To ask the Scottish Government what internal processes exist to ensure that Transport Scotland’s policy development and project implementation (a) are consistent with the Scottish Government’s climate change policies, including the Climate Change Plan (CCP), and (b) act to ensure that emissions from the transport sector are reduced in line with the emissions reduction envelope set out in the CCP.
Answer
The approach to the transport sector is consistent with other sectors in the Climate Change Plan (update) (CCPu) Securing a green recovery on a path to net zero: climate change plan 2018–2032 - update - gov.scot (www.gov.scot) which outlines a sectoral approach to meeting emission targets, it also recognises clear synergies and interdependencies across sectors. Part 2 of the CCP(u) outlines this coordinated approach, with specific reference to transport demand.
A key element of the Climate Change Plan update was the presentation of emissions envelopes for each sector annually over the period 2020 to 2032 and this includes the emissions envelope for the transport sector.
Our Net Zero Assessment aims to assist Ministers to make better informed decisions on budgets and policies by providing information on impacts on carbon emissions. Following completion of the current pilot within Scottish Government, it intends to roll the pilot out across all significant new Scottish Government expenditure decisions from the beginning of 2025.
Consistent with other sectors, transport sector policies and proposals will be included within the next Climate Change Plan covering the period of 2026-2040. The Climate Change (Emissions Reduction Targets) (Scotland) Bill, which was laid in Parliament on 5 September, seeks to amend the current deadline to bring forward a draft of the next Climate Change Plan for Scotland, so the Plan can align with the timescale for carbon budgets.

To ask the Scottish Government what discussions it has had with ScotRail to ensure that the technology partner it appoints to deliver “a state-of-the-art multi-channel e-commerce solution that redefines convenience, accessibility, and value for our passengers” will provide integrated ticketing with the Glasgow subway, Edinburgh trams and with the bus and ferry network across Scotland.

The Scottish Government has discussed with ScotRail and Scottish Rail Holdings its live procurement exercise for a technology partner to deliver an ecommerce solution to ensure it is compatible with our new Smart, Digital, Integrated Ticketing and Payments Delivery Strategy, published on August 21st 2024.
This strategy builds on the work delivered under the 2018 Smart Ticketing Delivery Strategy, setting out Scotland’s vision for smart ticketing. Reflecting on views from the public, local transport authorities, operators and the newly established National Smart Ticketing Advisory Board, it aligns with the National Transport Strategy and supports the delivery of the Fair Fares Review actions.

To ask the Scottish Government what engagement it has had with Comhairle nan Eilean Siar regarding reported calls to upgrade the road leading into the Gearrannan Blackhouse Village.

Transport Scotland has had no engagement with Comhairle nan Eilean Siar regarding reported calls to upgrade the road leading into the Gearrannan Blackhouse Village. Transport Scotland has responsibility for the trunk road network, and as such has no responsibility for that road as it is not a trunk road.
Local authorities have a duty under the Roads (Scotland) Act 1984 to manage and maintain local roads in their area and duties under the Road Traffic Regulation Act 1984 to secure the expeditious, convenient and safe movement of traffic.
Ultimately, it is for locally elected representatives to make local decisions on how best to deliver services to their local communities.

To ask the Scottish Government for what reason the cost of travel on intercity journeys within Scotland of comparable length can reportedly be up to 50% more expensive than those in the south west of England, and what is being done to further reduce fares for ScotRail passengers to ensure that green transport options are accessible and affordable for all.

The Scottish Government has kept fares comparatively lower, on average, than across the rest of GB network, and this has been the case for over a decade.
ScotRail offers a range of products and discounts to its passengers to make rail travel more affordable in Scotland.

To ask the Scottish Government how much money was allocated to the delivery of the New Scots Refugee Integration Strategy in its 2024-25 Budget; whether this allocation has changed due to its emergency spending controls, and, if so, what the revised total allocation is for the current financial year.
Answer
The Scottish Government has ensured that we have enhanced the support we are providing to new Scots in 2024-25, despite a very challenging financial context. We have provided over £3.8m of grant funding towards the delivery of the New Scots Refugee Integration Strategy in 2024-25.
Additionally, we continue to fund a number of third sector organisations to support refugee integration. This funding totals £488,000 in 2024-25.
This investment represents an increase in the funding the Scottish Government has provided in previous years, to mitigate the impact of the end of EU funding.
