To ask the Scottish Government what steps it takes to ensure that companies contracted to undertake work on its behalf comply with ethical working practices, particularly where the company operates outside the UK.
Answer
The Scottish Government and our suppliers have an obligation to comply with all relevant laws and international conventions. Including:
The Equality Act 2010 and The Equality Act 2010 (Specific Duties) (Scotland) Regulations 2012; Human Rights Act 1998.
The International Labour Organisation Fundamental Conventions regarding worker’s rights and labour standards which as reserved matters have been ratified by the UK.
For the most part we do not include factors that are included in other legislation in our terms and conditions, but have included clauses on corruption, equality, blacklisting, payment of subcontractors and protection of the environment.

To ask the Scottish Government how many of its contracts are outsourced to (a) privately and (b) publicly owned companies operating outside of the UK, broken down by country of registration.
Answer
In the last financial year (2014-15) the Scottish Government has awarded 12 contracts to companies who are registered outside of the UK.
The companies concerned are registered in the following countries: Australia, Canada (3), Denmark, Germany (2), Holland (2), Italy, Republic of Ireland and the USA.
We do not hold information centrally on whether these companies are privately or publicly owned.
