Road closures on the local road network are the responsibility of the local authority in that area. They have a duty under the Roads (Scotland) Act 1984 to manage and maintain local roads in their area and duties under the Road Traffic Regulation Act 1984 to secure expeditious, convenient and safe movement of traffic.

The Scottish Government can, where appropriate, require a traffic management plan as a condition of consent. Assessment of any impacts from road closures would be made by the local authority when approving the finalised plan.

The views of stakeholders in Scotland – scientists, farmers, food producers and manufacturers, but especially, consumers and the public as a whole – will inform any future changes in relation to new genetic technologies such as gene editing. We are aware of the European Commission’s consideration of new genomic techniques (NGTs), and are looking carefully at the implications of their legislative proposals.

We are aware of the European Parliament’s adopted negotiating position with regard to the consideration of new genomic techniques following proposals by the European Commission in July 2023. We are looking carefully at the implications of these legislative proposals on Scotland, should they become EU law.

The Scottish Government is facing a real terms cut in our capital budget. The flat and falling funding trajectory from the UK Government has significantly impacted our ability to deliver on our capital infrastructure commitments. Based on the latest forecasts following the UK Spring Statement, our block grant for capital is now expected to reduce by 8.7% by 2027-28 – a cumulative loss of over £1.3 billion.

Development of the second Strategic Transport Projects Review (STPR2) delivery plan is underway, including Recommendation 14 – that bus priority interventions are implemented within Scotland’s cities and towns where congestion is highest. This takes account of the current financial climate and is examining existing schemes across all modes in addition to the 45 STPR2 recommendations.

This is a complex piece of work, with consultation ongoing across the Scottish Government, including with Statutory Bodies and Exchequer officials. This exercise will allow for the timeline for the publication to be confirmed and identify any further statutory requirements, which of course, Parliament will be informed of at the earliest opportunity. Thereafter, we will be able to advise with more certainty on the potential implementation of motorway bus lanes around Glasgow and the associated timelines.

The Scottish Government has been working with Heads of Planning Scotland (HOPS), the Royal Town Planning Institute (RTPI) and other partners to progress the short, medium and longer term recommendations of the Future Planners Project Report since its publication in July 2022, to increase the number of new entrants into planning authorities and other parts of the planning sector. The recommendations cover diverse areas of action including support for funded postgraduate opportunities; extending opportunities for students to gain relevant work experience; supporting universities to maintain the viability of RTPI-accredited planning courses and increasing the number of home students where possible; as well as exploring possibilities to retain more international students in the workforce.

In 2023 HOPS launched a campaign toolkit for use by local authorities, employability services, government departments and other planning associated organisations to give young people an insight into planning as a career option. The pack contains links to promotional videos, social media graphics and a downloadable leaflet for use at careers fairs.

The Scottish Government has also provided funding for ten RTPI bursaries for students undertaking post graduate planning degrees in Scottish planning schools in 2023/24. We intend to continue support for bursaries and will confirm arrangements as soon as possible.

RTPI and the Scottish Government have been promoting the case for a planning or practice-based planning degree and will continue to support delivery of such routes into the profession. I wrote to planning schools in October 2023 to encourage their continued support for higher education in this discipline. I will shortly be meeting colleagues from across the planning sector, including industry, at the University of Glasgow, to discuss potential practical initiatives to support planning education and routes into a career in planning.

Work to develop a planning skills strategy is underway, drawing on experience from the approach taken to developing a strategy for building standards. The new National Planning Improvement Framework will gather data on workforce and skills requirements which will help inform the strategy for Scotland as a whole.

Our Investing in Planning consultation provides a more detailed update on the Future Planners report recommendations and action in relation to skills, recruitment and retention within the planning sector. The consultation seeks views on prioritisation of actions already identified and any other measures with the potential to make a significant impact. The consultation is open until 31 May 2024.

Our NHS remains under pressure, which is reflected in the fact that we're treating more patients on 62- and 31-day pathways than before the Covid-19 pandemic. We’re also treating more patients with cancer on time, within both standards, compared to pre-pandemic and 10 years ago. Despite this, there will always be instances where some patients wait longer depending on their health, complexity of disease and agreed treatment plan.

Scottish Government officials continue to engage with Health Boards’ Cancer Management Teams frequently to identify challenges, explore solutions and spread best practice.

To support efforts to reduce cancer waiting times, £11.3 million of non-recurring Cancer Waiting Times funding has been made available in 2023/24 across NHS Scotland. The majority of funding is being directed to urology, colorectal and breast – the three most challenged tumour types and NHS Boards have agreed performance improvement plans in place to ensure cancer cases continue to be prioritised.

The Scottish Government also published our ten year Cancer Strategy for Scotland 2023-2033 along with an initial three year Cancer Action Plan ( Cancer Plan for Scotland 2023 – 2026 ) in June 2023.

Over the next 10 years, our strategic aim is to improve cancer survival and provide excellent, equitably accessible care. The Strategy and Plan take a comprehensive approach to improving patient pathways from prevention and diagnosis through to treatment and post-treatment care, and have people living with cancer, their families and carers at their very heart.

The Scottish Government recognise the important role programmes like MCR Pathways can play in supporting young people.

Mentors, who are volunteers from local communities, can support young people, including care-experienced young people, towards better outcomes.
