The legal responsibility for ongoing data collection on attendance and absence from schools rests with education authorities. This information is collected on behalf of education authorities by the SEEMiS system, managed by the SEEMiS Group.

The Scottish Government collects and publishes Accredited Official Statistics on the attendance and absence of pupils from schools. These statistics include analysis of attendance rates by pupil characteristics, reason for absence and rates of persistent absence. Beginning with the 2024-25 school year these statistics will be collected and published on an annual basis.

A programme of evaluation of the Attainment Scotland Fund (ASF), of which Pupil Equity Funding (PEF) is a key part, has been ongoing since the inception of the Scottish Attainment Challenge (SAC). The evaluation aims to provide learning about the overall implementation of the ASF and to assess progress towards its long-term outcomes. Pupil Equity Funding is considered in all evaluation activity and reporting.

The current ASF Evaluation Strategy, which can be found here: Attainment Scotland Fund - 2022 to 2026: evaluation strategy, was published in 2022 and sets out plans for evaluation between 2022-23 and 2026-27. Alongside this, a detailed analytical plan outlining evaluation activity in support of the high level strategy will be published annually over the course of this parliament. In March 2021, Scottish Government and Education Scotland published the Closing the poverty-related attainment gap: progress report 2016 to 2021.

In addition to the ASF Evaluation, Education Scotland publish a range of evidence detailing how the Attainment Scotland Fund programmes, including Pupil Equity Funding, are helping to close the poverty related attainment gap.

The latest national report, published in August, is a high-level evaluative summary drawn from Education Scotland Attainment Advisors’ reports on 32 local authorities for the period December 2023 to March 2024. The key theme for this reporting period was ‘Evidence-based approaches’. Case studies from each local authority focused on different aspects of equity. Complementing this work, officials are undertaking a PEF Sampling exercise with over 100 schools across Scotland to draw out key learning on how PEF is contributing towards improving the educational outcomes of children and young people and their families, impacted by poverty. Once completed we will seek to share the innovative work taking place in our schools and communities, supported by PEF, with other Headteachers, Local Authorities and key stakeholders.

The Scottish Government continues to work closely with all local authorities to help deliver our ambitious climate targets. The establishment of the joint Climate Delivery Framework will enable better alignment of our respective targets and collective decision making, supporting delivery.

The Scottish Government is supporting a number of initiatives in East Dunbartonshire, including long term funding to support the development and delivery of Local Heat and Energy Efficiency Strategies and installation of public EV charging infrastructure and fleet decarbonisation, as well as £745,840 in 2024/25 for the Active Travel Infrastructure Tier 1 Fund.

New statutory guidance to support public bodies, including local authorities, in complying with statutory duties under the Climate Change Act is being developed that is due for publication in 2025.

A Scottish Climate Intelligence Service has been established to help build the capacity of local authorities to reduce area wide emissions.

Access to Critical Raw Materials and Technologies is a vitally important issue for our economy, energy security and Net Zero ambitions.

Where areas of potential prospectivity are identified, this does not mean that critical minerals are guaranteed to be found and there are a range of factors which will influence whether or not extraction will take place. This includes the requirement that where new development proposals come forward, applications for planning permission must be made to the relevant local planning authority. Policy 33 of National Planning Framework 4 (NPF4) sets out that development proposals for the sustainable extraction of minerals will only be supported by that policy where certain criteria are met, this includes demonstrating that there are no significant adverse impacts (including cumulative impact) on any nearby homes and local communities. NPF4 should be read as a whole, alongside local development plans, in applying balanced planning judgement in planning decisions.

The Scottish Government has not undertaken any assessment of impacts on communities from these reports at this stage.

It is longstanding Scottish Government policy that the provision of an air service wholly within a local authority boundary is a matter for that local authority.

The Scottish Government provides indirect support to the Benbecula to Stornoway service through our subsidy of Highlands and Islands Airports Limited which operates both Benbecula and Stornoway airports. The Comhairle also receives funding from the Scottish Government through the Local Government Settlement. The funding formula does take account of the Comhairle’s need in relation to air transport and includes £377,000 in 2024-25.

The Scottish Government funds the Glasgow to Campbeltown, Tiree and Barra air services.

Dundee City Council funds the Dundee to London Heathrow air service with financial contributions from the Scottish Government and the UK Government.

Highland Council funds the Wick to Aberdeen air service with a financial contribution from the Scottish Government.

Argyll & Bute Council funds the Oban to Coll, Colonsay and Tiree air services.

Orkney Islands Council fund the Kirkwall to Papa Westray, North Ronaldsay, Westray, Sanday, Stronsay and Eday air services.

Shetland Islands Council fund the Tingwall to Fair Isle and Foula air services.

Comhairle nan Eilean Siar fund the Benbecula to Stornoway air service.

No public funding is required from the Scottish Government for the delivery of Commonwealth Games 2026 and the Scottish Government will not provide any financial underwriting. The Commonwealth Games Federation will cover the majority of costs using compensation from the Victorian Government following their withdrawal.

The additional investment will be supplemented by commercial income from ticketing, sponsorship, hospitality and merchandising. The Scottish Government thanks Commonwealth Games Australia for their offer of additional investment and the UK Government for its offer of contingency funding provisions that can be accessed if existing budget funds and contingency have been exceeded and all efforts to reduce costs have been exhausted.

The Scottish Government has conducted a thorough assessment of Commonwealth Games Scotland’s proposal for Glasgow to host the 2026 Commonwealth Games, alongside key partners. The collaboration has been positive and as a result, the Scottish Government has given its support for the proposal.

Local authorities are responsible for service provision at household waste recycling centres, and for any decisions regarding any expansion of reuse options. The Scottish Government has, through the Recycling Improvement Fund, supported projects led by Aberdeen City, Aberdeenshire and Stirling Councils to improve reuse at household waste recycling centres. This includes setup of a reuse shop and enhancing on-site facilities to enable storage of reuse items. In addition, guidance was published by Zero Waste Scotland in June 2024 to help local authorities move to a reuse first approach at Household Waste Recycling Centres. The Circular Economy (Scotland) Act 2024 requires Scottish Ministers to prepare a circular economy strategy. In preparing the strategy Scottish Ministers must have regard to the waste hierarchy, including preparing for reuse.

In addition, a new statutory Household Recycling Code of Practice, which will be co-designed with local authorities and other stakeholders, will set out standards expected of, and steps to be taken by, local authorities in carrying out their waste management functions in so far as they relate to the collection and recycling (including preparation for reuse) of household waste. The co-design process may also create an opportunity to agree that information is provided to householders about reuse and repair opportunities in their area. However, the new Code could not prescribe mandatory requirements for reuse or repair services as these do not fall within local authority statutory waste management functions.
