Table 1 shows the total number of bed days for patients with a diagnosis of chronic obstructive pulmonary disease (COPD) who had a non-elective admission and were discharged between 2021-22 and 2023-24, broken down by health board of treatment.

2. Continuous Inpatient Stay Methodology:

A patient's entire continuous stay in a hospital setting is referred to as a Continuous Inpatient / Day Case Stay ('CIS'). A CIS is an unbroken period of time that a patient spends as an admitted patient in a hospital setting. A CIS combines all the episodes that occur during a continuous stay in hospital, including transfers between clinicians, specialties and hospitals.

3. The data provided is based on COPD recorded as the main discharge diagnosis (ICD10 codes J40 – J44) for continuous inpatient stays.

The Scottish Government has had no applications for consent under s36 of the Electricity Act 1989 to construct an electricity generating station that uses biogas as its fuel source and has therefore not been required to assess any environmental impacts in relation to anaerobic digestion and biogas infrastructure.

The Town and Country Planning (Environmental Impact Assessment) (Scotland) Regulations 2017 requires those preparing qualifying projects to undertake and prepare an Environmental Impact Assessment (EIA) Report. An EIA Report is required to describe the factors specified in Regulation 4(3) within those 2017 Regulations that are likely to be significantly affected by the development. This can include population, human health, biodiversity, land, soil, water, air, climate, material assets, cultural heritage, including architectural and archaeological aspects, and landscape.

The Environmental Assessment (Scotland) Act 2005 (legislation.gov.uk) creates a statutory obligation for those preparing qualifying public plans and programmes to assess their likely environment effects and to seek ways to minimise adverse effects, if they are likely to be significant. A Strategic Environmental Assessment (SEA) offers an opportunity to judge the likely environmental impacts of plan, programme or strategy across a number of receptors, including biodiversity; population; human health; fauna; flora; soil; water; air; climatic factors; material assets; cultural heritage, including architectural and archaeological heritage; landscape; and the inter-relationship between these topics.

We recognise that reduced levels of trust is a challenge facing governments around the world. Evidence shows that a key driver of trust is people feeling they have a say. One way we are working to improve levels of trust is through our Open Government Action Plan: providing meaningful opportunities for people to be involved in decisions that affect them and sharing information openly. This includes a fiscal transparency portal to help the public track government spend, and an AI register to show the development and use of AI in the Scottish public sector. Our commitments cover fiscal openness and transparency, health and social care, climate change, data and digital, and participation. These are all areas in which civil society and members of the public have told us the ongoing promotion of transparency, participation, inclusivity and accountability is important to them.

We are paying close attention to the impact trust has on democracy through the Democracy Matters engagement process on the future of community decision making. A key pillar of this was asking how more people can participate in local decision making. The process findings were published in September and we will now work with civil society and the wider public sector to deliver on the ambitions set out by our communities.

The Scottish Government welcomes the work of the independent Green Heat Finance Taskforce and looks forward to receiving its Part 2 report shortly. Following publication of its Part 2 report, the Scottish Government will formally respond to the Taskforce, setting out the actions we will take, in partnership with others, on recommendations from both Taskforce reports.

Our response will be informed by the New Deal for Business sub-group on Non-Domestic Rates (NDR) which will, alongside other matters, consider how non-domestic rates levers support Scotland’s transition to net zero.

The Scottish Government has noted the UK Government’s discussion paper on business rates with interest and will carefully consider the outcome.

The Framework for Tax 2021 stated the Scottish Government’s commitment to ensuring that the largest businesses pay the same combined poundage in Scotland as in England by the end of this parliamentary session.

Over 95% of properties are liable for a lower poundage rate in Scotland than in anywhere else in the UK. Since the Barclay Review made this recommendation, we have introduced the Intermediate Property Rate on 1 April 2020. On 1 April 2023, we increased the rateable value threshold at which the Higher Property Rate applies, from £95,000 to £100,000.

Since the Scottish Digital Academy was established in 2018, there have been 206 registrations from the third sector.

The number of sailings where all cabins were fully booked on the Aberdeen – Lerwick passenger vessels for each Contract Year is displayed in the following table, which also includes the number of passenger vessel sailings each year.

Since the Scottish Digital Academy was established in 2018, the total number of employees completing courses is 9,452 which is 49 per cent of the total number of course registrations (19,209).

Scottish Ministers continue to assess the full implications of the Chancellor’s autumn Budget statement and political parties are encouraged to engage with the Scottish Government on the Scottish budget ahead of 4 December 2024.

Funding for schools is provided through the local authority block grant and local authorities have a statutory duty to identify, provide for, and review the ASN support provided for pupils in their local community.

The Scottish Government is making £145.5M available to local authorities to protect teacher numbers. In addition, we remain determined to improve the educational experiences of children and young people with additional support needs with spending on additional support for learning by authorities reaching a record high of £926m in 2022-23.

We published an updated action plan and progress report on 5th November 2024, highlighting progress made to address recommendations from Angela Morgan’s Additional Support for Learning (ASL) Review (2020) and we are committed to delivering the ASL Action Plan.
