The Scottish Government is examining the risk assessment conclusion in detail given the serious impact of HPAI (High Pathogenicity Avian Influenza) on wild and kept birds and will monitor risk levels and carefully consider its response over coming months.

The release of game birds is prohibited within an avian influenza protection zone and surveillance zone.

When kept there is a legal requirement to report suspicion of notifiable avian disease in game birds.

Where Special Protected Area (SPA)/Special Areas of Conservation (SAC) are designated for vulnerable species consent from NatureScot is required for release of game birds.

Regional partners have confirmed the initiation of the procurement process for planned work at Windmillcroft Quay, on the south bank of the Clyde at Tradeston. The £50 million allocated via the Glasgow City Region Deal will secure the integrity of the Clyde waterfront, consolidate the quay walls, and contribute to wider development of the river corridor that intends to create a high quality urban, public space that will attract investment and create inclusive economic growth and jobs. Regional partners lead on the procurement process and the detail of what this will include, and are aiming to award the contract by the end of 2023, with works beginning on site in 2024.

The Scottish Government is currently working with partners to produce a Student Mental Health plan to be delivered in Spring 2023. The Student Mental Health and Wellbeing Working Group, that I chair, is driving this work forward. Membership includes NUS Scotland, Think Positive, Universities Scotland and Colleges Scotland. The Plan will provide a framework for mental health services in universities and colleges and will be linked to the wider Mental Health and Wellbeing Strategy.

The Scottish Government has regular engagement with the Scottish Venison Association.

We have provided funding for a variety of projects to help with promotion of wild venison products. For example, Scottish Government funded a £60,000 online promotion campaign in 2021 as part of the Scotland Food and Drink Partnership Covid recovery programme. Further funding is being provided for ongoing market research through Scotland Food and Drink, the Scottish Agricultural Organisation Scotland and The Knowledge Bank to make available data on key venison markets and trends in London, South East England and Scotland.

Scottish Government works to support the development of the game and more particularly the venison sector in Scotland as part of its wider ambition to grow the food and drink sector.

The strategy for the venison sector, ‘Beyond the Glen’, is industry-led and through this, the industry aims to raise their profile and promote sustainability and growth. We support the sector in delivery of the strategy through ongoing engagement to understand and respond to the challenges they face.

Scottish Government has provided support in delivery of the strategy, including though funding of £60,000 for an online promotion campaign in 2021 and £80,000 from the Covid Recovery Opportunities Fund for an ongoing pilot project for new local chill and processing facilities.

Scottish Government is also providing funding of £20,000 for an industry project which is currently underway to assess current capacity and infrastructure through Approved Game Handling Establishments, collection centres, chills and other smaller local processing enterprises. The project is looking ahead towards projected cull increases over the next 10 years so that all carcasses where possible can be accepted into - and processed - for the human food chain.

We will continue to explore ways that we can work with the industry to ensure its continued development.

As this is an operational matter for Scottish Water, I have asked Douglas Millican, Chief Executive, to respond. His response is as follows:

Scottish Water does not support or encourage the use of dowsing and provides its employees with equipment and training to ensure they use methods for finding underground assets and leaks which are scientifically tried and tested. These include ground microphones, correlators, and metal detectors and other devices to pinpoint the exact location of underground assets and leaks. Scottish Water does not budget or spend money on any form of divination or dowsing tools and training.

Three pilot projects are being supported through this fund. These are located in North Argyll, Moray, and South West Scotland. All three have seen estimated costs increase significantly since the original funding offers were made and have had to adapt plans and budgets accordingly. Subject to planning consent in one instance, work is anticipated to commence within the next few weeks.

An announcement will be made as soon as all three projects get underway. A programme of open days and knowledge transfer is an important element of this project.

The Scottish Government has spent £39,525 +VAT on administering the Destination Net Zero Vehicle Charge Point Tourism Recovery Fund. The Fund was administered by Energy Saving Trust on behalf of VisitScotland and the Scottish Government. For this work, Energy Savings Trust received a management fee of £39,525 +VAT, paid by VisitScotland. This fee did not come out of the £325k funding pot for the Destination Net Zero Charge Point Tourism Recovery Fund, but was covered separately.

Throughout the process VisitScotland supported the administration and assessment of the fund, providing a range of checks at different stages. There was no additional cost attached to that administrative work as this was undertaken as part of people’s job roles throughout the period.

The scheme has funded 194 charging points across Scotland, located across 20 local authorities. The charging points funded through Destination Net Zero Vehicle Charge Point Tourism Recovery Fund will allow visitors and locals to explore Scotland’s beauty spots in a sustainable and environment friendly manner.

The Scottish Government continually monitors animal disease outbreaks internationally and in the UK to ensure disease prevention measures required under pet travel rules remain relevant. Any future policy will be guided by risk assessment. The pet travel rules are administered by the Animal and Plant Health Agency (APHA) and we have regular contact to ensure travellers are complying with the rules.

Prompt payment of the supply chain is not only the ethical and socially responsible thing to do, it is critical to the sustainability and resilience of our supply chains in delivering critical products, services or works to, or on behalf, of the people of Scotland. The Scottish Government is committed to paying our contractors promptly and ensuring that they do the same with their subcontractors. There is already a significant range of measures in place in Scotland to tackle late payment in both public and private contracts through legislation, policy and practice.

The Scottish Government continues to lead by example through our target to pay all valid invoices within 10 days of receipt whereas our statutory obligation is 30 days. For financial year 2021-2022, 97% of valid invoices received were paid within 10 days and 99% paid within 30 days.

The Scottish Government sought views in our 2020 Public Procurement Survey of Suppliers, where 85% of respondents were SMEs. The survey included a number of questions on payment performance, and identified opportunities to improve payment performance, particularly for sub-contractors in supply chains.

As a result the Scottish Government worked alongside public bodies, supplier groups and other stakeholders to bolster the Scottish Government’s prompt payment policy. An updated procurement policy note was published in April 2022 which was welcomed by the Federation of Small Businesses and the Small Business Commissioner. The updated policy encourages public bodies to consider bidders past payment performance during tender exercises, and to request bidders confirm that their terms & conditions for all sub-contractors will contain a prompt payment clause, driving payment of valid invoices within a maximum of 30 days throughout the full supply chain for public contracts.

Scottish Government Procurement officials continue to support the updated policy implementation and work with stakeholders to determine how to monitor the extent to which the policy is embedded within public bodies procurement processes.

In terms of payment in advance, the Scottish Public Finance Manual states that advance payments should only be made in exceptional circumstances, where good value for money can be made from them and all reasonable steps should be taken to protect public funds.
