The Scottish Government’s Vision for Agriculture, https://www.gov.scot/publications/next-step-delivering-vision-scotland-leader-sustainable-regenerative-farming

was published on 2 March 2022, and outlines our aim to transform how we support farming and food production in Scotland to become a global leader in sustainable and regenerative agriculture.

It is a positive vision for Scotland’s agriculture sector and will sit at the heart of a robust and coherent framework to underpin Scotland’s future agriculture support regime from 2025 onwards.

We want to encourage new entrants into the industry, and this Government has arguably invested the most in new entrant support compared to other parts of the UK.

• We added provision to allocate direct payments to new entrants and young farmers in excess of £7.2m;
• Our start-up provision alone under the SRDP totalled nearly £13m;
• Under the FONE group we have helped facilitate entry to 76 new entrants by providing 112 land opportunities across 7,070 hectares of land;
• And in conjunction with the NFUS, the Scottish Land Matching Service has got off to a very promising start despite the impact of Covid.

Women living and working in Scottish agriculture are an essential part of the rural economy. We have committed £300,000 this Financial Year, rising to £600,000 during the lifetime of this Parliament, to bring about practical solutions to support women, including: mainstreaming of Be Your Best Self, a personal development training programme; a project to test innovative solutions for childcare in rural areas; and the development of Skillseeder – a skills sharing app to encourage greater participation in rural and land-based training. We’ve also established the WIA Practical Training Fund, administered by Lantra Scotland. We will continue to embed and normalise equalities considerations in all future agricultural scheme development, and work with the industry to support equalities within organisations and boards.

Work is also ongoing, to develop the National Test Programme, which begins this Spring and, over the next three years will deliver Scottish Government investment of up to £51 million. It is based on and informed by the work and recommendations of the Farmer-led Groups, particularly to ensure we are beginning to tackle the most urgent needs and creating a base upon which to build a whole-farm low carbon approach. The Agri-Environment Climate Scheme (AECS) opened for funding in 2022 to support the ambition of doubling the amount of land under organic management, set out in the Programme for Government 2021-22. We are committed to seeing more organic farming and organic produce for sale in Scotland, and working with the sector to establish a new Organic Food and Farming Action Plan. http://www.gov.scot/news/creating-a-fairer-greener-nation

The Sustainable Agricultural Capital Grant Scheme 2022 which is part of the wider agricultural transformation intentions, will be focussed on support for low emission slurry spreading equipment and slurry store covers which will help farmers, crofters and agricultural contractors comply with new regulatory requirements; reducing harmful ammonia emissions and adverse impacts on water quality resulting from the storage and spreading of livestock slurry and digestate.

Proposals for future agricultural support will be co-developed with rural partners through the Agriculture Reform Implementation Oversight Board (ARIOB) and with wider civil society through a consultation in summer 2022 to inform the introduction of a Scottish Agriculture Bill in 2023.

The self-isolation exemption guidance for health and social care staff is based on the latest clinical and public health evidence and advice, and has been updated on a regular basis as we learn more about new variants, transmission and severity of illness from COVID-19. Clinical advisors within Scottish Government and Public Health Scotland (PHS) provided their expert advice to this guidance. It is worth noting that as of 28 February this exemption does apply to the general population. Self-isolation guidance states that if you test positive, you should pause routine LFD testing for 28 days after self-isolating. Count the 28 days from the day your symptoms started, or the date of your positive test if had no symptoms. If you are identified as a close contact during this time, you do not need to test or self-isolate as long as you do not have any new symptoms, regardless of vaccination status. If you develop new symptoms, self-isolate and book a PCR test.

Throughout the pandemic, the Scottish Government has kept self-isolation policy under review in line with the most up to date scientific evidence and clinical advice. We continue to balance the need to dampen transmission of the virus whilst limiting the impact on the economy and critical public services.

The Scottish Government supports the Real Living Wage. As statutory sick pay is reserved to Westminster the Scottish Government continues to engage with the UK Government to improve on the existing arrangements.

The income eligibility threshold for the Self-Isolation Grant are inclusive of our commitment to the Real Living Wage and are one of the most generous of the four home nation schemes. This ensures those low income workers and their families are supported when being asked to isolation as a result of COVID-19.

Those workers who are not eligible for the Self-Isolation Support Grant may be eligible for an emergency grant from their local authority. Scottish Welfare Fund Crisis Grants are available to all people regardless of their current benefit eligibility. They are specifically designed to provide a safety net when an emergency situation occurs and there is no other way to cover costs.

In addition, support can be provided via the Local Self-Isolation Support Service which is a proactive outbound call service operated by local authorities. The service calls people who are self-isolating, and who are happy to pass on their details. This service helps with support to access food, medication, and other essentials, whilst also signposting to further advice services. Help can be provided by contacting The National Assistance Helpline on 0800 111 4000 which anyone can contact, and operates between 09.00 to 17.00 every weekday.

Since it was launched, it has been extended to better reach those it is intended to support. This includes parents or carers of children who are required to self-isolate and people with caring responsibilities for someone over 16 who needs to isolate.

Most people qualify for the Grant because they earn less than 25% above the Universal Credit assessment or earn less than the Real Living Wage. We have protected those on lower incomes by continuing to include the £20 Universal Credit uplift within the calculation of low income despite the payments being removed by the UK Government.

COVID-19 has reduced the number of flights to/from Scotland and resulted in a sharp decrease in aviation emissions. As we work with the aviation sector to restore and grow the connectivity which is essential to Scotland’s economy, we are committed to doing so without restoring previous levels of emissions.

In the short term, sustainable aviation fuels (SAF) have the potential to significantly reduce the environmental impact of aviation. Longer term hydrogen/electric aircraft could play an important role, and we remain committed to working to decarbonise all scheduled flights within Scotland by 2040.

Regarding the implications for Heathrow expansion, it is for the UK Government to respond to the Climate Change Committee recommendations for airports in England. The Scottish Government has been clear that the expansion of the UK’s only global hub airport should deliver economic benefits for all the nations of the UK, which is why the memorandum of understanding remains in place.
