To ask the Scottish Government what the total cost has been of providing people in custody in HMP Grampian with mobile phones, since the policy was announced in April 2020.

I have asked Teresa Medhurst, Chief Executive of the Scottish Prison Service (SPS), to respond. Her response is as follows:

During the period April 2020 to June 2023 the total costs are assessed as £477K.

Permanent In Cell Telephony means individuals in prison can maintain purposeful family contact, including with children, which we know is important for good mental health and wellbeing, and for reducing the risk of reoffending upon return to communities. In Cell Telephony will also support SPS’ longer term ambitions for in-cell technology, with additional educational opportunities and giving those individuals in prison greater control over their own lives, again supporting reintegration into the community and reducing the risk of reoffending.

To ask the Scottish Government what information it holds on the latest known levels of the starting salary for a (a) nurse and (b) junior doctor in Scotland, and on how this compares to the levels in (i) England and (ii) Wales.

A) The starting salary for a Band 1 nurse in Scotland for 2023-24 is £30,229. This pay offer is a consolidated pay increase of 15.8% over the previous two years.

i) The starting salary for a Band 1 nurse in England is £28,407.
‎ii) The starting salary for a Band 1 nurse in Wales is £28,834.

B) The starting salary for NHS Scotland Junior Doctors in 2022-23 is £27,653.

i) The starting salary for a Junior Doctor in England during 2022-23 was £29,384.
‎ii) The starting salary for a Junior Doctor in Wales during 2022-23 was £27,115.

Junior Doctors in Scotland are on a different set of contractual arrangements to their counterparts in England and Wales and whilst their base salary is lower, they receive a higher banding supplement than their counterparts in England and Wales.

The BMA are considering a pay offer of 12.4% for 2023-24. If accepted, a doctor at the beginning of their career would see their salary increase to £31,082 in Scotland.

To ask the Scottish Government what its position is on Recommendation 32 in HM Inspectorate of Prisons for Scotland's full inspection report for HMP Greenock, for 27 February to 3 March 2023.

I have asked Teresa Medhurst, Chief Executive of the Scottish Prison Service (SPS), to respond. Her response is as follows:

At present there are no current plans to review the SPS Prisoners Wage Earning Policy within the current financial year. It is however anticipated that a review will be scheduled for 2024.

SPS have implemented a range of measures to lessen the impact of price increases including a temporary £1 per week supplement introduced to offset some of the price rises of canteen goods available to purchase, some of which have also been reduced to help with the rising costs.

To ask the Scottish Government how many of the 1,500 new clinical and non-clinical staff, committed to in its NHS Recovery Plan, will be based in the National Treatment Centre Forth Valley.

National Treatment Centres (NTCs) require an appropriate mix of new and experienced staff to operate safely and efficiently. Management information provided by NHS Education for Scotland (NES) shows that at 31 March 2023, 98 people were employed in NTC Forth Valley. 19 are new entrants meaning they are undertaking their first role in NHS Scotland. Whilst these figures from NES are classed as management information at this stage, NES will continue to work with data providers to develop these as Official Statistics. The next step in this process will be to release these statistics within the NHS Scotland workforce publication as Experimental Statistics in December 2023. NTC workforce data will be reported every six months thereafter.
