As part of the 2023-24 COVID-19 and Flu winter vaccination programme the NHS in Scotland delivered over 3.57 million vaccines, including 1,647,596 adult flu vaccines and 538,580 child flu vaccines.

Vaccination uptake rates in the 65 years and over group reached 79.8%, which is above the World Health Organization’s target ambition of 75%.

Ministers have now made a decision on the final budget to support the Strengthening Communities Programme for 2024-25. The decision has been communicated through the delivery partners, including the Development Trusts Association Scotland, in order to advise all the community anchor organisations involved.

The Fair Fares Review, which was undertaken to ensure a sustainable and integrated approach to public transport fares that supports the future long-term viability of a public transport system that is accessible, available, and affordable for people throughout Scotland, reviewed the current provision of concessionary travel schemes and reaffirmed our commitment to maintain existing eligibility to the National Concessionary Travel Schemes for those who currently benefit.

Whilst the Scottish Government has no plans to extend the existing National Concessionary Travel Schemes under the Transport (Scotland) Act 2005 beyond the current eligibility criteria, the Review included a medium to long term recommended that further policy development be undertaken to consider better targeting of public funds towards supporting access to public transport for those who need it most, including consideration of concessionary travel support for those experiencing financial poverty.

The Fair Fares Review was undertaken to ensure a sustainable and integrated approach to public transport fares that supports the future long-term viability of a public transport system that is accessible, available, and affordable for people throughout Scotland.

The review considered the current provision of concessionary travel schemes, including both the Young Persons’ Scheme and Older and Disabled Persons Scheme, which provide free bus travel and were established under the Transport (Scotland) Act 2005.

The Lochmaddy infrastructure project was led and delivered by the Comhairle nan Eilean Siar(CNES) and the offer of capital grant funding provided was £15,747,640.

The Tarbert (Harris) project was led and delivered by CMAL, the total spend by Transport Scotland was £19,240.552.75

The Uig (Skye) project is currently in construction and led by the Highland Council. The offer of capital grant funding provided is £39,058,246.

The Ardrossan Harbour Business Case & Cost Exercise is currently being progressed. Transport Scotland has to date provided capital grant funding to Peel Ports Group of £650,000 as part of the design, planning and procurement stages of this project’s development.

CMAL have project lead on a number of ongoing projects under the IIP. A total of £15,283,893.01 has been paid in respect of the works carried out. This spend covers the work on the Cumbrae Slipway, Gourock Harbour Development, Islay Vessel Enabling Works, Lochboisdale /Gasay Project Works and the Port Ellen Terminal Development.

This is an operational matter for SFRS. The Scottish Fire and Rescue Service have the resources in place to provide the appropriate response to every emergency incident which occurs in Scotland. All fires can present a risk to firefighters which is why SFRS has taken all necessary steps to ensure the health and safety of their staff.

The requested spend information is as follows

a) Vessel spend to date since the launch of the IIP has been just over £145.1m. This funding aligns to the Islay class vessels which were increased from two to four vessels.

b) The capital investment funding provided to CMAL on piers and harbours projects in the last three financial years since the launch of the IIP equates to around £70m.

Firefighter training and the provision of precautionary advice is an operational matter for the Scottish Fire and Rescue Service (SFRS). The Scottish Fire and Rescue Service have provided reassurance that all necessary training is provided to staff, to ensure they appropriately manage any incident, including those at recycling and electronic recycling centres.

The Islands Connectivity Plan recognises that Councils face the same challenges as the Scottish Government of meeting transport connectivity needs with ageing vessels in a time of financial challenge and this Government has already provided more than £220 million between 2018-19 and 2024-25 to the four local authorities that have responsibility for ferries.

Procurement of its ferries, whether new or second-hand, is a matter for Orkney Islands Council, however, we remain committed to the Orkney Ferry Replacement Task Force and supporting the Council to develop a robust business case for replacing vessels and upgrading port infrastructure. Caledonian Maritime Assets Limited is already working with the Council to help assess the harbour and ports infrastructure upgrades that may be required and procurement processes for future vessels.

CMAL continue to be tasked by the Scottish Government and Transport Scotland to seek suitable second hand tonnage. Where a vessel is thought to have the potential to supplement the existing fleet, a business case will developed to be considered by Ministers. Affordability and Value for Money would be key considerations.
