To ask the Scottish Government how many (a) fatal and (b) non-fatal accidents involving (i) HGVs and (ii) other vehicles on the A77 there (A) were in 2021 and (B) have been in 2022, also broken down by section of the road that passes through South Ayrshire.

The following tables provide the provisional number of injury road accidents on the A77 in 2021 broken down by severity. Final figures for 2021 will be published in October 2022. Figures for 2022 are still being collected and verified and are therefore not currently available.

To ask the Scottish Government whether it will consider extending the Fair Fares review to include the Aberdeen-Inverness train line, in light of the public ownership of ScotRail and in order to tackle congestion on the A96 and reduce carbon emissions.

The Scottish Government is undertaking a Fair Fares Review to ensure a sustainable and integrated approach to public transport fares as the country recovers from the pandemic.

The Fair Fares Review will look at the range of discounts and concessionary schemes which are available on all modes including bus, rail and ferry across the whole of Scotland. The Fair Fares Review will also take into account the cost and availability of services, and will consider options that take cognisance of the relative changes to the overall cost of travel. Public transport services between Inverness and Aberdeen, including rail services, will therefore be considered as part of the wider review.

To ask the Scottish Government how much revenue it expects to be generated from ScotWind options payments in each of the next 10 years.

As outlined in my response to the answer to question S6W-08721 on 9 June 2022, the ScotWind lease option awards process has yet to be completed and the final figure raised through option agreements is still to be confirmed. The Scottish Government plans to draw down £660 million of lease option funding in the first two years of the Resource Spending Review period. To ask the Scottish Government for what reason £97 million has been removed from the Scottish Water budget in 2022-23, and then £98 million in each of the next four years, in the Resource Spending Review.

The Scottish Government Budget for 2022-23 sets out that during this financial year, the Scottish Government intends to lend £170m per annum in capital funding and to receive some £105m income per annum which is the interest on loans issued to Scottish Water. Across the 2021-27 period Ministers have committed to lend Scottish Water up to £1.03bn. Lending in future years will be agreed in future Budget Acts.

The quoted figure of -£97m is the resource budget for the Water Industry portfolio. This reflects some £105m income of interest payments by Scottish Water less amounts of spend on Hydro Nation and Private Water activities. The breakdown of spend is included within table 9.16 of the Budget.

Scottish Water is financed through revenue raised from customer charges and loans issued by the Scottish Government. The spending review has simply confirmed the intention to lend £170m per annum to Scottish Water and hence it has no impact on customers’ bills.

To ask the Scottish Government how many people have been diagnosed with an eating disorder in each year since 1999.

Public Health Scotland (PHS) does not hold comprehensive data on the number of people diagnosed with an eating disorder since 1999.

However, we can provide data on the number of child and adult patients admitted in NHS psychiatric or general/acute hospitals, either as day cases or inpatients, with an eating disorder in any diagnostic field, for the period 2007-2021. The data is disaggregated by age group (child or adult), calendar year, and health board of residence.

To ask the Scottish Government, in light of Scottish Water setting customer charges at 4.2% for the current financial year, by how much above the Consumer Prices Index would charges need to rise in each year for the remainder of the regulatory period in order to meet the minimum income expectation of the Water Industry Commission for Scotland by the end of the current regulatory period.

The Final Determination explained that the Commission would expect that its charge caps would allow Scottish Water’s annual revenue in the final year of the current regulatory control period to be no less than £1,392m. This level of revenue was based on assuming an average charge cap of 1.5% a year above inflation over the regulatory control period 2021-27. Based on the level of charges to date, and using the same assumptions made in the Final Determination, charges would need to rise by 1.8% above the rate of consumer price index inflation in order to achieve this same level of revenue.

To ask the Scottish Government whether it will allocate any funding specifically for alcohol services, in addition to that allocated to Alcohol and Drug Partnerships for drugs services.

We are currently working in partnership with Simon Community Scotland to pilot and evaluate an innovative Managed Alcohol Programme for people who experience homelessness.

Funding allocated to Alcohol and Drug Partnerships (ADPs) is for both alcohol and drug treatment services. In 2021-22 ADPs and Health Boards received over £106m for alcohol and drug services.

This funding is used to ensure that services meet the needs of people who experience alcohol as well as drugs harms, including preventative approaches.
