To ask the Scottish Government, in light of the Brain Tumour Charity report, Brain Tumours: Fighting for a Faster Diagnosis, whether a National Optimal Cancer Diagnostic Pathway is being developed for brain tumours.
Answer
The Scottish Government has worked collaboratively with partners, patients and third sector organisations in recent months to develop a ten year cancer strategy for Scotland.
Due to publish Spring 2023, the strategy will take a comprehensive approach to improving patient pathways, from prevention and diagnosis through to treatment and post-treatment care. It aims to improve cancer survival and provide excellent, equitably accessible, care across Scotland, including those affected by brain cancer.
A new earlier diagnosis vision will feature within the strategy and will include similar actions to those outlined in The Brain Tumour Charity’s report. This includes continuing to deliver our Detect Cancer Earlier Programme, working with primary care clinicians to ensure they have direct access to diagnostic tests and quality education sources; optimal cancer diagnostic pathways are designed and implemented across NHS Scotland; and public campaigns educate and empower those with possible symptoms to act early.

To ask the Scottish Government whether it plans to raise awareness of the signs and symptoms of brain tumours through the utilisation of the Brain Tumour Charity’s Better Safe Than Tumour campaign.
Answer
We continue to invest in our Detect Cancer Earlier (DCE) Programme, of which public education and empowerment is a key work-stream. We launched a new campaign – Be the Early Bird – in March 2023 to empower those with possible symptoms to act early.
We will continue to work with the Scottish Cancer Coalition, as well as the primary care community, to raise awareness of possible symptoms. Work is also underway to redesign DCE’s website (getcheckedearly.org) – this will reflect brain tumour content moving forward, including signposting to The Brain Tumour Charity.

To ask the Scottish Government whether it remains committed to its statement in the Alcohol Framework 2018 that it "will not work with the alcohol industry on health policy development".
Answer
It is crucial that we prevent and reduce alcohol-related harms, but that aim has to be balanced with careful consideration of the impact restrictions may have on business.
We will not work with the alcohol industry on the development of health policy but will continue to engage with them around potential impacts of, and implementation, of alcohol harm prevention policy.

To ask the Scottish Government whether it will provide an update on any plans it has to launch a future consultation on specific proposals to restrict alcohol advertising and promotion.

We will publish both the stakeholder roundtable notes and the consultation findings later this year, which will inform the potential content and scope of any policy proposals and our consideration of appropriate next steps for this work.
If we are to take forward any restrictions on alcohol advertising and promotion, further more detailed consultation would take place alongside engagement with stakeholders.

To ask the Scottish Government whether it remains committed to its plans set out in the Programme for Government 2022-23 that, subject to the outcomes of its consultation, it will introduce legislation on alcohol advertising and promotion within the current parliamentary session.

To ask the Scottish Government what its position is, regarding the potential impact in Scotland, on the response of the Chairwoman of the Equality and Human Rights Commission to the UK Minister for Women and Equalities that “a change to the Equality Act 2010, so that the protected characteristic of ‘sex’ means biological sex, could bring clarity in a number of areas”.
Answer
I have written to the Equality and Human Rights Commission to highlight that the Scottish Government should be fully consulted on any proposed material changes to the Equality Act 2010, including on the current definition of ‘sex’, if there would be any impact on devolved matters. Any proposed changes to the 2010 Act must be fully consulted on with the public and stakeholders before being legislated on.
