The Scottish Government remains committed to implementing a high quality and clinically safe thrombectomy service. We have invested £39 million to date on expanding access to thrombectomy. While we continue to face significant financial challenges, we are committed to further expanding the service, ensuring access is as equitable as possible.

We have provided funding for thrombectomy nurse posts in spoke sites with high rates of ischaemic stroke, including NHS Highland, and this will support maximising access to thrombectomy across Scotland. Part of the investment in thrombectomy is to support the Scottish Ambulance Service as they work in partnership with NHS Boards to deliver patient transfers.

Procurement of a national artificial intelligence imaging tool is also underway and, once implemented, this will help improve detection of patients with strokes suitable for thrombectomy.

We know there is more to do, and I have asked my officials and NHS planners to work at pace on developing a plan for the next steps for service expansion.

The Scottish Government does not support the manufacture of munitions - nor do our public agencies. The support provided is focused on helping firms to diversify and develop civilian applications for their technology and ensure Scotland continues to benefit from the thousands of jobs in the defence, aerospace and shipbuilding sectors.

Our Guidance on Due Diligence: Human Rights sets out recommendations on how the Scottish Government, our executive agencies and non-departmental public bodies should undertake appropriate due diligence on companies, including their human rights record, before entering into an investment relationship with them. In operationalising our guidance, Scottish Enterprise’s Customer Due Diligence Procedure sets out the process that it follows to undertake human rights due diligence checks on companies it works with.

In line with the Scottish Public Finance Manual, general grants are discretionary and intended only for the delivery of policy aims/objectives and/or national outcomes.

As set out in answer S6W-38475 on 17 June 2025, over the last ten years the Consultant Radiologist workforce has increased by 27.7% (from 304.5 WTE as at March 2015 to 388.9 WTE as at March 2025). Consultant Radiologist vacancies have decreased by 3.4% over the last year to 22.4 WTE as at March 2025, which is a vacancy rate of 5.5%.

The Scottish Government continues to invest heavily in radiology training. We are currently funding around 190 specialty training places in clinical radiology, including 78 extra places which have been added since 2014, based on modelling and future workforce need. This enable doctors to train and enter the workforce following completion of training - which takes a minimum of 5 years. Clinical radiology specialty training programmes have been filled at 100% in Scotland from 2014 to 2024, with 230 resident doctors successfully completing the training in this period.

Rail contributes just 1.2% to Scotland's total annual greenhouse gas emissions from transport, offering a sustainable and environmentally friendly way of moving both people and heavy goods.

Whilst there are no specific conditions or targets related to the future fleet which is sought to replace High Speed Trains, any replacement fleet is expected to be more energy efficient and therefore to reduce emissions.

Local authorities have duties under the Carers (Scotland) Act 2016 to provide adult carer support plans or young carer statements for any carer that wants one and to provide support to carers according to their eligible needs. These responsibilities and carers’ associated rights are set out in the Carers’ Charter.

We are working to extend these rights by establishing a right to breaks from caring by amending the 2016 Act through the Care Reform (Scotland) Bill, to support people to protect their wellbeing and sustain caring relationships. The Bill also gives Ministers a new duty to make regulations setting timescales for local authorities to prepare adult carer support plans and young carer statements to help ensure carers can access support in a timely fashion and reduce differences between areas.

Our National Carers Strategy sets out our intentions regarding carers’ rights and support which takes a cross-government approach to carers’ issues including through social care policies, social security and supporting carers in employment and education. It recognises that carers come from all walks of life and many of their needs overlap with those of other groups.

The Scottish Government has not undertaken an analysis on the financial impact of stroke on Scotland’s health and social care services in the next ten years.

Research suggests that, on average, every patient treated with a thrombectomy procedure could save the NHS £47,000 over five years, due to the reduction in length of hospital stays and a reduced need for social care input. This economic benefit is in addition to the significant improvements in outcome and quality of life for patients.

The Promoting Equality and Cohesion Fund initially ran from 2017 to 2020, and was then extended to October 2021 due to the impacts of covid-19. It was superseded by a revised funding programme: the current Equality and Human Rights Fund.

The Promoting Equality and Cohesion Fund was used to fund projects that would contribute to one or more of four outcomes:

• Discrimination against people who share protected characteristics is reduced and multiple discrimination is addressed so that barriers to participation are reduced.
• People covered by hate crime legislation experience lower levels of hate crime.
• People and communities are supported to participate in and engage with services and civic society; their contribution is recognised, and community cohesion is increased.
• Current imbalances in representation in all aspects and levels of public life, including education and employment are addressed to better reflect our communities

The ‘Local CommUNITY Voices project’ was funded to enable SCOREScotland to engage with diverse local Black and Minority Ethnic (BME) communities, raise their awareness of community planning changes such as the new Localities; build their capacity to engage with services and to play their civic role; build/strengthen local partnership approaches to addressing prejudice and hate crime, offer family advocacy and support to facilitate reporting, rebuilding trust and seeking social justice in order to enhance community safety, promote equality and community cohesion.

The specific outcomes to be achieved were:

• Enhance (increase) the Capacity of BME individuals/groups to engage with service providers and re-design services
• Enhance the capacity of BME people to move the prevention of racism agenda forward in the South West of Edinburgh
• Family Advocacy and Support

The Central Scotland Regional Equality Council (CSREC) “Equality in the Community” project was funded to reduce the negative effects of inequality, hate and marginalisation experienced by individuals and groups of Minority Ethnic and Refugee backgrounds; Disabled people and LGBTI people living and working in Central Scotland. The project would take an intersectional approach and would address the challenges faced by those with multiple protected characteristics.

The project was intended to play a supportive role in building the capacity of those community members and community groups to engage with the wider public to enhance community cohesion and prevent incidents of hate crime and discrimination; increase confidence in reporting and reduce barriers to reporting hate crime. The project will engage with local community groups to discuss and address their experiences and concerns and liaison between them and partner public and third sector agencies to ensure that practical solutions are developed and delivered.

To achieve these aims, the project would through its support and advice service and the people’s forums facilitate greater participation in public life and engagement with public authorities and address issues of discrimination, exclusion and hate crime; it would organise events and awareness sessions on hate crime and how it can be challenged by those affected; it would organise community events to facilitate greater community cohesion with particular focus on fighting rising Islamophobia, anti-immigration sentiment and its impact on communities in Central Scotland. It would also help equality community groups to capacity build to organise and achieve their aims and objectives.

The specific outcomes to be achieved were:

• Individuals from Minority Ethnic communities, LGBTI persons and those with disabilities will experience less discrimination and will have reduced barriers to participation in civil society
• Individuals from Minority Ethnic communities, LGBTI persons and those with disabilities will be more aware of hate crime legislation, their rights as victims and will develop the ability to challenge and respond effectively to hate crime against themselves and in the wider community
• Members of Minority Ethnic communities, LGBTI persons and those with disabilities will be more organised and collectively and individually contribute to development of services and feel a part of Scottish society.

The Action on Prejudice project was funded to enable Youthlink Scotland to develop and build a new national interactive platform called ‘Action on Prejudice’. This would be based on the ‘Action on Sectarianism’ model, adopting an assets-based approach, drawing together the wealth of content created by young people, adults, community groups and practitioners tackling prejudice and discrimination in their community. The central online presence would challenge hate crime, promote intersectionality and ensure a joined-up approach.

The specific outcomes to be achieved were:

• People and communities are better informed about prejudice, the protected characteristics and hate behaviour and the work taking place to tackle it.
• Practitioners have improved access to a wide range of resources to tackle prejudice and can adapt these to better reduce barriers to participation.
• Young people and communities are engaged in online discussion about prejudice, the protected characteristics and what can be done to prevent prejudice and hate crime.
