To ask the Scottish Government how many meetings officials and ministers have had with representatives of (a) Solent Gateway Limited, (b) GBA (Holdings) Ltd and (c) David MacBrayne Ltd regarding the UK Government’s invitation to tender for the Marchwood Sea Mounting Centre contract.

Senior representatives of David MacBrayne Ltd (DML) have informed and discussed their proposals regarding their joint venture with GBA (Holdings) – Solent Gateway Ltd with Transport Scotland officials and with Scottish Ministers. No meetings have been held between Scottish Ministers or officials, and representatives of either Solent Gateway Ltd or GBA (Holdings) Ltd regarding the invitation to tender for the Marchwood Sea Mounting Centre contract.

To ask the Scottish Government what external consultants have been contracted by each member of the David MacBrayne Group since 2011; for which projects, and what the value of each contract was or is.
Answer
A number of contractors have been brought in to assist in the procurement of the wide area network service and associated work, and others are involved in the upgrade of CalMac’s ticketing and online booking system, which involves a significant IT input. This is short term expertise which does not exist in house and it is standard business practice to contract this in as required. These are highly complex projects with a good deal of cross team working due to the diverse nature of the work being undertaken.
The contract values are commercially confidential.

To ask the Scottish Government what assessment it has made of David MacBrayne Ltd’s joint bid to manage Marchwood Sea Mounting Centre.
Answer
The board of David MacBrayne Ltd (DML) considered that the opportunity at Marchwood allowed DML to grow its business into wider transport logistics in line with the DML Business Plan 2014-16 (approved by the DML board in May 2014). It also reflects Scottish Ministers’ intent that DML should, where it is appropriate to do so, seek contracts elsewhere in the UK and beyond, and with the Programme for Government (2014-15) which sets out a call for a common national endeavour, involving the values of enterprise and innovation, to build Scotland’s place in the world.

To ask the Scottish Government when work will be completed on the new link road between the A96 and A9 south of Inverness.
Answer
Work is currently underway to identify the optimum route for this new link road. Over the past year, four route options were exhibited to local communities and road users.
Further work on route selection and any subsequent construction work will be taken forward at the earliest opportunity once funding becomes available.

To ask the Scottish Government how it will assess the road safety implications of the 50 mph HGV pilot on the A9.
Answer
The Scottish Government has raised the HGV speed limit on single carriageway sections of the route between Perth and Inverness from 40 mph to 50 mph. This was implemented at the same time as we introduced an average speed camera system on these sections. The safety performance of these measures is being monitored and will be assessed by the established practice of comparing accident numbers from three years before the introduction of the measures with accident numbers from three years after.
