The Warm Home Discount is a rebate upon energy bills that large energy suppliers are obliged to provide, not a social security payment administered by the Scottish Government. Whilst some powers are provided to Scottish Ministers to design a separate Warm Home Discount scheme in Scotland, these require the consent of the UK Government.

All households in receipt of Pension Credit Guarantee Credit are automatically eligible for a WHD rebate in Scotland, England and Wales (Core Group 1). Households in England and Wales in receipt of low income benefits or tax credits (Core Group 2) are not automatically eligible for a WHD rebate. The UK Government further restricts eligibility for this group in England and Wales based upon data matching.

These low income households only receive a rebate if they also live in a property that is assumed to have low energy efficiency. The UK Government uses Council Tax data held by the Valuation Office Agency to estimate energy costs and uses this as a proxy for low energy efficiency. This approach reflects the definition of fuel poverty adopted by the UK Government in England (low income, low energy efficiency).

Scottish Ministers do not agree that energy efficiency is the main driver of fuel poverty. The Scottish Parliament has unanimously agreed a definition of fuel poverty that is not dependent upon the energy efficiency of people’s homes. The valuation roll data held by the Scottish Assessors Association is not relevant in establishing fuel poverty on this basis.

In 2021, Scottish Ministers formally proposed a more flexible, fairer and simpler fuel poverty scheme to replace the WHD scheme in Scotland. This would have provided an automatic rebate to vulnerable households across Scotland. We have also repeatedly pressed UK Ministers to increase funding for the WHD rebate to reflect the higher level of need in Scotland. UK Ministers did not agree to do so and continue to decide the total value and number of rebates provided. Nevertheless we remain willing to work with the UK Government to improve the help available to vulnerable families across Scotland.

Scottish Ministers have limited powers to design and implement a separate scheme in Scotland. These require the consent of the UK Government. Previous proposals by Scottish Ministers to increase the value and number of rebates provided to vulnerable households were not agreed by UK Ministers. The UK Government continue to reserve to themselves the powers to set the value of the rebate and the total value of the obligation in Scotland. However we remain willing to work with the UK Government to improve the help available to vulnerable families across Scotland.

The Scottish Housing Regulator rather than the Scottish Government is the body which collects data on planned rent increases as part of their role to monitor social landlords performance against the Scottish Social Housing Charter. They have published details of the rent increases which Scottish social landlords will apply in 2023-24 for social housing tenants. The survey report, based on returns from 136 RSLs and the 29 local authorities that have housing stock, includes average percentage increase applied by landlords, the median rent increase and actual rent increases applied by each landlord.

We have worked intensively with social landlords to develop an agreement on below-inflation rent increases for the next financial year. These increases, based on consultations with tenants, will strike an appropriate balance between protecting tenants and ensuring that landlords can maintain a balance between affordability and sustainable investment in social housing for public good.

The Scottish Government does not collect information on what rent increase options individual social landlords consulted their tenants on. The strategic assessment for NHS Lanarkshire’s National Treatment Centre was submitted to the Scottish Government Capital Investment Group (CIG) in November 2022. As with all strategic assessments, this was noted by the CIG, and NHS Lanarkshire have been asked to move to the next stage in the planning process and to develop an initial agreement for the new facility, which is now underway.

Scottish Government has regular meetings with the Department for Levelling Up, Housing and Communities on cladding remediation. The provisions in the Building Safety Act which impact on the ability of developers to obtain planning approval or building control approval apply to developers operating in England and do not extend to Scotland. We are determined to ensure that buildings in Scotland with potentially unsafe cladding are remediated and developers step up and meet their responsibilities. Our focus has been on securing that commitment from developers through a voluntary agreement but we are clear, if we need to then we will legislate to safeguard residents and homeowners.

Housing to 2040 is Scotland’s first long-term housing strategy. It sets out a vision for what housing in Scotland will look like in 2040 and includes a set of principles to guide policy-making. It is supported by a route map for achieving the vision.

We are working with the sector to confirm a new governance process and a monitoring framework, so we and others across the sector can assess progress towards the vision set out in the strategy. A new Strategic Board has been established which will provide accountability on progress as well as advice on a suitable monitoring framework and reporting arrangements will be agreed as part of this process.

Further information about the Board and its membership will be made available when it meets later this month. Alongside this, we will continue to publish an annual update on the 30 indicators included in the broader Housing and Regeneration Outcomes Framework and review the alignment of this framework with Housing to 2040. The latest update was published on 18 November 2022.

The review of the adaptations system has begun. Adaptations are an integral part of support for independent living for older and disabled people. The scope of the review is to identify and overcome the barriers to a streamlined and responsive system where adaptations are planned for, funded and delivered in a timely and appropriate manner.

Officials have met with a number of stakeholders and will continue engagement with the newly formed Accessible Housing and Independent Living Stakeholder Group to ensure all those who have an interest and those with lived experience are able to contribute to the review. As the review is ongoing the list of consultees has not been finalised.

The initial review findings and recommendations are expected in the Summer.

Our Single Building Assessment programme includes 105 buildings. 27 buildings have started the Single Building Assessment process and 22 Single Building Assessment surveys have been commissioned. Remediation works have started linked to one of those Single Building Assessment.
