The Higher Education Statistics Agency annually publishes higher education performance indicators for all higher education institutions in the UK, including participation rates of students from low participation neighbourhoods and from low socio-economic classification groups. The most recently published performance indicators relate to the academic year 2006-07.

There is no clearly defined measure of students from non-traditional backgrounds, though these are usually assumed to mean students from low socio-economic groups.

The Annual Population Survey (APS) collects information on household composition and qualifications being studied by people in the household. The estimated number of full-time students studying for qualifications at the higher education level who have dependent children was 14,000 for the year July 2007 to June 2008.

The following table presents the number of school pupils and further education college students who were supported in the £10 and £20 categories of the Education Maintenance Allowance (EMA) scheme and who received bonus payments in academic years 2005-06 to 2007-08.

3. Direct comparisons between the figures 2007-08 and those for previous academic years cannot be made due to an improvement to the method of collating college data. This removed 75 duplicate cases from the total number of bonus recipients in the £10 and £20 categories in 2007-08.

The Annual Population Survey is the official source for national estimates of the numbers of people aged 16 to 19 who were not in education, employment or training. The estimates for each the last five years for which data are available are given in table 1. The estimate for the year 2008 will be published in June or July 2009 when results from the Annual Population Survey are published. Income bands are based on residual parental or, in the case of students who are married or in a civil partnership, spousal income. This is income after deductions allowed by the Student Awards Agency for Scotland (SAAS) have been subtracted.

All six tables contain details of students who were assessed as entitled to means-tested loans i.e. either the means-tested maintenance loan and/or the additional means-tested maintenance loan. Income bands are based on residual parental or, in the case of students who are married or in a civil partnership, spousal income. This is income after deductions allowed by SAAS have been subtracted.

Students apply to SAAS for loans. SAAS calculates a student''s loan entitlement and the Student Loans Company (SLC) extends the loan. The figures in the tables relate to entitlements rather than amounts taken out with the SLC. The majority of students (99% of full-time students) go on to take out almost all (97-98%) of the total entitlement calculated by SAAS.

The aim of the changes to the Education Maintenance Allowance (EMA) proposed in 16+ Learning Choices: First Step Activity and Financial Support is to refocus existing resources to better target support towards the most vulnerable young people wherever they are learning. It is not to produce savings. Any changes to EMA would be phased in so that young people already in receipt of the allowance will not be affected by the changes. This means that the full amounts below would not be realised until 2011-12.

We estimate that the resource released from the reduction of the EMA income threshold is £3 million.

Activity Agreements would provide young people who are not ready or able to access formal learning or training with an offer of learning which better suits their needs.

Our prime target group is the 7,000 young people who fail to reach a positive destination on leaving school together with those who are unable to sustain a positive post-school transition.

The proposal within the 16+ Learning Choices: First Steps Activity and Financial Support consultation is not about financial savings. It is being proposed to address the specific issue of parity of financial support for young people in education and those in vocational training.

The Introduction of Activity Agreements would be made possible by the redirection of existing resource as outlined in 16+ Learning Choices: First Step Activity and Financial Support.

We estimate that some £10.5 million would be available. This represents the resources released through the proposals in our consultation, together with the existing Activity Agreement pilot budget of £3 million.
