To ask the Scottish Executive whether there are plans for joint working between the Crown Office and Procurator Fiscal Service and police forces in referring young drivers who have committed road traffic offences to an approved referral scheme.
Answer
Young drivers are identified as a priority group in Scotland''s Road Safety Framework, published by the Government in June 2009.
The Government has already been involved in discussions with the Police and the Crown Office on the introduction of a pilot scheme in the Grampian Police Force area which would allow young drivers the opportunity to take additional training to address their unsafe driving behaviour as an alternative to prosecution.
The Government, Police and the Crown Office have also been working together for some years to deliver the Driver Improvement Scheme in Scotland. Under this initiative, drivers who have been charged with careless driving may be offered the opportunity to attend additional training as an alternative to prosecution. The scheme covers drivers of all ages and is available throughout Scotland including the islands.

To ask the Scottish Executive whether applications received for the Energy Saving Scotland home renewables grant scheme but not fully processed by the closure of the scheme on 17 March 2010 will still be considered.
Answer
Energy Saving Scotland home renewables grants is a demand led scheme and able to stay open only as long as funding allows. All those which were being actively assessed but not fully processed before 17 March 2010 were considered for funding.

To ask the Scottish Executive when it was decided to close the Energy Saving Scotland home renewables grant scheme for electricity generating technologies and new build properties.
Answer
After a period of unprecedented demand for Energy Saving Scotland home renewables grants and with the forthcoming introduction of new building standards, the decision was made to close the scheme to electricity generating technologies and new build properties on 15 March 2010. The announcement was subsequently made on 17 March 2010.

To ask the Scottish Executive what plans are in place to minimise disruption from reduction in the available carriageway on the Cromarty Bridge during resurfacing work.
Answer
The planned works at Cromarty Bridge will be carried out with traffic light control. The queue lengths at the site will be monitored and if necessary, the lights controlled manually at peak times to minimise delays.
During the two days of the Black Isle Show, the carriageway will be opened to
two-way traffic. Speed restrictions will, however, be in place as traffic will be running directly on the concrete bridge deck.

To ask the Scottish Executive when resurfacing work on the Cromarty Bridge will commence and how long it is anticipated that it will take.
Answer
A trial refurbishment contract will start on site on 12 July 2010 for 12 weeks, which will include resurfacing the four spans at the south end of Cromarty Bridge. There are currently no works programmed for refurbishment of the remainder of the bridge.

To ask the Scottish Executive when the report, Final Report: Options for the Ferry Services Between Gourock and Dunoon, by the consultants, Deloitte and Touche, was removed from its website; who took the decision to remove it, and whether it will be returned to the website.

This report, which was published in 1998, has not been removed from the Scottish Government website. It is available at: http://www.scotland.gov.uk/library2/doc15/fogd-00.asp.
It was briefly unavailable for technical reasons due to maintenance work, including improvements to the functionality of the Scottish Government website.

To ask the Scottish Executive whether it will instruct the Scottish Environment Protection Agency to liaise with the Met Office to conduct a weather radar network review with the aim of providing a better service for flood prevention.

SEPA is in regular dialogue with the Met Office. It has produced a business case for a potential joint flood forecasting service which I am currently considering.

To ask the Scottish Executive when the updated Scottish Strategy for Victims will be published.
Answer
A review of victims policy is now being commenced. The process will include a consultation on options for improving victim support planned for late summer 2010 and will conclude with publication of an updated policy framework at the turn of the year.
