infirmary and one cot at Aberdeen Maternity Hospital,

We are working with Regional Planning Chief Executives to plan and deliver this service change, informed by the testing that has been underway since 2018 in Ayrshire and Fife, and supported by SG funding of over £6m since 2019.

There is no available data on the number of prosecutions for online child sexual abuse that have taken place in each of the past five years.

COPFS uses a live, operational database to manage the processing of reports submitted to Procurators Fiscal by the police and other reporting agencies throughout Scotland. The database is designed to meet business needs in the processing of criminal cases, rather than for statistical analysis, and the information within it is structured accordingly.

Treatment outcomes for people on medication assisted treatment are recorded on the Drugs and Alcohol Information System.

Public Health Scotland uses its DAISy system as the basis for many regular reports.

The Scottish Government holds no information on long term recovery outcomes.

The Business and Regulatory Impact Assessment published alongside the Building Safety Levy (Scotland) Bill sets out Scottish Government’s assumptions on the likely impact of a Building Safety Levy in Scotland.

New build house sales make up just 9% of all Scottish residential sales in 2024-25. This, in addition to the existence of the secondary market for housing, means that residential housing developers do not have significant price setting power over the market as a whole. The Scottish Government’s assessment is, therefore, that the likelihood of the costs of the Levy leading to increased house prices is low.

With limited scope for developers to pass through the cost of the levy onto house buyers, the more likely scenario is that developers will seek to pass on the costs of the Levy on through paying a lower price for the land to be developed. This reflects evidence from the Competition and Markets Authority and the Scottish Land Commission, and was underlined in feedback provided by stakeholders as part of the consultation and engagement undertaken prior to the introduction of the Bill.

The Scottish Government is working hard to crack down on scammers and deliver better support for those targeted by scams.

We provided funding of £500,000 in 2021-22 to various members of Scotland’s Scams Prevention, Awareness & Enforcement Strategy Group to carry out targeted scams prevention and awareness work.

Our supported work includes the roll out by Trading Standards Scotland (TSS) of nearly 1,000 free call blocking devices to vulnerable individuals who were most at risk from scammers and rogue traders. The Scottish Government has also supported a project carried out by Advice Direct Scotland (ADS) to enhance the referral pathways available for connecting victims of scams to appropriate sources of support, and has provided separate funding to ADS to raise awareness of romance and companionship scams.

Since 2023, Consumer Scotland, which is funded by the Scottish Government, has been working with consumer organisations such as TSS to fund scams awareness campaigns, including the yearly Shut Out Scammers campaign. In April 2025, Consumer Scotland formally assumed responsibility for scams prevention and awareness work, supported by £175,000 of funding for this financial year.

The Scottish Government also funds the national consumer helpline, delivered by ADS and contactable at consumer advice or on 0808 164 6000. Suspicious activity can be reported to ADS or, where appropriate, to Police Scotland by calling 101.

Typically an experienced primary care dentist seeing mainly NHS patients will have a list of around 2,000 – 2,500 patients. While the total number of dentists includes those in Public and Hospital Dental Service settings, published figures indicate that there are no Board areas with less than 1 dentist per 2,000 of population.

As at 31 March 2025, there are 59.2 primary care dentists per 100,000 of the Scottish population, compared to 56.8 at 31 March 2024. This equates to 0.6 dentists per 1000 patients.

The Scottish Government introduced payment reform changes from 1 November 2023 which has been well received by the profession. This is the main intervention designed to ensure dentists continue to be incentivised to both remain and increase their NHS provision.

Workforce:

2.Payment reform was introduced in November ’23 reducing treatment items from 700 to 45, with almost 4 million courses of treatment delivered between November 2023 and September 2024.

3.A second stage of reform will focus on workforce. Under the First Minister’s NHS Renewal priorities for 25-26 student intake to the Bachelor of Dental Surgery/BDS courses at Aberdeen, Dundee and Glasgow universities will increase by 7%; a new training scheme will support overseas-qualified dentists, who are GDC-registered as dental therapists, to convert to full dentist status at a cost of £1.5M and redesign of a rural incentive scheme funded via the GDS budget.

4.I will continue to lead on renewing four-nation discussions on Provisional Registration, which would allow overseas-qualified dentists to enter the UK NHS workforce immediately while awaiting qualification.

5.The Scottish Government is addressing building capacity, by adopting a multi-disciplinary team approach, giving patients direct access to care via dental care professional (i.e. hygienists, therapists, dental nurses).

6.We continue to offer financial support through the recently revised Scottish Dental Access Initiative and Recruitment and Retention Allowance, supporting NHS dental provision in designated geographic areas to address unmet patient need.

7.The Programme for Government sets out a package of actions to improve the NHS dental workforce now and into the future, and is supported by new funding in 2025-26.

8.We will support the dental workforce pipeline through both the immediate expansion of domestic dental student numbers and the development of an innovative new training package to support international dentists in joining the NHS Scotland workforce.

9.Alongside this, we are also working with NHS Boards to refine the financial incentives in place to support dentists moving to work in rural areas, supporting sustainable access across Scotland.

The Scottish Government does intend to update its policies to reflect the 2025 recast Urban Wastewater Treatment Directive. This Government is pressing ahead with the policy development to ensure that proposals can be brought forward to Parliament at the earliest opportunity, subject to the outcome of the 2026 elections.

The Safe Delivery of Care in acute settings maternity inspections were introduced to ensure that all service users in maternity services receive the highest standard of care, as well as to identify opportunities for learning for all NHS Boards. NHS Boards are expected to address the requirements identified by Healthcare Improvement Scotland during inspections as a priority and within the timescales set out in their Improvement Action Plan. We expect that all NHS Boards will consider the findings in these reports and my officials continue to work with maternity service leaders to ensure that the findings are communicated effectively and to identify any national level actions required to improve care.

We remain committed to continuous improvement in maternity services across Scotland. As part of this, we have commissioned Healthcare Improvement Scotland to develop a set of maternity standards designed to drive improvements in care at a local level, expected to publish in Spring 2026. In parallel, our Scottish Patient Safety Perinatal Improvement Programme continues to work with maternity services across Scotland to drive improvements in care for mothers and babies.

As part of our’ Best Start’ Programme we published the new Pathway of Maternity Care in February 2025. This Pathway illustrates compassionate, individualised, person-centred core maternity care that all women and their babies should receive.
