The Scottish Government recognises that Tourism is a vital part of the Scottish economy both nationally and locally.

We are working closely through the Visitor Management Group with the relevant agencies, Local Authorities and National Park Authorities to ensure those visiting areas of natural beauty are aware of their responsibility in respecting the local environment. The Group was established in 2020, by the then Cabinet Secretary for Rural Affairs and Tourism, because of tourism pressures in rural areas. It meets regularly with a cross Government approach to address issues caused at rural pinch points in scenic countryside areas. This includes addressing such issues as managing visitor dispersal, the impact of motorhomes, littering, environmental damage, public toileting and antisocial behaviour.

VisitScotland undertook research, on behalf of the Visitor Management group, in 2023 to better understand the motivations and behaviours of people visiting Scotland in campervans and motorhomes. The full results are here:

The research found that many visitors do wish to do the right thing and are actively seeking out information on issues such as parking and waste disposal. We all want to see responsible tourism, which balances the needs of local communities, visitors and the environment. The response to any visitor pressures needs to be a combination of visitor messaging, encouraging responsible behaviour and visiting at quieter times of year, alongside practical responses such as improved infrastructure, as well as engagement and education.

In that regard, VisitScotland will continue to promote responsible visitor messaging, and we will do that alongside partners such as local authorities and others who lead on infrastructure and ranger services. In more extreme cases it will be for local authorities, roads authorities or Police Scotland to manage any infringements.

Although the access rights enshrined in the Land Reform (Scotland) Act 2003 relate to responsible rights of non-motorised access to land, the three key principles within the accompanying Scottish Outdoor Access Code (SOAC) provide useful general guidance: that people should respect the interests of other people, care for the environment, and take responsibility for their own actions. The SOAC provides further advice on how to wild camp responsibly, should those using motorhomes decide to hike from their parking space. Local authority and National Park Authority access officers take the lead role in assisting land managers to manage access.

We would ask that all visitors to our rural areas behave in a manner that respects and protects our environment so everyone for generations to come can enjoy the great Scottish outdoors.

Regrettably, a start date for the review is not confirmed at this time. It is important that the review of the guidance on patient travel expenses reimbursement is considered within the context of wider reform on access to health care which is already in progress. This will inform both how and when the review is taken forward.

In 2023 we prepared the draft Transport to Health plan and have been engaging with Health Boards, Regional Transport Partnerships and other partners to take forward a range of commitments to improve joined up working on transport to health. The plan will be published in September and a workplan has been agreed.

The Marine Directorate is adequately resourced to deliver against the First Minister's priorities and to meet its core Statutory and Regulatory obligations. We want to ensure there is appropriate support for young carers so that they can be children first and foremost.

Alongside Young Carer Grant the Scottish Government funds non-cash support through the Young Scot Young Carers Package. It is available to young carers aged 11-18 and provides tailored discounts and opportunities including high value e-vouchers, wellbeing boxes and vouchers for family days out.

Also, under the Carers Act 2016 all young carers have a right to a young carer statement. This involves an outcome based conversation about the young carer’s personal circumstances and must include information about the impact of caring on their wellbeing and whether the care they provide is appropriate.

I met Beatrice Wishart in July 2023 to discuss the work carried out by Dogs Against Drugs (Shetland) and have corresponded with her since. Dogs Against Drugs (Shetland) receives funding from the Scottish Government-funded Shetland Alcohol and Drugs partnership and has previously received a one-off grant from the Serious Organised Crime Community Grant Scheme. I have agreed to provide a further one-off grant of £30,000 to help meet current pressures while my officials assess the longer term funding position against an extremely challenging financial climate.

The Scottish Government has no plans to review the law in relation to the protection and management of gulls.

NatureScot has responsibility for the issuing of licences under Section 16(1) of the Wildlife and Countryside Act 1981, which permits the killing and taking of wild birds, including gulls, for specified reasons. These reasons include the preservation public health and safety, the prevention of bird strikes on aircraft at airports, and the prevention of serious damage to farmer's crops and livestock.

The topic of Scottish independence was not discussed.

As noted in the answer to parliamentary question S6W-27596 on 30 May 2024, the Scottish Ministerial Code only applies to Scottish Ministers and does not apply to special advisers, who are bound by the Code of Conduct for Special Advisers. The Scottish Government has no plans to extend the application of the Ministerial Code to special advisers.

The Scottish Government recognises that online platforms, including social media, can have a positive and negative impact on children and young people’s mental health and wellbeing and that it is important to support people to use social media in a healthy and balanced way. We have provided over £400,000 to children and young people’s organisations since 2020, to fund a range of initiatives including the Young Scot ‘Aye Feel’ online hub and the ‘Mind Yer Time’ resource, with some of the work focusing on addressing social media usage amongst children and young to help them navigate online spaces and use screen time in a healthy and positive way. Additionally, our national resource for parents - Parent Club - has a range of information and advice to support parents to manage their child’s screen time, and to have informed conversations with their children on screen time, social media and internet use.

Keeping children and young people safe online is a priority for the Scottish Government and while we recognise that regulation of the internet remains a reserved matter, we have successfully engaged with the UK Government to strengthen protections for children in its Online Safety Act. We continue to press for stronger protections for our children and young people online, in cooperation with the new UK Government and the online safety regulator, Ofcom. The Minister for Victims and Community Safety and I will be meeting with Ofcom in August to discuss their strategy for online safety in Scotland.

In addition, the Scottish Government has recently published guidance for schools on the issue of mobile phones in schools, which supports education authorities and schools in their consideration of limiting access to mobile phones in schools. This approach will reduce distraction and support increased engagement in learning. 

Planning legislation requires that any particular planning application is timeously determined on a case-by-case basis, taking into consideration relevant planning considerations of the individual application. This is the responsibility of the relevant planning authority in the first instance. It is a matter for the applicant to decide when any application is submitted. Where planning permission is granted, it is then a matter for the applicant to decide whether, and when, to implement that permission before it expires.

A grant of planning permission that enables grid connection for future possible renewable energy proposals does not affect the consideration of separate applications for those renewable energy developments.
