To ask the Scottish Government whether it will provide an update on its work on inclusive business models.

The National Strategy for Economic Transformation (NSET) announced an Inclusive Business Models review. The review is ongoing and is led by a representative stakeholder group. The independent review group is chaired by Neil McInroy, Global Lead for Community Wealth Building, The Democracy Collaborative and chair of Economic Development Association of Scotland (EDAS).

The review group is drawing on learning from both national and international experience. It is anticipated that the work will complete, with findings and recommendations published, in Spring 2024.

To ask the Scottish Government what data is collected and maintained regarding child protection concerns and interventions.

At the present time, the Scottish Government collects and maintains data annually in respect of Child Protection in Scotland. This data is collected and published as part of the annual Children’s Social Work Statistics Official Statistics publication. Each Scottish Local Authority is asked to submit a return providing information on the children who were involved in the Child Protection process during the year. This includes the following information on Child Protection.

1. Number of Child Protection Investigations and outcomes of the investigation.

2. Number of Child Protection Case Conferences (also known as Child Protection Planning Meetings). This includes the type of Case conference (i.e. Pre-Birth, Initial, Review, Transfer In) and the type of concern(s) identified at the Case Conference (e.g. domestic abuse, parental substance misuse). This also includes the child's primary known/suspected abuser at the time of the Case Conference.

3. Number of children on the Child Protection Register.

4. Number of Child Protection registrations and de-registrations.

5. Sociodemographic details on each child involved in any of the above (age; gender; ethnic group; religion; disability).

In addition to this, the Children and Families Analysis Team also collects and publishes monthly Management Information data in respect of Child Protection in Scotland. This data is collected and published as part of the monthly Vulnerable Children and Adult Monitoring Report data collection and publication. This includes the following information on Child Protection concerns and interventions:

1. Number of child protection concerns and child wellbeing concerns.

2. Number of inter-agency referral discussions.

3. Number of children on the Child Protection Register.

4. Number of Child Protection registrations and de-registrations.

5. Number of registrations where domestic abuse was recorded as a significant factor.

6. Number of referrals to the Reporter on offence and non-offence grounds.

7. Number of arrange Hearing decisions and number of Hearings held.

8. Number of Compulsory Supervision Orders granted.

To ask the Scottish Government when the next round of Regeneration Capital Grant funding will open to applications, and how much funding will be made available.

Funding to support place-based regeneration programmes has been set at £45.8 million for 2024-2025, of which £23 million is required to meet contractual commitments for existing Regeneration Capital Grant Fund (RCGF) and Vacant and Derelict Land Investment Programme (VDLIP) projects.

Ministers are considering options for distribution of the remaining regeneration capital budget allocation for 2024-2025 and we will clarify how this will be allocated in due course.

To ask the Scottish Government whether it will provide an update on whether it remains committed to expanding the number of Rapid Cancer Diagnostic Services to ensure population-based coverage.

As reflected in Scotland’s Cancer Strategy for Scotland, published June 2023, we are committed to “expanding and evaluating Rapid Cancer Diagnostic Services to ensure population-based coverage”.

The University of Strathclyde published a final evaluation report on 29 February 2024 reflecting on the successful first two years of RCDSs operating in NHS Scotland. This work was commissioned to inform roll-out, including optimal components. Following its release, we’ll work with Boards across Scotland to consider the findings and ensure learning is embedded.
