To ask the Scottish Government what (a) the evaluation process is and (b) tools are used to assess the efficacy of Scottish Families Affected by Alcohol and Drugs, which is a centrally funded organisation.
Answer
All grant funding allocated from the drugs policy division is subject to Scottish Government’s robust grant management process, outlined in the Scottish Public Finance Manual (SPFM). The Scottish Public Finance Manual (SPFM) provides guidance on the proper handling and reporting of public funds.
The SPFM also provides guidance on appraisal and evaluation techniques and procedures. The Green Book, Appraisal and Evaluation in Central Government published by HM Treasury provides more detailed guidance on the principles, techniques and procedures applicable in relation to appraisal and evaluation.
The objectives, milestones and outcomes - aligned to the National Mission Outcomes Framework - are clearly set out in the grant agreement between Scottish Government and the grant recipient. To ensure grant funding meets the agreed outcomes and provides value for money, grant evaluations are undertaken at regular intervals, and again once the project has ended to evidence whether the grant has been a success.

To ask the Scottish Government, in light of the commitment in its Care in the Digital Age: Delivery Plan 2022-23, whether the ability for local services to offer to their patients new nationally-consistent pathways for at-home monitoring of a greater range of long term conditions such as COPD, heart failure and asthma exists.
Answer
Further pathways for prostate cancer, asthma, heart failure and pulmonary disease are in development. A National Procurement exercise, concluded in September 2021, resulted in a 5-year contract awarded to Inhealthcare Ltd (IHC) for a national asynchronous communication platform. The purpose of this contract is to enable a significant expansion of remote health pathways within Board areas and to support the provision of equitable access to these services for all NHS Boards.

To ask the Scottish Government how much funding was allocated to the oral health
improvement programme, Childsmile, in each financial year from 2018-19 to 2022-23.
Answer
Funding provided to NHS Boards for Childsmile programme delivery is set out in the following table.
In addition to direct programme allocations, funding is provided to NHS Boards through the annual Outcomes Framework allocation to deliver a range of core services, including for Childsmile. The total value of this allocation for each financial year is also set out in the following table:

To ask the Scottish Government how many producers have registered for the Deposit Return Scheme as at 7 June 2023.
Answer
As 7 June, over 670 producers responsible for more than 2 billion drinks containers, representing 95% of products sold in Scotland had registered with Circularity Scotland.
This represented the full range of drink producers from global brands to small craft breweries and distilleries.

To ask the Scottish Government whether it will provide an update on its plans to progress the Good Food Nation programme of work, in light of the passing of the Good Food Nation (Scotland) Act 2022 a year ago.
Answer
The Good Food Nation (Scotland) Act 2022 (Commencement No. 1) Regulations 2023 were laid before the Scottish Parliament on 16 June 2023. These regulations will bring into force most of the provisions in the Good Food Nation (Scotland) Act 2022 that relate to the national Plan. These include sections relating to the preparation of the Plan and the requirements for inclusive communication, which enables us to go out to public consultation on the first national Good Food Nation Plan this summer.
Other sections that will come into force this December relate to giving Parliament the chance to have its say on the Good Food Nation Plan and will begin the cycle of reporting and reviewing of future Good Food Nation Plans. Finally, Section 6 which relates to the effect of the national Plan, will be commenced in separate regulations at the time of the publication of the final Plan in late 2024.
It remains the Scottish Government's intention to undertake public consultation on the Good Food Nation Plan this summer and to then lay the draft national Good Food Nation Plan before Parliament in 2024. We expect the final version will be published later in 2024, when the Food Commission is to be established. Good Food Nation Plans that are to be prepared by Local Authorities and Health Boards will follow in 2025.

To ask the Scottish Government when updated software needed to improve the management and monitoring of early learning and childcare services will be developed and ready for use.
Answer
Work is underway now and the current timescale for development completion of the SEEMiS Early Years IT platform is Jan-Mar 2024. The actual system “go live” date is yet to be decided, with an options appraisal currently underway and scheduled for Project Review Board consideration over summer 2023.
