Today we published the Women’s Health Plan 2021 – 2024 Final Report on the Scottish Government website to mark the progress achieved in the three years since the publication of Scotland’s first Women’s Health Plan.

This final report sets out the progress made against the 66 short, medium and long term actions to improve health information, services and outcomes for women and girls in Scotland.

Key achievements include the appointment and work of the first Women’s Health Champion Professor Anna Glasier, development of a women’s health information platform on NHS Inform and this Parliament passing The Abortion Services (Safe Access Zones) (Scotland) Act 2024.

Alongside this report, a Women’s Health Plan: Review of the Data Landscape has been published setting out the routinely published data on women’s health currently available and highlighting the key data gaps.

An amendment to the New Build Heat Standard will shortly be laid in Parliament. This will demonstrate we have heard and responded to the concerns raised earlier in the year about the reliance on woodburning stoves and bioenergy, particularly in rural and island areas.

The review involved full consideration of previous and new evidence submitted, and a series of individual and group workshops with key stakeholders, and two Ministerial roundtables. The Standard will be subject to the usual Parliamentary process and remains an important and positive step in our journey to decarbonising buildings.

The Scottish Government wants to ensure that everyone in Scotland has access to culture. Since 2020 Creative Scotland, our national arts body, has provided £2.8m in funding to organisations based in East Lothian including the Lammermuir Festival and the Brunton Theatre.

This year we have committed £15.8m more to the culture budget than in 2023-2024. This is the first step to achieving our commitment to invest at least £100 million more annually in the culture sector by 2028-29.

The Student Mental Health and Wellbeing Working Group’s remit was to inform the development of a Student Mental Health Action Plan as set out in our 21-22 Programme for Government. The Action Plan was published in September 2024.

We are considering how best to support delivery of the Action Plan, including oversight and support.

We will shortly be engaging with the higher and further education sectors and health and other public and third sector organisations to update them on next steps and request their support and participation going forward.

Post-School Education and Skills Reform is a 10-year transformation programme developed in light of James Withers’ Independent Review of the Skills Delivery Landscape, and which will help us to achieve the ambitions set out in the Post-school education, research and skills - purpose and principles - gov.scot (www.gov.scot),

This is one of the first and one of the largest programmes of public service reform to get underway, with five main strands of work currently progressing at different stages of development and preparation towards implementation.

For instance, we are taking forward legislation to deliver simplification of the funding body landscape as part of the 2024-25 legislative programme and have also commenced work on skills planning across government and with key partners.

Change of this magnitude requires careful collaboration with a wide range of delivery partners and will not happen overnight.

At my latest appearance at the Education, Children and Young People Committee on 4 September 2024 I reiterated my commitment to continue to update that Committee on progress with post-school reform at the appropriate times. Our programme to reform post-school education and skills is progressing well, and I expect to be providing a further update early in 2025.

The Health and Safety Executive is a body exercising reserved powers and the information requested is not held centrally. It would be a matter for them to provide the information requested.

The quality and safety of mental health estates is an important issue for the Scottish Government. We expect Health Boards across Scotland to place significant emphasis on patient safety and the environments mental health services are delivered from.

Consideration is still being given to the bids received by local authorities. We will publish how much funding each local authority received once this has been allocated to them.
