Questions and answers

Parliamentary questions can be asked by any MSP to the Scottish Government or the Scottish Parliamentary Corporate Body. The questions provide a means for MSPs to get factual and statistical information.

Written questions must be answered within 10 working days (20 working days during recess)

To ask the Scottish Government whether it will provide an update on any potential revision of the national concessionary travel scheme, in light of the City of Edinburgh Council’s decision to charge Scottish National Entitlement Card holders from outwith Edinburgh to use its trams.

The national bus concessionary travel scheme is a national scheme, is for buses only and does not apply to local schemes such as the Edinburgh trams and the Glasgow Subway. Any decisions on tram concessionary travel are for the City of Edinburgh Council to take.

It is possible for the City of Edinburgh Council to offer concessions to non-Edinburgh citizens if, as with the Glasgow subway, they come to agreements with other local authorities to do so.

To ask the Scottish Government what targets it expects Registers of Scotland to achieve in 2014-15.

Scottish Ministers have set the Keeper of the Registers of Scotland the financial targets of achieving:

3% efficiency savings and an increase in the Registers of Scotland commercial income of 5%. In addition, the keeper has set the following service standards for her department:

Registers of Scotland Service Standards 2014-15

Where it is in the Keeper’s power, legally appropriate and not subject to an individual agreement with the applicant:

1	Record new Land Register applications on the application record	Within 1 working day
2	Process Automated Title to Land (ARTL) applications	Within 24 hours
3	Process Chancery and Judicial Registers (CAJR) applications	Within 3 working days
4	Process Crofting Register applications	Within 3 working days
5	Process Sasines applications	Within 20 working days
6	Register Dealings of Whole applications Those DWs that are dependent on prior or same date FRs and TPs will be delivered to their Service Standards.	Within 30 working days
7	Register standard First Registration applications Those FRs that have had pre-work carried out.	Within 40 working days
8	Register other First Registration applications Those FRs that have had no pre-work carried out. Those FRs that are dependent on TP applications will be delivered to their Service Standard.	Within 6 months

To ask the Scottish Government how many start-up companies have been registered over the last year.

The Scottish Government is committed to providing the economic environment to enable businesses to start-up and thrive. The latest official start-up figures, published by the Office of National Statistics in December 2013, show that there were 17,385 new business registrations in Scotland in 2012. Up from 16,940 in 2011, this is the third consecutive year in which the number of start-ups has increased.

To ask the Scottish Government what discussions it has had with the UK Government regarding how the proposals in the Transparency of Lobbying, Non-party Campaigning and Trade Union Administration Bill could impact on civil society in Scotland.

The Scottish Government has raised concerns with the UK Government over its Transparency of Lobbying, Non-Party Campaigning and Trade Union Administration Bill, on a number of occasions. We have pressed the UK Government to ensure that the Bill does not hamper, restrict or lessen the valuable role that Scottish civic society plays in developing and discussing new policy and legislation.

On September 23 2013, the Cabinet Secretary for Finance, Employment and Sustainable Growth wrote to Chloe Smith MP, Minister for Political and Constitutional Reform. The Scottish Government did not receive a response to that letter.

On January 15 2014, the Cabinet Secretary for Finance, Employment and Sustainable Growth wrote to Greg Clark MP, Minister for Cities and Constitution.

On January 26, 2014, the Scottish Government received a response from the Minister for Cities and Constitution, outlining amendments to the Bill that are designed to address concerns raised. These include a review of the effects of Part 2 following the 2015 UK Parliamentary General Election.

The Scottish Government will continue to monitor the impact of this Bill closely.
