Shirley-Anne Somerville: The Promoting Equality and Cohesion Fund initially ran from 2017 to 2020, and was then extended to October 2021 due to the impacts of covid-19. It was superseded by a revised funding programme: the current Equality and Human Rights Fund.

The Promoting Equality and Cohesion Fund was used to fund projects that would contribute to one or more of four outcomes:

• Discrimination against people who share protected characteristics is reduced and multiple discrimination is addressed so that barriers to participation are reduced.
• People covered by hate crime legislation experience lower levels of hate crime.
• People and communities are supported to participate in and engage with services and civic society; their contribution is recognised, and community cohesion is increased.
• Current imbalances in representation in all aspects and levels of public life, including education and employment are addressed to better reflect our communities

The Connexions project was funded to enable the work done by the agency, mainly in Kirkcaldy, to be ‘rolled out’ into areas of East and West Fife. In addition to services such as language support, information, advice and advocacy, assisting people access rights and employment the project would, through Participatory Action Research, address more determinedly that migrant communities share ownership and integrate with local communities. Cross-community action would help address the demographic changes in Fife and Scotland.

The specific outcomes to be achieved were:

• There will be a significant increase in uptake of information and advice across a range of human rights issues within Fife from members of migrant communities
• People from migrant communities will demonstrate an increased feeling of belonging to local areas and ownership of public places, civic institutions and commit to stay in Fife rather than leave due to uncertainty of status following ‘Brexit’
• More people from migrant communities will move from low paid, low skilled employment (reflecting qualification and skill) and will show an increased willingness to stand for public office

The ‘Open Door Project’ was funded to enable Sikh Sanjog to support women into employability by developing life/work skills. The project would create training opportunities through a Social Enterprise Community Café, deliver a strengthened programme of community outreach in support of vulnerable and culturally disadvantaged women, and provide in-depth cultural insight and sharing of good practice across agencies statutory and voluntary to help shape future policy decisions.

The specific outcomes to be achieved were:

• Sikh Women are supported to participate and engage in civic life and are more active in their local community. They will gain employability status, be empowered and have their ‘voices’ heard
• We will influence service provision and policy decision makers of high level local Government and NGOs listed below who are integral to developing policies which will benefit ethnic communities in particular women from the settled Sikh community.
• 25 individuals who access Sikh Sanjog’s holistic therapy service will have improved confidence, well-being and increased opportunities.

The Refugee Health Policy and Strategy Action Group project was funded with the intention that refugees in Scotland would develop a greater understanding of the policy landscape and would be advocating for better and appropriate mental health and wellbeing support for themselves and their peers. By incorporating lived experience refugee voices at national and regional forums, knowledge and understanding in local areas across Scotland of refugee health needs would be improved and local action to support this will be led by refugee groups.

The specific outcomes to be achieved were:

• Refugees living in Scotland are active advocates for mental health and wellbeing both locally and nationally
• Local and national health and civic society agencies are engaged in refugee led prevention and support approaches to service planning and provision
• Statements and dialogues on mental health and wellbeing are being initiated and led by refugees in places and spaces across Scotland

The Scottish Government is committed to ensuring that all young people have the opportunity to develop core STEM skills and knowledge. Through the Curriculum Improvement Cycle, we have established a systematic approach to curriculum improvement which will help to ensure that STEM subjects are attractive and accessible to all children and young people.

The Scottish Government does not support the manufacture of munitions - nor do our public agencies. The support provided is focused on helping firms to diversify and develop civilian applications for their technology and ensure Scotland continues to benefit from the thousands of jobs in the defence, aerospace and shipbuilding sectors.

Our Guidance on Due Diligence: Human Rights sets out recommendations on how the Scottish Government, our executive agencies and non-departmental public bodies should undertake appropriate due diligence on companies, including their human rights record, before entering into an investment relationship with them. In operationalising our guidance, Scottish Enterprise’s Customer Due Diligence Procedure sets out the process that it follows to undertake human rights due diligence checks on companies it works with.

In line with the Scottish Public Finance Manual, general grants are discretionary and intended only for the delivery of policy aims/objectives and/or national outcomes.

The Right to Buy (RTB) policy pre-dates the Scottish Parliament. The Tenants’ Rights, Etc. (Scotland) Act 1980 introduced the RTB for tenants of local authorities, New Town Development Corporations, the Scottish Special Housing Association and Housing co-operatives to buy their homes at a discount depending on how long they had lived in the property. Any original guidance would have been the responsibility of the UK Government.

This covered changes to RTB as a consequence of the Housing (Scotland) 2010 Act and a comprehensive overview of the legislation relating to the RTB. The procedure in relation to RTB sales was covered by sections 63 to 68 of the 1987 Act and is also covered in the guidance.

A guide for social housing tenants, “your right to buy your home” was also published by the Scottish Government in 2011, and included information and advice for social tenants on buying the home and the costs involved in this. The guidance strongly recommended the purchaser to have a survey carried out on the condition of the home to make sure there are no structural problems as they will be responsible for repairs once they buy the property. Additionally, the guide confirms the owner’s responsibilities for the repair and maintenance costs of the property, after the home has been purchased, details of this are included in the conditions of sale.

Health and Wellbeing is one of the eight curricular areas in Curriculum for Excellence. Learning in Health and Wellbeing is designed to ensure children and young people develop the knowledge and understanding, skills, capabilities and attributes which they need for mental, emotional, social and physical wellbeing.

While the Curriculum for Excellence framework is set at a national level, it is up to local authorities and schools to determine how they will deliver the curriculum to best suit the children and young people in their area. Local authorities and schools will use a range of approaches and resources to support children and young people with their mental, emotional, social and physical wellbeing in line with local needs and circumstances. This can include learning and teaching about cardiovascular health for which there are existing learning experiences and outcomes in Health and Wellbeing and Sciences where this learning can be delivered.

Health and Wellbeing is also about the whole approach of the nursery, school, college or other setting. The concept of health and wellbeing as a responsibility of all emphasizes that everyone, including educators, parents, and community members, plays a crucial role in promoting and supporting health and wellbeing of children and young people.

We do not intend on publishing a list of reserved projects. Two projects have been reserved, these are Springburn Winter Gardens in Glasgow City Council and Glenboig Community Greenspace, North Lanarkshire Council.

We know that cancer services are treating more patients on time, within both standards, compared to the same quarter five years ago – 4.5% more within the 31 day standard & 1.6% more within the 62 day standard.

Over £106 million has been allocated to NHS Boards in 2025-26 to help tackle the longest waits for procedures and operations. The funding has been assigned to specialty areas where it can have the greatest impact– this includes £21 million for imaging and over £14 million for cancer waiting times. Scottish Government officials meet with NHS Boards’ Cancer Management Teams on a monthly basis to identify challenges, explore solutions and share best practice.

We have also committed to additional funding for chemotherapy services reaching up to £10m per annum by 2026-27, with £6.6m released in 2025-26. This funding will support increased regional working and workforce recruitment to maximise capacity across the existing workforce.

Official NHS Workforce Statistics are published by NHS Education for Scotland. This data shows the NHS Scotland Consultant Radiologist workforce grew by 2.3% over the last year. Over the last decade the NHS Scotland Consultant Radiologist workforce has grown by 28% and now stands at 388.9 Whole Time Equivalents.

We know many people are still waiting too long and this is not good enough. We are determined do more. This year, more than £106 million has been allocated to health boards to help tackle the longest waits for procedures and operations.

The funding has been assigned to specialty areas where it can have the greatest impact against the longest waits – this includes £21 million for imaging.

Over the next year we will reduce the radiology backlog so that 95% of referrals are seen within six weeks by March 2026, through expanding to seven day services, recruitment, and utilising mobile scanning units. We want to make progress on improving our NHS and our Budget will drive the long-term and lasting improvements – and the healthier population – that we all want to see.

While we work with boards through planning to make best use of existing NHS resources and capacity, Health Boards will continue to use the private sector in a structured and prioritised manner. As new, better and more sustainable ways of delivering services to improve access for patients are developed, we expect the need for private sector capacity to lessen. It is for local NHS health boards to determine how they use the private sector and to agree any contractual arrangements.
