Education Scotland do not undertake individual characteristic impact analysis on our resources.

The new draft Inclusion, Wellbeing and Equalities Professional Learning Framework will be reviewed in April through to June 2024 and user feedback will be included in a formal Equality Impact Assessment.

As announced in the statement to the Scottish Parliament on 12 December 2023 His Majesty’s Chief Inspector of Education will arrange for HM Inspectors to carry out a national thematic inspection of mathematics in 2024, which will report in autumn 2024.

A national thematic inspection of literacy and English will begin in 2024. The timescale for reporting currently being finalised by HM Inspectors.

The final thematic reports will be developed by HM Inspectors and will be published on the Education Scotland website and shared with schools and local authorities. The reports will summarise the findings of HM Inspectors and highlight what is working well, and what needs to improve.

We have begun engagement with trade unions and other stakeholders in preparation for the wider co-design process which will start this month. We anticipate the design process will take approximately six months to ensure this is a collaborative endeavour. This will feed into the identification of a suitable host institution, followed by a launch once appointed. Specific timelines will follow once the specification of the Centre has been developed through the co-design process.

As Glasgow Science Centre is a subsidiary of Scottish Enterprise, Scottish Enterprise has been represented at discussions between Glasgow Science Centre and Glasgow City Council regarding repair work at the Millennium Bridge. However, this is an operational matter for both the Science Centre and Glasgow City Council.

The Scottish Government has spent £67,232 on the construction of safety improvements on the A90 Toll of Birness junction since 1 April 2017. These safety improvements have been delivered through Transport Scotland’s Trunk Road Casualty Reduction programme of works. This spend was primarily associated with the provision of three vehicle activated signs (VAS) recommended from previous safety studies. Two signs were erected in 2017 with a third sign to supplement the northbound VAS erected in 2021. Other work involved the provision of an additional northbound advance direction sign.

This spend does may not include some elements of wider spend across the North East Operating Company Unit as it is not possible identify those that relate specifically to the A90 at this location.

There is no record of funding being provided by the Scottish Government to the “Lesbian, Gay and Bisexual Community Project Limited” since 2019.

The Scottish Government’s draft national Good Food Nation Plan sets out six over-arching Outcomes which indicate key areas to further develop our status as a Good Food Nation. These Outcomes have been developed with regard to a range of issues and principles set out in the Good Food Nation (Scotland) Act 2022, including the role of the food system in improving animal welfare and the importance of recognising all parts of the supply chain. The consultation on the draft national Good Food Nation Plan launched on 24 January and closes on 22 April ( https://consult.gov.scot/agriculture-and-rural-economy/national-good-food-nation-plan/ ).

We are aiming to increase the consumption, production, and provision of local food. The Scottish Government is using its legislation and policies to maximise the impact procurement can have for public bodies, suppliers and local suppliers and the Scottish economy. To promote local and sustainable produce public bodies have the flexibility to:

• Design menus that include Protected Geographical Indication (PGI) food
• Specify food produced according to recognised assurance schemes, e.g. Quality Meat Scotland, Marine Stewardship Council (MSC), Red Tractor, RSPCA, or equivalent bespoke company systems
• Specify free range and organic food
• Specify requirements based on menu plans that are based on freshness, high nutritional value using food in season and flexible and frequent delivery times
• Divide contracts into small product lots and geographic areas to encourage the active participation of local businesses where it is proportionate to do so
• Introduce a facility on some frameworks to enable small manufacturers who do not have national delivery logistics in place to bid on a supply only basis
• Introduce a secondary price list within tenders to allow framework suppliers the choice to offer Scottish produce

The Scottish Government is committed to continuous improvement in animal welfare: a statutory review into animal welfare legislation is due to be published in 2025. In 2023 there was a Programme for Government commitment to consult on phasing out cage production for laying hens and gamebirds: this will be published in due course.

The majority of data against which we measure our national-level Active Travel Framework Indicators comes from the questions on transport and travel asked in the Scottish Household Survey (SHS), an annual, cross-sectional national survey looking at the composition, characteristics, attitudes and behaviour of private households. The survey includes a range of questions related to transport and travel. It also includes the travel diary, in which respondents provide detailed information on all the journeys they made the previous day.

At city-level, the Walking and Cycling Index (WACI) compiled every two years combines local walking and cycling data, modelling, and an independent representative survey of at least 1,100 respondents aged 16 and above in each place.

Covering cycling specifically, the Cycling Open Data (COD) portal combines cycling statistics from the Scottish Household Survey, Sustrans, Living Streets Scotland and Transport Scotland, with a National Monitoring Framework of real-time automatic cycle counter data and traffic survey data from across Scotland, alongside Cycling Scotland programme data from Bikeability Scotland, the Big Count, YouGov Surveys, and the Cycling Friendly awards.

Covering travel to schools specifically, the Hands Up Scotland Survey (HUSS) is a joint annual survey across all 32 Scottish local authorities asking pupils ‘How do you normally travel to school?’.

All of the above is supplemented by programme level data monitoring and evaluation carried out as a condition of grant by Transport Scotland Active Travel Delivery Partners (ATDPs).

We monitor the operational carbon caused both directly and indirectly by the polluting heating systems used in the majority of Scotland’s buildings via the Scottish Greenhouse Gas Statistics ( Scottish Greenhouse Gas Statistics 2021 - gov.scot (www.gov.scot) , which provides statistics on the level of emissions by source. Estimates of Scotland’s consumption emissions (broadly analogous to upstream scope 3 emissions) are published in Scotland’s Carbon Footprint ( Scotland’s Carbon Footprint 1998 – 2019 – gov.scot (www.gov.scot) . However, it is not possible to isolate heating systems from other similar products using this dataset.

We are continuing to investigate how we can improve whole life emissions reporting in Scotland’s buildings.

The Scottish Government’s current focus is on our previously stated objectives to complete the vessels for our island communities, to support the workforce of Ferguson Marine and to ensure a sustainable future for the shipyard.

The spend on the vessels is subject to oversight by the Net Zero, Energy and Transport Committee and scrutiny by Audit Scotland. This will continue.
