To ask the Scottish Government, in light of its commitment to align with EU law,
what assessment it has made of how many (a) directives, (b) regulations and (c)
pieces of tertiary legislation, that it considers relate to areas of devolved
competence, have been passed by the EU since 1 January 2021, and how many of
each it looked at, in total, in reaching any such assessment.
Answer
The Scottish Government is committed to aligning with EU law where that is possible and will have a meaningful impact on the outcomes we share with the EU. This is delivered through routine monitoring by policy experts. Therefore the Scottish Government does not maintain an authoritative record of all EU directives, regulations and legislation which cover topics of devolved competence since 2021.
The Scottish Government’s policy statement on the approach to EU alignment, approved by parliament on 8 June 2022, sets out detail of this process, acknowledging that much of EU legislation is now not applicable in Scotland since the UK Government removed it from the EU.

To ask the Scottish Government what the revised date is for the first new trains to enter passenger service on the Glasgow Subway, in light of reports that the previous scheduled period of January 2023 to March 2023 was missed.
Answer
Introduction of the new trains into passenger service is a matter for Strathclyde Partnership for Transport (SPT) given SPT is responsible for both the Glasgow Subway modernisation programme and the operation of the Glasgow subway. Introductory dates for the new trains into passenger service have not been set by SPT nor has SPT previously set out proposed introductory dates in reporting. Testing of the new trains and development of the safety case is ongoing as part of the new rolling stock subway modernisation workstream towards new fleet introduction to passenger service in autumn 2023.

To ask the Scottish Government, further to the answer to question S6W-18378 by Lorna Slater on 12 June 2023, whether GS1 UK was invited to join any of the stakeholder groups.
Answer
Given that labelling, including barcodes, is a reserved issue and therefore requirements for barcodes and labels were not part of the regulations covering Scotland’s Deposit Return Scheme, we have not previously engaged with GS1 UK, who are a company dealing with barcodes.
However, I have asked officials to reach out to GS1 UK to offer to meet with them.

To ask the Scottish Government what investigations the public corporations have undertaken to determine whether any of the buildings that they manage were fitted with reinforced autoclaved aerated concrete, and what the cost was of conducting any necessary repairs, broken down by building.

To ask the Scottish Government whether it will provide an update on its plans to fund diabetes technology, such as continuous glucose monitors, insulin pumps, flash and the innovative hybrid closed loop, to reduce any inequalities in access for people with diabetes.
Answer
Our Diabetes Improvement Plan, published in 2021, contains a key commitment to further increase access to existing and emerging diabetes technologies.
Our national policy is to increase access to these life changing diabetes therapies to everyone who would benefit, and we expect NHS Boards to provide technology to all clinically suitable children and adults.
Between 2016 and 2022, we invested £29.6 million of additional funding specifically to support the increased provision of diabetes technologies. A further £350,000 is being invested through the new Accelerated National Innovation Adoption pathway workstream to accelerate the distribution of Closed Loop Systems.
The technology is considered the most significant development in diabetes treatment in recent years and can transform lives, particularly for children and young people. This investment will see a dedicated team created to support NHS health boards to rollout the technology faster and more efficiently across Scotland.
We are continuing to work with key partners to identify any future funding requirements for the continuing roll-out of diabetes technologies across Scotland.

To ask the Scottish Government what action it is taking to increase the movement of early learning and childcare staff between the public, private and third sectors.
Answer
The Scottish Government is proud that there are now an unprecedented 46,260 professionals supporting children and families across Scotland and that those professionals can pursue opportunities to progress and develop fulfilling careers in the sector. The Scottish Government does not have a role in determining the movement of staff between different types of provider.
I am, however, keen that there is a sustainable, diverse, highly skilled workforce to serve the whole childcare sector. That is why we are developing a Strategic Framework for the childcare profession which will set out actions to enhance the attractiveness of childcare roles and support retention of staff.
