To ask the Scottish Government how much has been paid in Private Finance Initiative (PFI) or Not for Profit Distribution (NPD) payments in the NHS in each of the last 10 years.
Answer
Information on Private Finance Initiative (PFI) or Not for Profit Distribution (NPD) projects in Scotland, including NHS projects is available online from
Infrastructure investment - Government finance - gov.scot (www.gov.scot)
The following table presents how much has been paid for NHS projects delivered through Private Finance Initiative (PFI) and Not for Profit Distribution (NPD) in each of the last 10 years.
| UNITARY CHARGE PAYMENT | | |
CATEGORY | 2013-14 | 2014-15 | 2015-16 | 2016-17 | 2017-18 | 2018-19 | 2019-20 | 2020-21 | 2021-22 | 2022-23 | TOTAL |
| £m | £m | £m | £m | £m | £m | £m | £m | £m | £m | £m |

NPD/HUB | 1 | 3 | 6 | 15 | 35 | 53 | 76 | 85 | 87 | 87 | 448 |
The NPD model unlike PFI ensures the following:
- Private sector returns are capped
- There is no dividend bearing equity
- Enhances stakeholder involvement in the management of projects
- Surpluses can be directed in favour of the public sector

To ask the Scottish Government what due diligence was done into the financial health of Recycling Technologies prior to a reported award of £1.7 million in public funds from Zero Waste Scotland in 2018.
Answer
I am aware that Recycling Technologies Ltd. and Group Plc, which are involved in the Scottish recycling project, Project Beacon, have recently gone into administration.
Zero Waste Scotland awarded Recycling Technologies £1 million on 24 August 2017 as part of the Circular Economy Investment Fund. There is a two-stage application process for this Fund. Each stage includes financial due diligence including a credit check at stage 1 and commercial review at stage 2.
Given the ongoing administration process, it would be inappropriate to comment further on this matter at this stage.

To ask the Scottish Government whether it plans to introduce bursaries for those training for or studying allied health professions.
Answer
The Scottish Government will continue to protect free tuition for Scottish-domiciled students undertaking under-graduate courses in addition to stepping in to address specific workforce challenges directly related to government workforce policy ambitions . At present there are no plans to extend bursaries to those studying on allied health professions’ courses outside of Paramedic Science.
