We continue to engage with Crown Estate Scotland on this matter and consideration is ongoing. Timescales are dependent on the 2023-24 Budget process, which will not conclude until the 2023-24 Budget Bill is passed.

We don’t hold the data that provides the total number of all events of near-fatal overdoses across Scotland.

The need for improved data sharing has been identified as key for the improvement of near-fatal overdose follow-up pathways. Through the Directors of Public Health National Drug Deaths Incident Management Team (NDDIMT), the need for improved data sharing is being taken forward as matter of priority in relation to MAT standard 3 - that all people at high risk of drug related harm are proactively identified and offered support to access treatment or care and support.

I am actively pursuing options for clarifying the position on information-sharing and discussions are ongoing with the Data Protection Officer around potential action they can take to assist with the sharing of essential information.

Public Health Scotland is working with partners to develop and publish data on the prevalence rate for problematic drug use in Scotland. The next publication will include an estimate of the number of people with problematic opioid use during 2018-19 and this will be published by the end of 2023.

The most recent figures on the prevalence rate for problematic drug use in Scotland were published in 2018 and covered 2015-16.

The financial costs of implementing standards in each local area are being assessed locally as plans are developed and implemented and so the Scottish Government has not centrally modelled the financial costs of implementing Medication Assisted Treatment standards.

The annual Scottish Road Maintenance Condition Survey is arranged by Scottish Local Authorities and not by the Scottish Government. The 2022 survey was completed in September and the next survey will commence during March 2023 subject to favourable weather conditions at that time.

This year’s safety performance of the A9 has been a concern for everyone and our thoughts remain with those affected by these tragic accidents.

I can advise today that this Government is taking forward a package of safety measures, valued at £5M, to help address the trends identified recently.

As well as the three safety schemes which are already scheduled for delivery, an additional £600,000 of works and campaigns will also be delivered by April, focussed on the A9 between Perth and Inverness.

This will include enhanced road markings with acoustic properties, illuminated road studs plus signage and improvements to highlight single carriageways and the transitions at dualled sections. Variable message signs will also be deployed along this part of the route.

For 2023-24 and 2024-25, the scope and extent of these works will be expanded between Perth and Inverness, delivering significant and important investment to improve roads safety.

I will also be working with the car hire sector and key local and regional partners to examine how tourists and foreign drivers can be better educated on Scotland’s roads. This will aid our wider campaign work on “Drive on the Left” and will also highlight the necessity for taking regular breaks, tackling driver fatigue.

Having met with MSPs from across the chamber following the debate on A9 road safety last month, I will convene a meeting with members, Transport Scotland, Bear Scotland and Police Scotland in the New Year to talk to these vital improvements and address any questions members will have. The next A9 Safety Group will convene in February 2023.

Chest Heart & Stroke Scotland indicate that as of the end of November 2022, a total of 3,444 referrals have been made to the charity’s long COVID Support Service since its inception in February 2021.

Scottish Government funding of £156,924 has been made available to Chest Heart & Stroke Scotland to support the continuation and development of the service over 2022-23. This funding has not been drawn from the long COVID Support Fund.

The Scottish Government meets regularly with NHS Lothian in relation to their current status on the NHS board performance escalation framework, this involves the Board working through and reporting progress against a formal Recovery Plan that covers all the BAA recommended actions.

Of the 36 BAA recommendations that NHS Lothian are progressing 81% have been completed. The remaining recommendations are well in progress with NHS Lothian ensuring that these are fully embedded with the evidence to support that prior to considering them as completed. All of the urgent recommendations are complete, over 70% of the high status recommendations are complete and almost 80% of the medium status recommendations are complete.

The Scottish Government continue to work to support and monitor the progress towards the completion of the remaining recommendations.
