To ask the Scottish Executive, further to the answer to question S2W-14109 by Cathy Jamieson on 2 March 2005, what plans it has to gather and produce more detailed statistical analysis on an on-going basis in respect of women returning to custody.

I have asked Tony Cameron, Chief Executive of the Scottish Prison Service (SPS) to respond. His response is as follows:
Statistical methods used to provide information on return to custody are under continual review. Wherever it is statistically possible, prisoner sub-populations are examined for particular trends. SPS produce information on women returning to custody on an annual basis (Return to custody in Scottish prisons, SPS Research Bulletin).

To ask the Scottish Executive when it plans to establish the Protection of Vulnerable Adults List for which the consultation process closed on 30 April 2004.
Answer
We intend our Protection of Vulnerable Adults List will form part of our proposed Vulnerable Adults Bill, on which some preparatory work has already been completed. We will consult on further elements of a bill soon, and aim to bring forward legislation in this Parliament.

To ask the Scottish Executive, in light of Lord Sutherland's Opinion in Alexander Smith and Others v. P.F. Dingwall on 16 December 1999 that certain matters "cannot affect the validity of the assignation statement as at the time when it was made", when the assignation was made and by whom it was signed.
Answer
The Assignation Statementwas made by the then Secretary of State for Scotland. It was made availablefor public inspection, and notices to this effect were published on 23 Octoberand 1 November 1991, as required under Paragraph 14A(3) of Schedule 1 tothe Roads (Scotland) Act 1984. The Statement is unsigned.

To ask the Scottish Executive why the A87 Skye crossing toll order was not issued by Highland Regional Council.
Answer
The Invergarry-Kyle ofLochalsh Trunk Road (A87) Extension (Skye Bridge Crossing) Toll Order 1992 wasmade by the then Secretary of State for Scotland, as the statutory roads authority for the A87 trunkroad. The Highland Regional Council did not have the power to make such an order.

Neither. It is a statementwith respect to the assignation by the then Secretary of State for Scotland ofhis rights to charge and collect tolls under the Invergarry-Kyle of LochalshTrunk Road (A87) Extension (Skye Bridge Crossing) Toll Order.

To ask the Scottish Executive whether the Invergarry-Kyle of Lochalsh Trunk Road (A87) Extension (Skye Bridge Crossing) Toll Order 1992 (SI 1992/1501) prescribed toll charges according to statutory requirements.

We believe so, although, aspart of the removal of tolls on the Skye Bridge, this order is now beingrepealed.

To ask the Scottish Executive when it will issue a toll revocation order for the purpose of deregulating the A87 Skye Bridge crossing.
Answer
It is the intention of the Scottish Executive to lay before the Parliament a toll revocation order in relation to the Skye Bridge crossing prior to the Easter recess.
