The Scottish Government’s National Rail Conversation is focussed on the publicly owned railway, therefore concerns the provision of services by ScotRail. The National Rail Conversation will engage the views of rail users, regional transport partnerships, rail unions, local authorities, equalities groups, businesses, emergency services and rail industry organisations – as well as non-rail users – for their input in to the vision for rail services in Scotland. The Conversation will listen to feedback from passengers and stakeholders and shape a vision for ScotRail which best meets the needs of the people of Scotland.

Charter train operators such as West Coast Railways will be invited to provide input and insight as part of the wider stakeholder engagement process but are not within the scope of the Conversation itself.

The Scottish Government is committed to keeping The Promise and improving the outcomes of care experienced children and young people in education. To achieve this we continue to work with partners, including Education Scotland, COSLA and ADES.

Our national guidance, Included, Engaged and Involved Part 2 , is clear that exclusion should be used as a measure of last resort. The guidance includes particular considerations regarding the exclusion of care experienced young people.

Engagement activity includes with the Scottish Advisory Group for Relationships and Behaviour in Schools (SAGRABIS), to consider exclusion in the context of promoting positive relationships and behaviour in schools.

We have already implemented some measures, such as tightening waste exemptions, and are undertaking work to consider further measures similar to those mentioned in the UK Government’s Environmental Improvement Plan 2023.

In addition, where the necessary powers to tackle opportunities for waste crime are reserved, we are working with UK Government to ensure the interests of Scotland are fully considered. This includes in the development of a ban on exporting plastic waste to non-OECD countries.

The Scottish Government has not carried out an assessment of the impact of NHS staff pay awards on the independent hospice sector, however, Scottish Government Ministers are meeting with representatives from the sector in March 2023 to discuss pressures that hospices are facing.

The Scottish Respiratory Advisory Committee (SRAC) has identified pulmonary rehabilitation as one of the initial priorities for the implementation of the Respiratory Care Action Plan.

To take forward this key priority, a sub-group has been established comprised of clinical specialists and services managers from across Scotland, as well as third sector representatives. The group have completed a scoping exercise to determine areas of good practice and areas that require improvement. The aim of this group will be to develop ‘best practice guidelines’ for the delivery of pulmonary rehabilitation services across Scotland. This work is also being supported by the respiratory programmes managed by the Centre for Sustainable Delivery.

The necessary pause to face to face pulmonary rehab groups during the pandemic has inevitably led to a build-up of people waiting for treatment, and services continue to experience significant pressure as a result of this.

Our NHS Recovery Plan, published in August 2021, backed by over £1 billion of funding, sets out our vision for health and social care over the next 5 years, and will support the increase in access to services such as pulmonary rehabilitation.

Transport Scotland has recently been made aware of Dumfries and Galloway Council’s internal discussions relating to the possibility of using the A75 160 Annan Road Bridge for foot traffic.

Dumfries and Galloway Council has yet to decide whether to make an approach to Transport Scotland as they are conscious of difficulties relating to the provision of pedestrian access to and from the structure and the protection of foot traffic crossing the structure.

The Scottish Government is committed to delivering the grade separation of Sheriffhall roundabout, as part of its £300 million commitment to the Edinburgh and South East Scotland City Region Deal.

Following publication of the draft Orders and Environmental Statement, Transport Scotland received a significant number of objections to the proposed scheme. Although Transport Scotland engaged widely with objectors, it was unable to resolve all objections. In view of this, a Public Local Inquiry was held from 31 January to 8 February 2023. As with all trunk road projects this is the appropriate statutory forum for considering objections received and not withdrawn. The independent Reporter is now giving detailed consideration to all evidence before making recommendations to the Scottish Ministers for a decision.

Construction of the proposed scheme can only commence if it is approved under the relevant statutory authorisation process and thereafter a timetable for its progress can be set.

We are currently considering next steps to recognise those affected by historical adoption practices.

In the meantime, we have commissioned a scoping study of the support services available in Scotland for people affected by historical adoption practices. This will help us understand where services need to be improved or enhanced to better meet the needs and expectations of those affected by historical adoption. The research started in January and will take approximately 8 months.

Last year the Scottish Government committed funding of around £145,000 to provide specialist support and counselling, and we have now agreed a proposal to establish a peer support group to be delivered through the charity, Health In Mind. The planning and implementation of this support service has begun and is informed by people affected by historical adoption.

Circularity Scotland (CSL) are a private non-profit organisation and are therefore not subject to public procurement requirements. Decisions regarding their contracts are for them – this is entirely appropriate for a scheme that has industry responsibility at its heart. CSL carried out an extensive tender process over a period of around 12 months before appointing Biffa to be the scheme’s official logistics service provider.
