To ask the Scottish Government how much it has invested in the Scottish Fire and Rescue Service.
Answer
As already stated in my answer to Claudia Beamish, the Scottish Government has invested £316.4m in the Scottish Fire and Rescue Service, which is an increase of £21.7m from the previous year.

To ask the Scottish Government what the impact on the devolution settlement could be of the proposals in the EU Withdrawal Bill.
Answer
The EU (Withdrawal) Bill, as drafted, would turn the founding principle of devolution on its head: that principle states that all matters which are not reserved are devolved. Instead, the Bill would reserve to the UK Government and Parliament control over all matters currently covered by EU law, even in clearly devolved areas such as the protection of the environment, agriculture or justice. In addition, the powers in the Bill do not give UK and Scottish Ministers or parliaments their constitutionally appropriate roles in preparing our laws for the disruption of EU withdrawal. UK Ministers are given the power to make changes in devolved areas without the involvement of devolved institutions; and devolved ministers and legislatures are given only limited powers to amend retained EU law, even in devolved areas.
The amendments which the Scottish and Welsh Governments jointly proposed would address the Bill's approach to the devolution settlements, giving Scottish Ministers and the Scottish Parliament their appropriate roles in the regrettable, but necessary, task of preparing our laws for the effects of EU withdrawal.

To ask the Scottish Government what analysis it has undertaken of housing needs in the south of Scotland.
Answer
The 2001 Housing (Scotland) Act places a responsibility on Local Authorities to prepare an assessment of housing needs.
Local Authorities and Planning Authorities undertake this analysis every five years.
These Housing Need and Demand Assessments are the responsibility of Local Authorities and Planning Authorities and are published by them.

To ask the Scottish Government how many non-UK EU nationals work in Scotland (a) as veterinarians and (b) in other professions, and what information it has regarding how many have been resident for fewer than five years.
Answer
128,000 non-UK EU nationals were in employment in Scotland in 2016. This estimate is obtained from the Annual Population Survey, January to December 2016. There is no information available on the number of non-UK EU national veterinarians who work in Scotland or information on nationality by years of residence from this source.

To ask the Scottish Government what discussions it has had with the UK Government regarding whether Scotland will have access to the level of emergency EU funding that is provided in cases of serious animal disease outbreaks after the UK leaves the EU.
Answer
Discussions with the UK Government are focussing on domestic readiness, trying to identify measures etc, that will need to be in place in the event of Brexit. Issues such as crisis and emergency funding have been identified, but at this stage the discussions have not gone into detail of what that may include.

To ask the Scottish Government what discussions it has had with the UK Government regarding whether Scotland will have access to the level of EU funding that helps support (a) the farm structure survey, (b) the farm business survey, (c) the sheep and goat inventory and (d) animal health testing and surveillance after the UK leaves the EU.

To ask the Scottish Government, in light of the potential impact on farmers in Scotland, what discussions it has had with the UK Government regarding whether the UK will retain access to EU animal health resources, such as the vaccine bank for foot and mouth disease, after it leaves the EU.
