Police Scotland and the Crown Office and Procurator Fiscal Service are independent, operationally and constitutionally, from the Scottish Government.

The rising and increasingly complex prison population remains a major challenge as it does across the UK, and we are taking sustained action to reduce it. This includes the Prisoners (Early Release) Scotland Act 2025 which changes the point of release for some short-term prisoners and regulations to widen the use of home detention curfew. Additional funding of £25m over two years has been provided to increase the capacity of community justice services to support a sustained increase, where appropriate, in the use of alternatives to custody. This brings the total funding for community justice to £159m in 2025-26.

We have also established the independent Sentencing and Penal Policy Commission to review how custody and community-based interventions are used, with a focus on reducing crime, supporting rehabilitation, and ensuring a sustainable prison population. Final recommendations will be delivered by the end of 2025 and will inform further action in this area.

Our flagship Childsmile programme has supported a reduction in child oral health inequality over the long term, with the latest National Dental Inspection Programme results showing that the gap between P1 children with no obvious tooth decay living in the most and least deprived areas, is at its lowest on record – decreasing from 32.2 percentage points in 2010 to 23.5 percentage points in 2024.

However we know there is more to do. We continue to invest in our flagship Childsmile programme, which offers universal oral health interventions including supervised toothbrushing, fluoride varnish application and dietary advice to children and young people in nurseries, early years schooling and in dental practices - with targeted interventions for children living in the most deprived areas.

Since 2022-23 we have provided additional annual funding of £1.85m to NHS Boards to scale up delivery of the Programme, including through the recruitment of additional Dental Health Support Workers who work directly with more vulnerable communities.

The health, safety, and wellbeing of everyone who lives and works in Scotland’s prisons is a priority for this government and the Scottish Prison Service.

We have taken a range of actions in relation to the rising and increasingly complex prison population. This includes the Prisoners (Early Release) Scotland Act 2025 which changed the automatic early release point for most short term prisoners from 50% point of their sentence to 40% (with exclusions for those serving sentences for domestic abuse/sexual offences) and regulations to widen the use of home detention curfew.

The Scottish Prison Service is maximising the use of space available within its estate supported by a 10% increase their resource budget, bringing this to £481.5 million in 2025-26. We have also increased community justice funding by £25m over two years, bringing the total funding to £159m in 2025-26.

We will continue to progress a range of actions with justice partners to support a sustainable reduction in the prison population.

I met with staff, service users, local elected representatives and members of CHAT at Caithness General Hospital’s maternity service on 30 July. During the visit, I heard about the ongoing engagement between NHS Highland and CHAT, including areas of joint working to improve the experience for local service users. Following the meeting I have written to NHS Highland, asking for further information in relation to specific questions and issues highlighted during the visit. In addition, NHS Highland continues to engage regularly with local people and community groups, including the Caithness Health Action Team (CHAT) to understand the needs of its local population, including in maternity services, to inform its service model. I welcome NHS Highland’s ongoing engagement with CHAT to inform continuous improvement activity in maternity services in Caithness.

There were forty-five breaches of the Marine (Scotland) Act 2010 recorded in the last five years. These were.

1.a prohibited fishing activity, 2023 X1

2.a marine protected area infringement, 2019 X7, 2020 X4, 2021 X6, 2022 X3, 2023 X4, 2024 X2.

3.a licensing offence, 2020 X2, 2021 X2, 2022 X5, 2024 X5.

4. any other category, 2022 X1, 2023 X2.

The establishment of the National Social Work Agency is underway. It will be an Executive Agency of the Scottish Government and will be established by Spring 2026. Plans and engagement on office locations are underway, in consultation with staff and the unions and will be finalised over the coming months.

The MFS funds a range of projects to help deliver Scotland’s Blue Economy Vision, transform the way the marine environment is used and how Scotland’s ‘blue’ resources are managed. Funding of £14 million has also been made available in 2025-26 and the MFS team are currently assessing applications that can contribute to an innovative and sustainable marine economy, support coastal communities, and help Scotland reach net zero emissions.

In addition, the MFS has provided various support to the fishing sector across Scotland, through £1.8m funding the Independent Fisheries Science Support Scheme which provides data to support stock assessments; £650k Support to Seafish to provide safety training and £50k to Fishing into the Future supporting the Clyde Fisheries Resource Education Programme, aiming to improve fisheries management & sustainability.

In 2024-25, Blueshell Mussels were awarded £640k towards the £1.28m cost of installing innovative rope that improves mussel growth & yield, this will increase production by around £800k & create 4 new jobs. In 2024-25, Tiny Fish a new company was awarded £118k towards the £237k cost of processing equipment for small salmon, taking what was viewed as a waste product from aquaculture & turning it into an added value product.

Unlike in the rest of the UK, there is no statutory requirement to conduct a Post Implementation Review of The Conservation (Natural Habitats) Regulations 1994 in Scotland and the Scottish Government has no current plans to undertake such a Review.

The Scottish Government takes the issue of RAAC very seriously and over the past two years has been actively supporting efforts to address RAAC in residential settings. This has included:

• convening the RAAC Cross Sector Working Group and the RAAC in Housing sub-group,
• working closely with the Scottish Housing Regulator,
• engagement with the Institution of Structural Engineers (IStructE) and the Royal Institution of Chartered Surveyors (RICS); and
• pressing the UK Government for cross-UK action.

I am of the view that public representatives in local authorities, Scottish and UK Governments need to work together and reach resolutions for people affected by RAAC. To that end, I convened the first meeting of the RAAC in Housing Leadership Group on 4 September, which brings together senior leaders and officials of Local Authorities and Registered Social Landlords that are affected by RAAC to specifically address issues relating to RAAC in residential settings, to share knowledge and best practice and to be solutions focused.

We provided £750,000 to the United Nations Relief and Works Agency’s Flash Appeal for Gaza in November 2023. The funding was spent on food and non-food items, shelters, primary health care, fuel for water and health services, and mental health and psychosocial support.

As is standard practice for UN Appeals, UNRWA is not required to submit tailored financial information to each contributor. Instead, they publish an Annual Operational Report which provides details on all funding raised and dispersed by the appeal.
