The programme costs for administering the ebike loan scheme are set out below. In financial years 2018-19 and 2019-20, the scheme was part of the Low Carbon Transport Loan and programme costs were covered from one budget.

In February 2021, we published the refresh of our Diabetes Improvement Plan (DIP), which sets out our aims and priorities to deliver safe, effective and person-centred healthcare, treatment and support for people living with diabetes. Implementation of the Plan is governed by the Scottish Diabetes Group and a number of project groups.  

The Scottish Diabetes Group (SDG) and Managed Clinical Networks (MCNs) meet regularly to discuss concerns and share good practice. The Chair of the SDG also hosts an advisory group to discuss issues relating to endocrinology services. NHS Ayrshire & Arran have representation on these national meetings and we will continue to support the diabetes teams to improve their services.  

Wider support for service improvements comes from the NHS Recovery Plan, published in August 2021. This Plan is backed by over £1 billion of funding and will support an increase in both inpatient and outpatient activity to ensure adequate provision of services and tackle backlogs in care from the COVID-19 pandemic.  

NHS Health Boards are responsible for delivering safe, effective and person-centred care at a local level, which includes identifying and monitoring instances of patient misdiagnosis. This will be through a number of processes such as Adverse Event reviews, the NHS Model Complaints Handling Procedure, Organisational Duty of Candour and Scottish Public Services Ombudsman investigation reports, amongst others.

The Scottish Government and NHS Health Boards work closely together to ensure local policy and processes are implemented and improved in line with national policy and frameworks.

The Scottish Government regularly reviews its plans for public awareness campaigns and raising awareness of conditions such as thrombosis. We do not intend to run a public awareness campaign for deep vein thrombosis, pulmonary embolism, venous thromboembolism, and thrombosis at this time.

NHSinform.scot provides clear and accessible information on thrombosis related conditions, including, symptoms, causes, diagnosis, and prevention.

In regards to the Scotland-specific overview, I refer the member to the answer to question S6W-13419 on 23 January 2023.

Furthermore, the Scottish Government recognises that while more people are being diagnosed with cancer, more people are also being cured and living longer with the illness, thanks to the many new and established treatments now available. The increasing numbers of cases is also a simple reflection of the fact that people are, overall, living longer. Clearly our NHS remains under pressure, but more patients are being treated on cancer pathways than was the case prior to the pandemic.

The Scottish Government is developing a new 10 year cancer strategy to launch in Spring this year, which will take a comprehensive approach to improving patient pathways, from prevention and diagnosis through to treatment and post-treatment care. This will be supported by an initial 3-year action plan.

The strategy will include a new earlier diagnosis vision for Scotland as well as a robust workforce strategy and ambitions aimed at strengthening research and innovation and eradicating inequalities.

As the draft Strategy sets out, irrespective of the climate imperative, due to the maturity of the North Sea basin, planning for a just transition to a net zero energy system and diversifying employment and economic opportunities for workers is essential. Scotland’s energy transformation is therefore urgent and inevitable.

In establishing a renewed policy position on oil and gas, whilst licensing is reserved to the UK Government, the Scottish Government is consulting on whether, in order to support the fastest possible and most effective just transition, there should be a presumption against new exploration for oil and gas.

The draft Energy Strategy and Just Transition Plan is an open consultation and as such requires statutory assessments to be undertaken. Some assessments have already been published and the others will be available with the final document.

The Scottish Government, Health Boards and National Services Scotland (NSS) maintain regular contact on reducing single-use items in healthcare settings through the Sustainable Procurement Steering Group, which supports Boards transition to more circular supply practices.

A programme of work has been established to review the use of reusable alternatives and reduce the amount of single use Personal Protective Equipment used by Health Boards. This work looks at existing stock within NSS warehouses, current decontamination guidance and the capability of Health Board infrastructure to process reusable products. Where the use of reusable products is not possible, we aim to increase the number items that can be recycled at the end of their use.

National uniforms, bedding and textiles are all reusable and are laundered in house through NHS Scotland laundries, or in the case of uniforms and workwear, staff may launder at home.

The funding allocated to the National Wellbeing Hub was £141,759 in financial year 2020-21 and £203,362 in financial year 2021-22.

The Scottish Government regularly engages with the Scottish Ambulance Service and is kept informed of performance against a range of operational processes, including subject access requests (SARs).

The Scottish Ambulance Service deals with a number of SARs every month with the majority of these requests processed within timescales.
