While the Scottish Government sets the strategic policy for the NHS in Scotland, legal responsibility for service delivery rests locally with Health Boards and their healthcare professionals. As part of the service redesign under the GP contract, the focus is on reconfiguring a number of services at scale, across the country, including Vaccinations and Community Treatment & Care services. The Scottish Government did not stipulate delivery models; Health Boards, Integration Authorities and Local Medical Committees have been asked to work together to design services which will meet the needs of patients in their areas, including accessibility.

The final report from the NHS England-commissioned Independent Review of Gender Identity Services for Children and Young People (the ‘Cass Review’), chaired by Dr Hiliary Cass, was published on 10 April. The Cass Review did not review or consider clinical services as offered by Health Boards in Scotland.

However, both the Scottish Government and Scottish Health Boards had continued to proactively engage with the Cass Review as it progressed, to share information on improvement work in Scotland; shared learning; best practice; and to understand outputs of the review in England.

The Scottish Government welcomes the final report of the Cass Review, and we are now closely considering its findings at pace. Health Boards will also be considering the content of the report in the context of how this type of healthcare is delivered within Scotland.

On 18 April, in a joint statement, NHS Greater Glasgow and Clyde and NHS Lothian confirmed that both Boards have paused any new prescription of puberty-supressing hormones and cross-sex hormones for young people as a treatment option for gender dysphoria.

The small number of patients directly impacted by this change, and their families, were notified in advance of this statement. It is right that they were the first to hear about it, sensitively and from the services caring for them, before a public statement was made.

Decisions on clinical pathways are not for the Scottish Government. These decisions are for clinicians, based on the best evidence available, through the appropriate clinical governance structures.

Low Emission Zones are based on the Euro emission standard of the vehicle in order to reduce levels of harmful air pollution and protect public health.

Whether vehicles use diesel or hydrotreated vegetable oil (HVO) as a fuel does not change the Euro emission standard of the vehicle. There is no LEZ exemption for vehicles using diesel fuel alternatives such as hydrotreated vegetable oil, however any such vehicle that meets the Euro 6/VI emission standard can be driven within the LEZ.

Following the completion of the Allied Health Professions (AHP) Education and Workforce Policy Review, an advisory group has been established. Job planning is one area of focus within the delivery plan and the Scottish Government will work in conjunction with wider stakeholders to oversee the effective implementation of the recommendations.

The group held its second meeting on 4 March 2024 and will consider the timescales required to meet the overarching aims at its future meetings, scheduled in June and October 2024.

The Scottish Government has commissioned NHS National Services Scotland to work with a wide range of clinical and other stakeholders to consider how best to meet the needs of the population in terms of young people’s gender healthcare services for NHS Scotland. This work is ongoing, and aims to define the scope of a specialist service in Scotland.

The Scottish Government anticipates that an outline service specification based on this work will be presented to NHS Strategic Planning Board for Scotland for consideration later this year.

The Sandyford Young People’s Gender Service, based in NHS Greater Glasgow and Clyde, is the only gender identity clinic in Scotland providing care to those aged under 17 years. This service offers a range of support to young people and their families and accepts referrals from across Scotland.
