Since 2011 the Scottish Government has supported individuals and businesses across Scotland transition to electric vehicles by providing £223 million of interest free loans through the Low Carbon Transport loan, this scheme delivered on behalf of Scottish Ministers by Energy Saving Trust (EST) has funded over 8,300 loans and has saved an estimated 230,000 tCO2e.

Transport Scotland officials are currently finalising details of the fund prior to the loan relaunching. Energy Saving Trust, who administer the loan on behalf of Scottish Ministers, will provide up to date information regarding the loan and interested parties can register their interest on their website here - Used Electric Vehicle Loan - Energy Saving Trust .

The Scottish Government does not hold information relating to the total number of public or private electric vehicle (EV) charge points in each local authority area. Information about public EV charge points in each of Scotland’s local authority areas can be found in the UK Government's Department for Transport’s ‘Electric vehicle charging device statistics’ which are published on a quarterly basis. The next quarterly report is scheduled for release in July 2024.

There are no publicly available statistics on the number of private charging devices in Scotland, such as those in workplaces, fleet depots and at residential properties.

The legal use of electric scooters and decisions around their introduction is broadly a reserved matter for the UK Government. The UK Government has stated its intention to bring forward a new regulatory framework for vehicles such as electric scooters, however the timescales for this are unclear and it may take a number of years for such a new framework to be in effect.

Enabling the use of electric scooters through such a regulatory framework would also require amendments to devolved legislation, therefore the Scottish Government are monitoring developments in this area and will continue to engage with the Department for Transport on this matter.

No e-scooter trials are taking place in Scotland, and recent extensions to the trials do not enable onboarding of new areas. We do not anticipate that this is likely to change therefore no preparations for a Scottish trial are taking place.

As is recognised by Scotland’s Accessible Travel Framework, it is crucial that disabled people are involved in the design, development and improvement of transport policies, services and infrastructure. Therefore, before any changes are made to devolved legislation the Scottish Government would engage with all stakeholders and ensure all necessary impact assessments are carried out.

The affordability threshold for the R100 Scottish Broadband Voucher Scheme (R100 SBVS) aligns with that of the broadband Universal Service Obligation (USO) set by Ofcom, which is currently £56.20 per month. This threshold is increased by CPI (Consumer Price Index – a measure of inflation) each year.

We considered it appropriate to adopt this criteria, given the robust analysis and monitoring that Ofcom undertakes to support their decisions. Ofcom continues to monitor pricing regularly, and we will continue to mirror any changes in our own terms and conditions.

In its response to the Temporary Accommodation Task and Finish Group recommendations, the Scottish Government committed to working with COSLA, ALACHO and the SFHA to develop national guidance to help maximise the impact of effective stock management and to support good flipping practice.

That engagement has highlighted the range of issues affecting different local authorities, each of which requires a different solution. Flipping of temporary accommodation into permanent homes has been taken forward in many areas, where possible, however, there are issues that limits some areas’ ability to take this practice forward.

In addition to continued engagement with local authorities to support this practice, the Scottish Government will discuss with ALACHO and COSLA what local areas need to support flipping and what they would find helpful from a national perspective, including national guidance if this is seen to be beneficial.

There are currently no plans to create a new homelessness prevention fund. In line with our commitment to introduce homelessness prevention duties, we agree with the principle that investment should be prioritised for prevention work, to address homelessness before households reach crisis point and to prevent repeat homelessness.

We make a significant annual investment in discretionary housing payments (over £90 million in 2024-25) to help people who are struggling with housing costs to remain in their homes. We also have a multi-year fund of £100 million to deliver actions in our homelessness strategy, the Ending Homelessness Together action plan, which has prevention at its heart.

The length of residential rehabilitation programmes varies substantially. Data from the publication ‘Pathways into, through and out of Residential Rehab in Scotland ’ published in November 2021 shows that placements across private providers are typically shorter (5-12 weeks), while third-sector providers are typically longer (14-156 weeks). The mean average core programme length across all providers was 23 weeks. Some providers suggested that this was flexible based on individual need.

The Scottish Government provided local authorities with funding of £8 million per annum between 2019-24 to implement Rapid Rehousing Transition Plans (RRTPs). RRTPs set out each local authority’s five-year plan to transition to rapid rehousing, including through the delivery of Housing First.

In recognition of the positive impact of rapid rehousing for people experiencing homelessness and the challenging context in which RRTPs have been delivered, including a pandemic and cost of living crisis, the Scottish Government provided a one-year extension to this funding in 2024-25.

The Scottish Government evaluates the impact of RRTP funding via annual local authority monitoring returns. Future funding will be considered as part of the Scottish Government’s usual budget setting processes.

The Scottish Government recognises the importance of investment in housing to underpin quality, supply and affordability in the private rented sector, and is very clear that continuing to attract private investment is a priority to maintain the vital supply of new homes for rent that our communities need. We want to see a fair, well-managed private rented sector in which investment in quality rented homes for tenants is both viable and welcome.

Given the diversity of rent conditions across Scotland, our Housing Bill allows flexibility for local circumstance to be the guiding factor in applying rent control measures. We recognize this needs to be balanced by certainty where possible.

We are considering the information shared by stakeholders on how to support investor confidence, as we look to ensure that the rent control measures in the Housing (Scotland) Bill support investment in a quality, affordable and thriving PRS.
