A Health Inequalities Impact Assessment would not ordinarily form part of the policy process in Scottish Government.

The rate of stillbirth in Scotland has dropped from 5.7 stillbirths per 1000 births (live and still) in 2003 to 3.7 per 1000 births (live and still) in 2023, what this means is that 125 fewer babies were stillborn in 2023 than 2003. However, we recognise that there is still more work to do to improve stillbirth rates, and the Scottish Government is committed to participating and funding key initiatives to reduce the incidence of stillbirth in Scotland.

The Scottish Patient Safety Programme (SPSP) perinatal improvement programme, established in 2013 has the specific aim of reducing stillbirth. Scotland continues to fund and participate in UK-wide audits including Mothers and Babies: Reducing Risk through Audits and Confidential Enquiries – UK (MBRRACE-UK), which undertakes surveillance on stillbirth and makes recommendations for improvement, which we consider carefully with an expectation NHS Boards will review their local data and act on emerging themes. We also expect all Boards to use the Perinatal Mortality Review Tool to review all perinatal deaths in a systematic and consistent way to ensure, where possible lessons are learned to improve care.

We provide NHS Boards with information leaflets for pregnant women which include advice on important ways to help reduce the risk of stillbirth, including side sleeping, not smoking and monitoring baby’s movements. This information is also set out in Ready Steady Baby, a comprehensive guide to pregnancy, labour and birth and given to pregnant women in the ante natal period.

Evidence shows that the very smallest and sickest babies, including those born extremely premature (less than 27 weeks gestation), do best when they are cared for in larger specialist neonatal units which look after a lot of these babies, and have the right staff and services available on site to give them the very best care.

The Best Start report recommended that we move to three of these units in Scotland, to meet the needs of our population, and neonatal experts then went through a rigorous process to decide on the three NICUs.

It is important that we ensure that all babies born in Scotland receive the best and most up to date care, provided by appropriately trained staff. Outcomes in all units will be monitored following the changes, and we are developing plans for long term evaluation of outcomes of the package of changes outlined in The Best Start.

Scottish Government is supportive of NHSScotland sharing learning, and also learning from experience and practice of NHS England in relation to operational delivery of government policy, including neonatal policy.

Jenni Minto: The Scottish Government recognises certain groups of patients for whom the use of dental amalgam has been specifically contra-indicated in the European Union’s 2018 Minimata Convention on Mercury. As a result, resin composite fillings are available for the restoration of molar teeth in patients under 15 years of age, pregnant or breast-feeding women and those who have specific medical conditions that contraindicate the use of dental amalgam.

For all other patient groups, where there are no contra-indications, dental amalgam remains the first line treatment material for fillings in molar teeth. As the primary focus of NHS General Dental Services in Scotland is to provide care to maintain the oral health of patients, it is essential that the service is able to provide an evidence-based package of care which meets clinical requirements while also providing value for money, and the continued use of dental amalgam remains an essential element to meeting these goals.

The Scottish Government has also introduced a revised system of Quality Improvement activity with a specific focus, in 2024-25, on qualitatively evaluating the impact of payment reform. Dental teams are required to undertake a team-based reflection activity to discuss their experience of the reform process in addition to the resultant changes they have made in their practices. This process has been to complement and enhance the qualitative information already collated through regular engagement with NHS Boards and Directors of Dentistry.

As a Non-Departmental Public Body (NDPB), SQA operates at arm’s length to Ministers and is therefore responsible for its own operational decisions and processes, including on appeals.The Scottish Government works closely with the SQA to ensure that its budget allocation is sufficient to undertake its functions.

For students who did not receive the results they thought they should, SQA’s free and direct appeals service gives all young people the right to request a review of their marked exam papers or coursework for their National 5, Higher and Advanced Higher results this year.

The approach to appeals in 2024 is the same as last year and is the same approach that, discounting the pandemic years, has been in place for over a decade in Scotland (since April 2014).

A priority service is available for young people where they have a conditional offer of a place in university, college, training or employment that depends on their grade.

The Scottish Government commissioned independent modelling report was published on 29 May, and, following consideration of that report, we have asked the Regional Chief Executives to progress with the development of implementation plans.

We have asked that implementation plans are developed with the input of multidisciplinary clinical teams and describe service requirements for the new model and how they will be achieved.

We are committed to ensuring those living with endometriosis symptoms can access the best possible care and support and that they benefit from healthcare services that are safe and effective.

The Centre for Sustainable Delivery (CfSD) has developed and published the Endometriosis Referral Care Pathway for Scotland, which has been adapted from NICE guidelines. The pathway aims to support healthcare professionals to provide a holistic approach and timely care for those with endometriosis and endometriosis-like symptoms. All NHS Boards should be taking steps to implement the pathway.
