The Scottish Government issued a general call for evidence on the Scottish Government’s X Account on 10 July. In addition, since announcing the review on 6 March at a visit to the Heart of Newhaven project in Edinburgh, we have emailed stakeholder and community groups who have engaged with Community Right to Buy to seek their views.

This initial call for evidence will inform a full formal consultation in summer 2025, which will give everyone the opportunity to comment. The response to which will be published and summarised in accordance with standard consultation practice.

The review will consider all of the previous work that has been carried out in exploring the various community rights to buy. The Scottish Land Commission will be involved in discussions along with a wide range of other stakeholders and community groups, throughout the review.

Where new development proposals come forward, Scotland’s Fourth National Planning Framework (NPF4) ensures that the impacts of proposals on communities and nature, including cumulative impacts, are important considerations in the decision-making process. All applications are subject to site specific assessments.

Where the Electricity Works (Environmental Impact Assessment) (Scotland) Regulations 2017 apply to relevant applications made to Scottish Ministers, the effects of a proposed development on population and human health may, if appropriate and on a case-by-case basis, be considered in the overall assessment.

Expanding our woodlands alongside restoring peatlands are critical elements of our plans to reach net zero and address climate change.

Woodland creation and re-stocking in Scotland must comply with the UK Forestry Standard which defines deep peat as greater that 50 centimetres. The most recent review of the UK Forestry Standard in October 2023 considered whether the definition of deep peat for forestry in terms of carbon sequestration needed to be lowered. All UK nations agreed there was insufficient evidence to support a change. Evidence shows conifers are faster at sequestering carbon in the short term compared to broadleaves. Scotland will continue to prohibit planting on peats deeper than 50 centimetres.

Cultivation guidance for woodland creation was updated in 2021 to exclude the use of intensive cultivation techniques on organo-mineral soils with an organic layer over 10 centimetres in depth. The guidance update minimises disturbance to soils during woodland creation to reduce emissions and create an earlier positive soil carbon balance.

The results from the most recent seabird census show that many of Scotland’s internationally important seabird populations are suffering from a range of pressures, including climate change, and more recently highly pathogenic avian influenza.

We take these declines extremely seriously, which is why the Scottish Government, supported by NatureScot, is developing a Scottish Seabird Conservation Strategy in partnership with stakeholders, which will drive forward and prioritise action aimed at improving the conservation status of Scotland’s seabirds and increase their resilience to climate change. Work on the strategy is moving at pace with public consultation planned for later this year.

Alongside the strategy, NatureScot is working with partners to investigate the underlying causes of these declines. These include continuing to undertake monitoring and research so that we can better understand the trends in seabird populations, the threats they face and how these can best be managed; work on biosecurity and invasive non-native species to address the risks posed by predators to breeding seabirds; and continuing to contribute to the response to Highly Pathogenic Avian Influenza through sampling and surveillance of wild birds.

NatureScot also continues to support Scottish Government in taking forward action to meet its commitment to achieve and maintain Good Environmental Status for seabirds. This includes delivering action to minimise, and where possible eliminate, bycatch of sensitive marine species, including seabirds, to ensure the sustainability of our fisheries, as well as supporting ongoing work to ensure the coherence of our marine protected areas network.

Much of this work is supported by funding streams, including the Scottish Marine Environmental Enhancement Fund and Scottish Government's Nature Restoration Fund which is managed by NatureScot.

The duty to prepare and publish guidance under section 23 of the Visitor Levy (Scotland) Act 2024 falls on VisitScotland. We anticipate they will send a draft of the guidance to Scottish Ministers in the next few weeks.

The Scottish Budget set out the considerable financial challenges faced for 2024-25. The Scottish Government is committed to delivering vital public services and supporting households, but also has an obligation to balance the budget each year. This requires some difficult decisions and robust spending control.

Ministers made the difficult decision to reduce the ICF budget by 5% on 8 July 2024 and stakeholders were informed on 10 July 2024.

The Investing in Communities Fund (ICF) is a multiyear communities fund that targets our most disadvantaged communities to deliver projects, services and activities that address poverty and disadvantage on their own terms. The second round of the fund invited applications addressing four areas of action:

• tackling poverty and inequality, including child poverty#x200f
• developing and sustaining place based approaches#x200f
• community-led regeneration#x200f
• ensuring a just transition to net zero#x200f

One hundred and five community projects are currently in receipt of ICF round 2 support (2023-2026), receiving a total of £27 million funding.

The Young Person’s Guarantee Implementation Progress Report highlights the progress made against the initial recommendations contained within the Young Person Guarantee- No-one Left Behind: initial report, as well as outlining the next steps against the commitments made in the supporting activity plan. On 10 August 2023, we published the implementation evaluation for No One Left Behind, which specifically included the employability activity delivered under the Young Person’s Guarantee. The study found that most employability staff thought the Young Person's Guarantee had made a positive difference to the way employability services were being delivered to young people in their area, that it was the right response to mitigating the impact of the pandemic on young people's progression, and supported employer engagement.
