To ask the Scottish Government how it is working with Scotland’s universities to support their future success and sustainability as a sector.

The Scottish Government recognises the crucial role that universities play in our country and their innumerable contributions to Scotland’s economy. That is why we have now created the Framework for Sustainability and Success of Scotland’s Universities – a collaborative project between the Scottish Government, Universities Scotland and other relevant stakeholders to co-design and secure a successful and sustainable future for Scotland’s university sector.

This is an issue that goes beyond party political boundaries, which is why the work of MSPs from across the chamber in seeking to find common ground on these complex issues is desirable and important. The Scottish Government and Universities Scotland are engaging on a cross party basis on this work.

The framework will be driven by a Steering Group including representatives from the sector, from government, from staff and student bodies, and from the business community. This Group will oversee exploration of options for ensuring a sustainable and successful future for Scotland’s 19 higher education institutions to 2045, and will focus on designing a route to support the sector to drive change.

To ask the Scottish Government, regarding the potential impact on parliamentary business, what its position is on whether a rise of far-right political parties in the UK would cause issues in the relationship between the Scottish and UK parliaments and could result in the diminution of the Scottish Parliament.

To ask the Scottish Government whether it will provide an update on Scotland joining the UK bid to host the FIFA Women’s World Cup in 2035.

The Scottish Government has worked closely with partners to assess the opportunity for Scotland to participate in the UK bid to host the FIFA Women’s World Cup in 2035. Having considered the opportunity, the Scottish Government has decided to support the bid.

All four nations of the UK have committed to the bid, alongside the respective Football Associations and prospective host cities and stadia. Two Scottish cities – Edinburgh and Glasgow – will be put forward to FIFA for consideration. The bid was submitted to FIFA on 28 November 2025. FIFA is expected to announce its decision in April 2026.

Scotland’s reputation as a host of major events is strong. With Scotland co-hosting the men’s UEFA EURO 2028 event, it is right that we are equally as ambitious at exploring opportunities for women’s sport. The FIFA Women’s World Cup is the largest single sport women’s event in the world. It is a growing event with the 2023 tournament generating one billion television viewers and selling 1.9 million tickets. Supporting this unique opportunity will promote the visibility and participation of women and girls in sport and support delivery of Scotland’s National Event Strategy.

To ask the Scottish Government whether it will provide an update on the development of the National Transitions to Adulthood Strategy.

The Minister for Equalities and I are pleased to announce that Scotland’s first National Transitions to Adulthood Strategy for young disabled people – a joint strategy with COSLA - has now been published.

The strategy has been developed in partnership with young disabled people, parents, carers, the professionals who support them and the National Transitions to Adulthood Strategy Strategic Working Group. It calls for a co-ordinated, collaborative approach that integrates the efforts of all relevant sectors and partners. To ask the Scottish Government when the timeline for curriculum improvement and qualifications reform will be published.

In this year’s Programme for Government we committed to setting out a single combined timeline for reform to curriculum and qualifications in June 2025, with the aim of providing clarity about next steps for the education system. The Scottish Government has worked closely with our lead delivery partners Education Scotland and the SQA to produce a timeline for the Curriculum Improvement Cycle and Reforms to Qualifications and Assessment. The document sets out progress to date and next steps and was published today (23 June 2025): Curriculum, Qualifications and Assessment Reform – Progress to Date and Next Steps - gov.scot.

The publication provides an initial timeline to give clarity to partners and practitioners across the education and skills system, as well as to parents and carers and young people, about when they will start to see changes in teaching and assessment.

While change to curriculum, qualifications and assessment should be expected, the focus will remain on the enhancement of excellent learning and teaching as we know this will make the greatest impact on outcomes for our children and young people.

The work aims to support more consistent teaching, learning and assessment experiences, and improved attainment and achievement of our children and young people.

The Scottish Government is actively delivering a programme of reform that is coherent, realistic, practical and deliverable.
