As is laid out in our Heat in Buildings Strategy (published 7 October 2021), the 124,000 aim relates to zero emissions heating systems:

“we want to see – as a minimum – zero emissions heat installations scale up to provide a total of at least 124,000 systems installed between 2021 and 2026. We recognise that setting medium term credible aspirations for deployment of categories of heating technology can build confidence and support investment across supply chains.”

According to the Microgeneration Certification Scheme’s publicly-accessible MCS Data Dashboard, 11,341 zero emissions heating systems have been installed so far since January 2021.

The figures come with the following caveats:

• For the purposes of answering this question, zero emissions heating systems” comprise (i) Air Source Heat Pumps, (ii) Ground/Water Source Heat Pumps and (iii) Other Heat Pump Types.
• MCS certification is not a mandatory requirement, so MCS data does not capture all small-scale renewable energy installations in Scotland. However, as MCS is often a route to government incentives, it is likely to represent a significant proportion of deployment.
• Most installations registered with MCS are in the retrofit market. However, MCS may capture some new-build installations if contractors have chosen to register their installations with MCS.

Our National Strategy for Economic Transformation is clear that we must adapt our education and skills system to become more responsive and agile so that it can deliver on our key priorities.

Published in 2020, the Climate Emergency Skills Action Plan (CESAP) provides a framework for green skills planning and investment across priority sectors that will be critical to the transition to net zero: Energy, Construction, Transport, Manufacturing and Agriculture and land-use.

Skills Development Scotland and the Scottish Funding Council are progressing Pathfinder projects to identify the skills requirements necessary to support the priority sectors identified in CESAP including in heat decarbonisation. The Pathfinders are operating in Glasgow City and Shetland Islands and the findings will strengthen the green skills evidence base and inform further action to address green skills gaps.

Other examples of work in the energy sector include the development of an Energy Skills Passport, to support workers as we move towards the just transition. Additionally, the upcoming Onshore Wind Sector Deal, which will enable the delivery of 20GW of installed onshore wind by 2030, will have a specific theme on Skills, Supply Chain and Circular Economy.

On behalf of the Scottish Government, Skills Development Scotland work with Industry Leadership Groups and other key industry players to develop Regional and Sector Skills Investment Plans. They are created through a process of labour market and skills supply research and analysis, industry consultation and action planning with industry and partners across Scotland’s education and skills system.

The Scottish Government does not hold information on businesses that have closed, or are considering closing as a result of the short-term let licensing scheme. Existing hosts, those operating before 1 October 2022, have until 1 October 2023 to apply for a licence and can continue operating whilst their application is being determined.

The Scottish Government is aware of the recent announcement by Liberty Steel that it is to install a new Electric Arc Furnace at its Whyalla plant in South Australia.

We applaud Liberty Steel’s commitment to its global decarbonisation strategy which aims to be carbon neutral in its steel production by 2030 and we welcome the steps it is taking towards this goal.

Scottish Government regularly engage with Liberty Steel regarding their operations. We are not aware of any plans to install an Electric Arc Furnace at either Dalzell or Clydebridge at this time. Any such decision would be an operational one for Liberty Steel.

The latest Higher Education – Business and Community Interaction (HE-BCI) Survey Report by the Higher Education Statistics Authority (HESA) was published on 04 April 2023. This survey includes information on the number of active spin-offs founded at Scottish Higher Education Institutions, the turnover generated at these spin-offs as well as employment numbers.

The Scottish Government is engaged with COSLA regarding the Heat Networks (Scotland) Act 2021 on multiple fronts.

A paper on heat networks regulations was presented to the COSLA Environment and Economy policy board on 3 March 2023 to update the board on progress in developing the duties contained in the Heat Networks (Scotland) Act 2021 and make members aware of potential impacts of this work on local authorities.

COSLA are also represented on our Stakeholder Engagement Groups, which advise on the implementation of the Act and have so far covered Building Assessment Reports and Heat Network Zones. The groups are now advising on the secondary legislation relating to Heat Network Zone Permits and a Local Authority Cost Strategy.

More widely, in our Heat in Buildings Strategy the Scottish Government committed to “work with COSLA to strengthen and integrate governance arrangements on heat and energy efficiency, to ensure effective delivery over the long term.” A liaison role was created in 2022 to provide capacity within COSLA to engage across the Heat in Buildings programme and embed a partnership approach. This resulted in the establishment of the Heat in Buildings Local Government Oversight group, which meets on a regular basis to provide a forum for dialog between relevant Scottish Government and COSLA officials on the Heat in Buildings programme and wider heat transition. The first meeting of this group was held on 6 March 2023 and included discussion on the Heat Networks (Scotland) Act 2021 and the regulatory framework that is being introduced as a result. COSLA also sit on the Independent Strategic Board for Heat and Energy Efficiency Scotland, which last met on 18 April 2023.

Scottish Ministers are on record as expecting public bodies to be considerate to the circumstances of people who are in debt and that those who genuinely can’t pay are provided with support and advice. In relation to council tax debt Ministers have actively encouraged local authorities to share good practice on debt assistance and collection, and to use the existing flexibilities available to them.

Scottish Government recognises the challenges being faced by households due to the cost of living crisis and have taken considerable action in support, including the tripling of the Fuel Insecurity Fund in 2023-24. We have taken decisive action in relation to debt including increasing the Minimum Protected Balance an individual can keep in their bank account when subject to debt recovery to £1000 and increasing the length of time people have to seek advice before action can be taken to pursue debt.

The Scottish Government's Council Tax Reduction (CTR) Scheme supports those that would not be expected to afford to meet their council tax liability, and aims to prevent households from falling into debt in the first place. Applications can be backdated by up to 6 months and over 450,000 households receive some level of CTR, and on average recipients save over £750 a year.

Anyone struggling with living costs should contact their local authority who will be able to provide advice and support.

The June 2021 Scottish Agricultural Census identified Scotland to have an agricultural land area of 5.64 million hectares. Scotland has created over 83,500 hectares of new woodland in the last ten years. For illustration purposes, if all of this had hypothetically been planted on agricultural land it would equate to 1.5% of the total agricultural land holding in Scotland.

Analysis of the Forestry Grant Scheme shows the applications for small woodland grants since 2015 covers 6,839 hectares, which equates to 0.1% of all agricultural land. Over the same period some 1,100 hectares of woodland creation has been on prime agricultural land, which represents 0.2% of total prime agricultural land.
