The Scottish Government does not hold information centrally on the total number of devices issued to learners by local authorities.

We cannot confirm how many times the Energy Consents Unit has contacted the Children's Rights Unit, as not all exchanges in the normal course of Scottish Government business are routinely documented.

Funding has not been allocated in 2025-26 to NHS boards for this purpose.

NHS Health Boards hold this information, not the Scottish Government, and I suggest the Member should direct her question to the Boards.

The process for Healthcare Infection Incident Assessment reports is detailed in Appendix 14 of the National Infection Prevention and Control Manual (NIPCM).

The Infection Prevention and Control Team (IPCT) or Health Protection Team (HPT) for community incidents, will assess the impact of a healthcare associated infection (HCAI) incident/outbreak using the Healthcare Associated Infection Incident Assessment Tool (HIIAT). The HIIAT has 2 main functions, to assess the impact of infection and supporting a single channel of communication and reporting. This communication is both internally within an NHS Board and externally to Antimicrobial Resistance and Healthcare Associated Infection (ARHAI) Scotland as well as the Scottish Government.

The impact assessment is based on 4 categories; severity of illness, impact on service(s), risk of transmission and public anxiety. For each category, the IPCT or HPT will score the incident either minor, moderate or major. Based on this, each incident will be given an overall impact calculation of either green, amber or red. An individual member of the IPCT or HPT will usually undertake the initial risk assessment as part of a problem assessment group (PAG).

The current process for HIIAT reports ensures that ARHAI Scotland routinely notify Scottish Government officials of incidents assessed as amber or red, whilst green incidents may be shared if there is a particular need, for example because of a prior interest or a rare pathogen.

Officials and a professional IPC nursing advisor review each incident to determine whether these should be brought to the attention of Ministers. A range of factors are considered when this assessment is being made including: the nature and sensitivity of the incident, the type of pathogen, the extent of how patients, their families/ visitors, healthcare staff and/ or services are affected, any risk of further transmission and other contextual factors we may be aware of in the particular Health Board.

The information requested could only be obtained at disproportionate cost.

In February 2025 the Scottish Government commissioned Healthcare Improvement Scotland (HIS) and the Mental Welfare Commission (MWC) to undertake independent joint inspections and visits of all Child and Adolescent Mental Health Services (CAMHS) inpatient units in Scotland as a matter of priority.

HIS and the MWC visited Skye House from 18-20 August 2025 and plan on publishing their joint visit and Safe Delivery of Care Inspection report later this month.

The Scottish Government will continue working closely with HIS, the MWC and relevant Health Boards to ensure long-term improvements in care for children and young people.

This is an operational matter for ScotRail. The Scottish Government does not hold this information however the econometric analysis that was undertaken for Evaluation of the Peak Fares trial and the Outline Business Case for Permanent removal will be repeated to assess the initial impact of permanent removal. Towards the end of the first 12-month period this will be augmented by survey work to get a full picture of the impact of the policy

Since 2023, following the launch of active travel transformation by the (then) Minister for Zero Carbon Buildings, Active Travel and Tenants Rights, Transport Scotland has been reshaping the way active travel funding is delivered. This revised approach places Local Authorities and Regional Transport Partnerships (RTPs) at the heart of delivery. Both have established relationships with community organisations and national active travel delivery partners, which they use to support local and regional priorities.

The new funding model is designed to increase the pathways through which organisations can access support, rather than restrict them. It broadens opportunities at local and regional levels rather than concentrating them nationally, meaning that more organisations have the opportunity to apply for support.

Community organisations seeking funding for active travel initiatives should engage directly with their Local Authority or RTP to explore the range of available funding streams, including those delivered through the People & Place programme.

The average length of time between release on licence and recall is not calculated.

Licence conditions which are applied vary significantly depending on the original sentence and individual consideration of each case. As a result, there is substantial variation in the period between release and any subsequent recall, and no meaningful average can be produced.

For example, individuals who are released on Home Detention Curfew are legally only able to remain on licence for a maximum of six months, however, those who had been sentenced to an Order for Lifelong Restriction (OLR), if released on parole licence, would remain on licence for the rest of their life.
