FSS collects and monitors Local Authority sampling data and commissions its own national food sampling programmes, which provide assurance on the safety and standards of food sold in Scotland. These include targeted sampling programmes informed by FSS horizon scanning activities, Horizon Scanning | Food Standards Scotland and commodity specific surveys to generate data on the prevalence and levels of contaminants in different foods for the safety assessments that are used to underpin the FSS Risk analysis | Food Standards Scotland. The sampling programmes data is published in FSS’ Our Food Our Food 2023: An annual review of food standards across the UK | Food Standards Scotland; the annual report on food standards in the UK, which is produced jointly with the Food Standards Agency, and DEFRA’s biennial UK Food Security Report 2024 published - GOV.UK. FSS recommended legislation to restrict promotions in advice to Scottish Government in 2016.

More specifically, the role of FSS is to provide evidence and advice to Scottish Government (SG) to inform Government decisions on improving Scottish dietary intake.

FSS also support the Healthy Living Programme managed by the Scottish Grocers Federation which facilitates Scottish independent retailers increase healthy options promoted to consumers. Their role within this has included development of the technical nutrition criteria underpinning the programme and advising on the external evaluation that took place in 2023. There are numerous FSS publications that make the case for change and which retailers have access to. The FSS Board agreed its Public Health Nutrition Strategy in March 2023 02_-_Board_Meeting_-_2023_March_22_-_FSS_Public_Health_Nutrition_Strategy_-_230302.pdf clearly articulates their views on the need to change the food environment.

Food Standards Scotland (FSS) performs a national lead role in the investigation of counterfeit alcohol products. This is particularly the case when there are concerns over food safety and the contents present a danger to public health. FSS work in partnership with local authorities, other law enforcement agencies, public health, industry and stakeholders, with representation at various strategic and tactical fora to raise public awareness on known risks, coordinate efforts to remove the product from the market and report those found responsible. FSS is a member of the Scottish Multi-agency Tasking and Delivery Board (MATDB), which is a tactical collaboration between Police Scotland and law enforcement partners to address serious and organised crime. FSS has received full support from the MATDB in leading the investigation into the production, distribution and supply of counterfeit vodka nationally.

The following table represents the total budget allocated to FSS for each financial year since 2015.

Growing the economy is one of the Scottish Government's top priorities, and Scotland's regional economies, and Regional Economic Partnerships (REPs), are key to delivering this. We are committed to building a resilient and equitable economy where all regions can thrive and contribute to national prosperity.

This includes supporting our regions to develop their own regional economic strategies. These are led by the regions themselves, allowing the aims and priorities to specifically respond to regional needs and opportunities. Many REPs now have published and well-established strategies, setting their direction cohesively, and strongly demonstrating their plans for economic growth which enables clearer prioritisation and decision-making when seeking targeted support.

As outlined in our NHS Recovery Plan 2021-2026 annual progress update, published 18 December 2024, our five National Treatment Centres are expected to deliver an additional 20,000 procedures per annum once fully operational.

However, with the 2025-26 Budget proposing an additional £100 million to target long waits, coupled with efficiencies, we will see activity and capacity increase accordingly. Work is underway with Boards and partners to finalise plans and I would expect to see National Treatment Centre capacity increase to well over 30,000 procedures annually.

The Freight Facilities Grant (FFG) is intended to bring about a number of benefits from the removal of freight from roads to other modes of transport. These include environmental and social effects including improved public health through reduced local air pollution; increased road safety through reduced volumes of heavy vehicle traffic; improved traffic flows through reduced congestion; and lower overall emissions from moving freight from heavy goods vehicles to lower-emitting forms of transport.

As I said at my recent evidence session on the Bill with the NZET Committee, Meeting of the Parliament: lghp/18/02/2025 | Scottish Parliament Website we are not going to fix all the issues in either rural or urban Scotland in this one piece of legislation. Other pieces of work are ongoing that will have an impact on urban areas.

These include the Community Right to Buy review which is looking at how effective existing powers are in both rural and urban areas, as well as work on compulsory sales orders and Compulsory Purchase Reform, a public consultation on the latter being due later this year.

The proposals in the Bill stem from the work and recommendations of the Scottish Land Commission. It found the most pressing land reform issues were in rural areas in relation to the scale and concentration of land ownership and the resultant impact on local communities.

While there will only be a small number of landholdings in the Central Scotland region which will meet the threshold tests in the Bill, the proposals allow for the amending of these thresholds in future, should monitoring suggest this is justified.
