I have asked Teresa Medhurst, Interim Chief Executive of the Scottish Prison Service (SPS), to respond. Her response is as follows:

Decisions by the SPS as to the most appropriate location to accommodate transgender people are made on an individualised basis, informed by a multi-disciplinary assessment of both risk and need.

Such decisions seek to protect both the wellbeing and rights of the individual as well as the welfare and rights of others around them, including staff, in order to achieve an outcome that balances risks and promotes the safety of all.

As of 3 December 2021, there were 15 transgender individuals held across 10 prisons in Scotland. In order to avoid the potential indirect identification of individuals, it is not appropriate to disaggregate the data as requested.

Information covering October 2021 to December 2021 will be published by PHS in February 2022.

The Forestry Grant Scheme, delivered through the Scottish Rural Development Programme and Scottish Forestry, will provide £307,759 of support specifically for capercaillie between 2016 and 2025. Prior to this, the Scottish Government paid out £781,452 through the Rural Priority (RP) Scheme’s Capercaillie Package between 2008 and 2019.

NatureScot, (formerly Scottish Natural Heritage), made payments of £544,705 towards the research and conservation of capercaillie in Scotland during the period December 2011 – December 2021.

Other Scottish Government funding in support of habitat management is likely to have benefited capercaillie but where not specifically provided for this species no breakdown is available.

We recognise the incredible contribution that Scotland’s unpaid carers make to our communities and know that the pandemic has added significant additional pressures. We are committed to giving a strong voice to unpaid carers, listening to their needs and acting on what they tell us.

We will develop and publish a stand-alone Carers Strategy with a focus on COVID-19 recovery and improving carer support in a meaningful and sustainable way. The strategy will focus on carers and their needs, setting out how policies across the Scottish Government can work together with other public bodies to support carers as we recover from the pandemic and beyond.

We will engage with unpaid carers about the strategy’s scope and purpose in the coming months, and this will inform its development. Our approach to the development of the strategy will be both a collaborative and an iterative one which will draw on the knowledge and lived experience of unpaid carers so that the strategy is shaped by those who best understand the many challenges faced. We will seek to publish the strategy as soon as possible to provide a clear vision for how we will respond to the challenges faced by so many carers.

The following table outlines the number of calls made to the Dumb Dumpers hotline each year since 2014. As a result of the cyber attack experienced by SEPA, the Dumb Dumpers Hotline was down between 24 December 2020 and 27 June 2021.

During this time, the public were still able to report flytipping incidents through the online form on the Zero Waste Scotland website.

However, due to this cyber attack, we do not have access to Dumb Dumpers data between 1 November and 24 December 2020.

Health boards have a list of people currently registered as housebound with their GPs, and are in the process of contacting them all to receive their flu and Covid-19 booster in line with eligibility.

Procedures are in place for when the nature of an individual’s condition means they cannot travel, so that a home vaccination appointment can be organised. People should contact the number on their appointment letter.

Health boards are also able to offer assistance to those with mobility issues in travelling to and from their vaccination appointment.

Under criminal proceedings statistics, the category of homicide contains a wide range of different criminal offences. The offences include murder, culpable homicide through to causing death by careless driving.

Sentencing in any given case is a matter for the independent court within the overall legal framework. The court will take into account the full facts and circumstances of a case before deciding sentence.

The latest available information is for the financial year to 2019-20. Our records show that in 2017-18 and 2018-19 there were 3 people and 6 people respectively, who were convicted of homicide in a Sheriff court who received a fine, as a main penalty. All of these convictions relate to the offence of causing death by careless driving. There were no Justice of the Peace Court fines imposed in respect of homicide offences nor any of the items listed (c) to (f) issued for homicide.

The Scottish Government is committed to ensuring that all people living in Scotland with dystonia are able to access the best possible care and support, and benefit from healthcare services that are safe, effective and put people at the centre of their care.

While the Scottish Government’s role is to set the strategic policy for the NHS in Scotland, NHS Boards and healthcare professionals locally have responsibility for both service delivery and people’s care. NHS Boards are expected to ensure that patients, including those who require care and support for dystonia, have access to a range of professionals to provide the appropriate management of their condition.

Dystonia UK, a leading charity that provides supports for people living with dystonia, is a member of the Neurological Alliance of Scotland (NAoS). The NAoS are key members of our National Advisory Committee for Neurological Conditions which is working to drive improvement in outcomes for people with a range of neurological conditions, including dystonia.

In 2019, we published a Neurological Care and Support – National Framework for Action, with a vision to ensure everyone with a neurological condition, including dystonia, can access the care and support they need to live well, on their own terms.

We are investing £4.5 million of funding to implement the 17 commitments in the framework, supporting innovative practice in neurological care for people with conditions such as dystonia. No applications have been received to date for projects in relation to the direct support and care of people affected by dystonia and we would welcome future applications.

Through Commitment 13 of the Framework, the Scottish Government will support neurological research by promoting the work of the Chief Scientist Office, third sector organisations’ research and Scottish neurological research networks; encouraging opportunities for people with neurological conditions to become involved in research trials; and highlighting the need for further qualitative research on the impact of living with a neurological condition.

Teachers’ pay negotiations are a matter for the Scottish Negotiating Committee for Teachers (SNCT), comprising membership from local authority employers, teacher unions and Scottish Government.

The last SNCT pay negotiation meeting was held on 17 November. The next meeting will be arranged at the appropriate time.

The Scottish Government is committed to supporting a fair pay offer for teachers and remains committed to working with our partners in the SNCT to bring these discussions to a successful conclusion.
