Statistics on Scotland's public sector finances are published in the Government Expenditure and Revenue Scotland (GERS) publication; however, statistics for Scottish public sector net debt are not available. The latest GERS publication is available at: Government Expenditure and Revenue Scotland 2022-23 - gov.scot (www.gov.scot)

Figures on UK public sector net debt are published by the Office of National Statistics. In January 2024 the UK's public sector net debt was 96.5% of GDP.

As this is an operational matter for Scottish Water I have asked them to respond. Their reply is as follows:

Scottish Water has published its Improving Urban Waters Routemap ( https://www.scottishwater.co.uk/Help-and-Resources/Document-Hub/Key-Publications/Urban-Waters-Improvements ) which outlines the process to identify and plan future investment for the highest priority Unsatisfactory Intermittent Discharges (UIDs). This planned approached is agreed in conjunction with the environmental regulator SEPA.

Each financial year (Apr-Mar) it reports UID figures within an Annual return to the Water Industry Commission for Scotland (WICS) and as at March 2023 the figure was 776. This number is revised each year as improvement projects address UIDs and on-going studies identify new UIDs. The figure for 2023-24 will be published later this year.

The OBC from NHS Lanarkshire considered in great detail the impact of the pandemic within their design. The new facility has considered best use of space and layout alongside ventilation to ensure consideration has been given to any future pandemic so that areas like Critical Care and Operating Theatre suites can accommodate reconfiguration to continue to provide services to high-risk infected patients. NHS Lanarkshire continues to embrace digital technology, brought on as a requirement in the pandemic, to reduce unnecessary patient attendances.

The UK Government did not inflation-proof its capital budget which has resulted in nearly a 10% real-terms cut in the Scottish Government’s capital funding over the medium-term between 2023-24 and 2027-28.

The result of this cut is that new health capital projects have currently been paused. Our emphasis for the immediate future will be on addressing backlog maintenance and essential equipment replacement. However we are in active discussions with NHS Lanarkshire on the impact of this budget settlement on the proposal to replace University Hospital Monklands.

It is vital to the Scottish Government that children and young people receive the right support, in the right place, at the right time. Not all children and young people need specialist services like CAMHS, and many will find more suitable support in their local community. This is why we have provided local authorities with over £50 million since 2020 to fund community-based mental health and wellbeing supports and services for children, young people and their families.

The services are focused on prevention and early intervention, and include supports for positive mental health and wellbeing as well as emotional distress. Where appropriate, these services offer an alternative to CAMHS by providing support for emotional distress delivered in a community setting. Local authorities can also make support available to children and young people who are awaiting CAMHS treatment.

Community supports and services are available in every local authority area, with more than 300 now in place across Scotland. Local authorities report that over 58,000 children, young people and their family members used the supports and services in the first half of 2023 alone.

We will be providing local authorities with a further £15 million in 2024-25 to continue to deliver these supports and services. We have also ensured access to counselling services in all secondary schools, and continue to give local authorities £16 million per year to fund this.

To ask the Scottish Government, in light of reports that Israeli military planes have used Glasgow Prestwick Airport during the ongoing conflict in Israel and Palestine, whether it received any prior notification that this would happen. Glasgow Prestwick Airport operates on a commercial basis and at arm’s length from the Scottish Government.

Operational decisions regarding the day-to-day running of the airport, are a matter for the management of Glasgow Prestwick Airport. Scottish Government did not receive any prior notification.
