The study to map the net zero skills on Scottish Islands is progressing and we hope to be able to report on progress by the end of the summer.

Building safety is a matter for the owner of the building. Questions regarding day-to-day operational matters of non-departmental public bodies (NDPBs), including information relating to any repair and maintenance works, are best answered directly by each NDPB.

We recognise that points have been made around the minimum age of marriage and civil partnership and whether young people need more protection.

This is why we have been meeting with interested stakeholders.

There are a range of views here. Increasing the minimum age can be argued to increase safeguards for young people, but such a change can also be seen as removing their right to marry or to enter a civil partnership. Additionally, given the range of rights that people acquire when they reach 16, we need to consider carefully whether broader implications would arise from a change to the minimum age of marriage.

The number of registered marriages in Scotland involving 16- and 17-year-olds is very low. However, we are also aware that there are some concerns regarding unregistered marriage ceremonies and about children and young people being taken abroad to be married.

The forced marriage offence in England and Wales has recently been extended, so that it is an offence there in all circumstances to do anything intended to cause a child to marry before they turn 18. No form of coercion requires to be used and the offence applies where the marriage is to take place outside England and Wales, and regardless of whether the marriage would have legal effect.

We would need to assess if this approach would be right for Scotland. Introducing a similar measure here might have the adverse impact of driving forced marriages even further underground. Forcing someone into marriage is already a criminal offence in Scotland and applies to any religious or civil ceremony of marriage whether or not legally binding. This offence will extend later this year to include forced civil partnerships.

The Scottish Government will continue to listen to stakeholders and the wider debate, as we actively consider our next steps. This will help ensure that we properly assess the potential impacts of changes and, if we take forward a full public consultation, that this includes robust evidence.

The Scottish Government is committed to improving care for people with chronic kidney disease through a number of activities which are aligned with the recommendations set out in Kidney Research UK’s (KRUK) Changing the Future for Chronic Kidney Disease in Scotland report, published in December 2022 with input from Scottish Government clinical advisors and partners.

We are raising awareness of the symptoms, causes, diagnosis and prevention of kidney disease by providing and promoting information on chronic kidney disease for patients and their families on NHS Inform .

Our Donation and Transplantation Plan was published in 2021 and sets out a dedicated priority to increase living donation and reduce the wait for a kidney transplant. This includes a number of recommendations to improve care, including developing resources and information to promote living donation , changing clinical practice in renal units, increasing direct engagement with patients and their families, and developing new guidance on staffing to support living donation.

We also continue to support the work of the Scottish Renal Registry which promotes excellence in renal care in Scotland including audits on the delivery of renal replacement therapy. The most recent report from registry was published by Public Health Scotland in October 2022 and provides vital information for Health Boards, service managers and individual clinicians to help improve care and standards for people with chronic kidney disease.

We will shortly publish a new Mental Health and Wellbeing Strategy. The Strategy will set out a long-term vision, and a set of outcomes, for mental health and wellbeing to ensure that everyone who needs support can get access to services that are appropriate to their needs.

Whilst we also welcome the recent report on the economic impact of the disease published in June, following our recent meeting with KRUK on 2 May 2023, we are not proposing to develop an individual action plan for this condition at this time. However, we remain committed to engaging with KRUK on these important matters to ensure that all people living with kidney disease are able to access the best possible care and support, and benefit from healthcare services that are safe, effective, and put people at the centre of their care.

The Scottish Government is acutely aware of the suffering of those who were infected with Hepatitis C or HIV, or both, as a result of NHS treatment in the 1970s and 1980s. Consequently, the Scottish Infected Blood Support Scheme (SIBSS), which was established in 2017, was set up to provide support and assistance for those people infected as a result of NHS treatment, as well as for their immediate family members.

The Scottish Government made extensive efforts in 2016 and 2017 to raise awareness of SIBSS through media campaigns and by distributing posters to GP surgeries and hospitals in an attempt to reach those who would be eligible for payments under SIBSS. However if, despite these efforts, a person has not previously claimed from SIBSS because they were not aware of their entitlement, that person could still make an application to SIBBS and, if successful, would receive any lump sum and regular support payments to which they are entitled. This includes widows, widowers and partners, with entitlement to such payments having effect from the date they apply to join the scheme.

Such infected persons, or their bereaved partners, would also be eligible, upon a successful application to SIBSS, to receive the interim compensation payments of £100,000 as recommended by the first interim report of the Infected Blood Inquiry, which was published in July 2022. These payments were made to all existing SIBSS members in Scotland in October 2022. The second interim report of the Infected Blood Inquiry, which was published in April 2023, sets out recommendations for further interim payments and for a wider framework for compensation. This second interim report is currently being considered, in consultation with all the Devolved Administrations, by the UK Government.

In common with the practice in all of the other UK infected blood support schemes regular support payments, which are designed to assist with the costs of day to day living, are only generally backdated to the date of application to SIBSS. However, the Scottish Government did publish an amendment to the SIBSS scheme document in April 2023 which allows for backdating of regular support payments for infected persons transferring late from the Skipton Fund, which was one of the previous UK support schemes, in cases where that infected person was not contacted by the Skipton Fund for the purpose of requesting their consent to have their details transferred to SIBSS. The Scottish Government remains committed to its aim of providing an integrated community hearing service, as highlighted in the 2021 Manifesto. As set out in the 2022-23 Emergency Budget Review, ongoing impacts of the cost crisis - as well as the need to consider outcomes from the National Audiology Review - have necessitated re-phasing of this commitment.

Invitations to meet have been issued to representatives of all the other organisations that my response to S6W-16048 indicates we planned to meet.

I am meeting Pauline Latham MP after the summer recess. Ms Latham promoted the Marriage and Civil Partnership (Minimum Age) Bill in the Westminster Parliament. That Bill once passed and implemented led to an increase in the minimum age of marriage in England and Wales from 16 to 18.

The Scottish Government remains committed to the provision of ear wax removal within community NHS services. The new GP contract, introduced in 2018, committed Health Boards to set up Community Treatment and Care (CTAC) services to provide ear wax removal in the community.

We are aware that gaps in delivery remain in certain areas, and are working closely with Health Boards, to collect and review the data on the workforce and financial resources required to fully deliver these services needs in order to inform consideration of the potential for additional investment in 2023-24.

As the tax authority with responsibility for the collection and management of Scotland’s devolved taxes, Revenue Scotland publishes monthly and annual data on its website regarding the number of property conveyances and non-residential leases subject to the Land and Buildings Transaction Tax (LBTT) and the associated tax liabilities. These are available at https://revenue.scot/news-publications/publications/statistics .

Local authority level data is published on an annual basis, as part of Revenue Scotland’s Annual Summary of Trends in the Devolved Taxes. The report for 2021-22, which provides data for the period from 1 April 2015 to 31 March 2022, is available at: https://revenue.scot/news-publications/publications/statistics/annual-summary-trends-devolved-taxes-2021-22 . The report for 2022-2023 is due to be published in late 2023.

In particular, the figures and tables file of this publication at 'Figure 12' includes estimates of residential LBTT payable, broken down by year and local authority area.

For non-residential LBTT, 'Figure 17' sets out revenue data by year and by Nomenclature of Territorial Units (NUTS 2) areas. Local authority level data is not used for non-residential LBTT statistics to minimise the risk of disclosing protected taxpayer information.
