We can only provide information relating to the Scottish Government funded ChargePlace Scotland (CPS) public electric vehicle (EV) charging network. The commercial sector does not make their own charge point fault information readily available to third parties.

Overall reliability across the CPS network is typically very good with charge points being available for use 95% to 97% on average each month. Most faults on the CPS network are short-lived in nature and in the majority of cases require no physical intervention. Typically around 90% of faults are resolved within 48 hrs with the ChargePlace Scotland helpdesk remedying most faults remotely.

Please note, ‘faults’ cover many different scenarios and do not necessarily relate to issues that affect the operation of the charging infrastructure itself, for example, it could relate to lighting at the site. Some faults may be reported by more than one member of the public and therefore each recorded fault is not necessarily a unique instance. The following table shows the total number of ‘faults’ logged by members of the public.

CPS have published a Network Performance page on the CPS website Network Performance – Charge Place Scotland which provides a breakdown of ‘fault tickets’ by local authority from November 2022 onwards. Information prior to November 2022 has not been published on the website but is detailed in the following table.

The Scottish Government has been actively assessing the issue of cladding on high-rise buildings across the country. As part of its commitment to ensuring the safety of residents, several steps have been taken to determine the scale and cost of cladding remediation.

1.Building Safety Assessments: A nationwide review of high-rise buildings has been conducted to identify those with potentially unsafe cladding. This includes a comprehensive inventory of buildings affected by materials such as Aluminium Composite Material (ACM) and other types of cladding.

2.Financial Impact Analysis: The Scottish Government has commissioned detailed financial assessments to estimate the overall cost of remediation efforts. This process involves consultation with local authorities, housing associations, and private sector stakeholders to gather data on the number of affected buildings and the potential costs of necessary remedial work.

3.Pilot Project and Funding Allocations: The pilot project has been initiated to address cladding issues, and these have provided initial data on the costs associated with removing and replacing unsafe cladding. Additionally, funding schemes such as the Single Building Assessment Programme have been introduced to support building owners in conducting safety assessments and implementing remediation where necessary.

4.Collaboration with the UK Government: As part of a broader UK-wide effort, the Scottish Government continues to liaise with the UK Government on financial support mechanisms, including potential contributions from developers and building product manufacturers responsible for defective cladding.

We are committed to providing funding to safeguard homeowners and residents by addressing the risk to human life that is (directly or indirectly) created or exacerbated by a building’s external wall cladding system.

The cumulative spend of the programme to date is £9.0m. Spend of £0.5m was incurred in quarter one 2024-25 to support programme delivery works.

The Scottish Government welcomes the news that recently released statistics from SEPA show that in 2023 both the amount of household waste generated, and the carbon impact of Scotland’s household waste, were at their lowest levels since records began in 2011.

The small increase in the household recycling rate of 0.15% to 43.5% in 2023 shows there is work to do to increase recycling and to support our sustainable resource and climate goals. This is why our Circular Economy (Scotland) Act 2024 and draft Circular Economy and Waste Route Map set out numerous measures to increase Scotland's reuse and recycling rates.

The Scottish Government works closely with its agencies and partners to explore all viable options to avoid closures and retain jobs in the region. However, despite our best efforts to seek alternative outcomes, this is not always possible to achieve.

The people affected by these announcements are always our immediate priority. The Scottish Government provided support to these individuals through our initiative for responding to redundancy situations, Partnership Action for Continuing Employment (PACE). Through providing skills development and employability support, PACE aims to minimise the time individuals affected by redundancy are out of work.

In Scotland, employability services are delivered through the No One Left Behind approach, which sees Scottish and Local Government work in partnership with public, private, and third sector organisations to deliver support to those who are at risk of long-term unemployment. Employability support is in place in every local authority area, with decisions on the design taken by Local Employability Partnerships. Between April 2019 and June 2024, 1813 people have entered No One Left Behind support in Inverclyde.

Open Government Licences (OGLs) are controlled and administered solely by the Kings Printer for Scotland. The license is freely available to public bodies, and we support public bodies to use OGL where appropriate. Bodies such as the Care Inspectorate, Nature Scot, Food Standards Scotland and the National Records of Scotland are already using OGLs. It should be noted it is a matter for anyone who wants to use material under the OGL to satisfy themselves that the terms of that licence are suitable to cover any intended use.

Although SEPA official statistics for 2023 show that Scotland’s household recycling rate increased slightly to 43.5%, we know that there is more to do to accelerate progress to meet our circular economy aims.

The Scottish Government’s Recycling Improvement Fund has now awarded over £63 million to 25 local authorities to increase the quantity and quality of recycling across Scotland and we expect to see those projects deliver significant results locally in the coming years.

We are also in the early stages of the co-design of the new Household Recycling Code of Practice. This will deliver new statutory recycling standards and more consistent and easy to use services for households across Scotland. The co-design will enable national and local government to identify if additional resources are needed to achieve our ambitions to drive up reuse and recycling rates.

To ask the Scottish Government how often car deck space on sailings of the passenger Northern Isles Ferry Services between Aberdeen-Lerwick has been full in each of the last five years.

The number of sailings where vehicle deck space reached full bookable capacity on the Aberdeen – Lerwick passenger vessels for each Contract Year is displayed in the following table, which also includes the number of passenger vessel sailings each year.

Following the Government’s proposal to establish a new National Park in Galloway, NatureScot – in its role as reporter – has been engaging with communities, businesses, public bodies and other interested parties in the Galloway area in order to seek initial views and develop more detailed proposals for consultation.

Today, NatureScot will launch a formal statutory public consultation on the proposal. As well as gauging support for the proposal, the consultation will seek views on options for the possible area, functions, powers and governance of a new National Park.

The consultation process will include a full consultation paper and survey available via the NatureScot website, Have Your Say Today - Information Hub - A Proposal For A National Park In Galloway - Commonplace a survey available both online and distributed to households and businesses in, and near, the area proposed in the nomination, as well as events for businesses including agriculture, forestry and other land-management sectors and activities; and events for under-represented groups and young people. Information about the consultation surveys and events will be published today on NatureScot’s website and the dedicated online engagement hub.

An important part of the consultation process – in addition to the consultation paper and surveys – will be a series of independently facilitated consultation events and drop-in surgeries that will take place throughout the area proposed for National Park status. NatureScot began publicising these consultation events on 1 November, via the NatureScot website National Parks | NatureScot and the Hub Have Your Say Today - Consultation Events - Information Hub - A Proposal For A National Park In Galloway (commonplace.is) and they also intend to promote them in local news outlets and with posters in an effort to make these events as visible as possible.

Attendees at the consultation events will be supported to share their thoughts and opinions in a welcoming environment. There will be sessions within each event asking for responses on different topics, and interactive boards and spaces, as well as opportunities to leave anonymous feedback, and to complete a consultation leaflet in writing.

Additionally, a number of drop-in surgeries, hosted by NatureScot, will also be announced between November and January, with the locations and times publicised via the NatureScot website National Parks | NatureScot in due course. These sessions are aimed at individuals with questions about the consultation. They will complement the more structured consultation events. Completed surveys can also be left with NatureScot at these events.

It is extremely important that we hear from people living and working in the area and that the people of Galloway and South and East Ayrshire have the opportunity to discuss the issues, consider the content of the proposal including the desirability of a National Park in their area and suggest any alternatives.

I recognise the significant public interest in this proposal and am aware that there is both support and opposition. Everyone’s views will be listened to and taken into account and I would encourage everyone with an interest to engage with the consultation process in a constructive and respectful way.

The 14 week consultation period will start today and it will conclude on Friday 14 February. The consultation period has been extended to take account of the festive period and to enable as many people as possible to respond.

All views received will be captured and reported on.

We will carefully consider the outcome of this public consultation and NatureScot’s report before taking any further decisions on the proposal for a new National Park in Galloway.

The Draft Grangemouth Just Transition Plan has been published today for consultation. The plan sets out the strategic approach to securing a long term and sustainable future for the Grangemouth cluster. I am grateful to all those who have shaped this work to date and welcome their further constructive input over the course of the consultation period. The Scottish Government intend to publish the final plan in Spring 2025.

The total cumulative spend incurred on Waking Watch services in apartment blocks in Glasgow is £2.2 million. Waking Watch costs for one building within the pilot programme were reimbursed by the responsible developer.
