The Scottish Government works closely with NatureScot on its development of corporate and annual operating plans and Ministers meet regularly to discuss progress. This assessment process is therefore continual and NatureScot is ultimately accountable to the Scottish Parliament.

We continue to work with all of our public bodies to drive out efficiencies, finding new and better ways of working, creating best value for the Scottish taxpayer.

NatureScot, along with other environment bodies, has taken a leading role in recent years in leading Scotland’s response to the nature and climate emergencies. As a result, the organisation has managed significant additional project funding for peatlands, nature restoration, visitor management and more.

The budget settlement for 2024-25 announced on 19 December recognises the increasing level and quality of work being delivered by NatureScot which is why despite such challenging financial circumstances, NatureScot will benefit from an 8% uplift to its core funding, bringing its core budget to £63.2m in 2024-25.

The Scottish Government are grateful for the efforts made by Health and Social Care Partnerships to develop plans to implement Mental Health and Wellbeing in Primary Care services. This planning activity was supported by £1.5 million of funding in December 2021.

I refer the member to the answer to questions S6W-23303 on 11 December 2023 and S6W-16651 on 21 April 2023 outlining the reasons for the decision to pause the recruitment to Mental Health and Wellbeing in Primary Care services. The majority of spending on mental health is delivered through NHS board budgets, and this is not directly affected by the in-year budget changes impacting on the direct mental health programme budget. Between the Scottish Government and NHS boards we expect spending on Mental Health to be well in excess of £1.3 billion in financial year 2023-24.

We are working with partners towards delivery of the commitment to increase spending on child and adolescent mental health services to 1% of the total frontline NHS budget by the end of this Parliamentary session in 2026. We will continue to work with NHS Boards to monitor delivery through the Scottish Health Service Costs Book and the process of setting and monitoring priorities in Annual Delivery Plans.

NatureScot has received eleven applications to-date for a Hunting with Dogs licence for either (a) preventing serious damage to livestock, woodlands, or crops, or (b) environmental benefit. Of these eleven applications, six have not yet been processed as they are either ongoing or NatureScot has requested additional information from the applicant.

The following table relates to five applications which have been deemed to be processed in that they have been received, determined, and the decision letter issued. The time taken to determine the decision may include time that NatureScot were waiting for further information from the applicant.

Applications Granted

The Scottish Government has worked with Zero Waste Scotland to update relevant impact assessments at each point the Regulations have been updated, most recently for the Deposit and Return Scheme for Scotland (Miscellaneous Amendment) Regulations 2023 laid in Parliament on 30 June 2023. This updated Business and Regulatory Impact Assessment was shared with Parliament on 11 September 2023 - Scotland's Deposit Return Scheme | Scottish Parliament Website. We plan to update all DRS Impact Assessments again once Defra have confirmed the final design of their scheme

The Scottish Government is committed to ensuring that all children across Scotland can access high quality play opportunities in a range of settings to support their growth, development and wellbeing.

We will build on Scotland’s world-leading 2013 Play Strategy, and the 2019 Play Scotland progress report, to develop a vision statement and action plan for play in 2024. We will do this by listening to the views of children and young people and working in collaboration with our stakeholders.

We continue to work towards delivery of the commitment that at least 1% of frontline health spending will be dedicated to mental health services for children and young people by the end of this parliamentary session.

The NHS Recovery Plan 2021-2026 Annual Progress Update published in December 2023 confirmed that NHS expenditure on Children and Adolescent Mental Health Services rose from £88m in 2020-21 to £97.6m in 2021-22, an increase of £9.3m or 10.6% - representing 0.66% of total NHS expenditure.

The Scottish Government is taking a systematic approach to gathering information on transport demand management options. This includes reviewing relevant reports and evidence, tracking developments across the UK and abroad, and commissioning our own research where key gaps exist. Transport Scotland commissioned research on equitable options for car demand management, referred to in S6W-15653 on 21 March 2023. More recently, Transport Scotland commissioned an evidence review on ‘ Reducing Car Use through Parking Policies’ . Collectively, all available evidence from Scottish Government commissioned research and external sources will help inform options and proposals, which, working with local and regional partners, we intend to set out in a Demand Management Framework by 2025.
