To ask the Scottish Executive what action it is taking to prevent those not actively farming from being able to claim agricultural subsidies.
Answer
Since 2009, the Scottish Government has improved the existing links between activity and payments in respect of the Less Favoured Area Support Scheme (LFASS).
In relation to the Single Farm Payment (SFP) we have been lobbying hard at both UK and European level for a change to the Common Agricultural Policy (CAP) rules that would ensure SFP only goes to active farmers. This has been recognised in the European Commission’s draft regulations for the future CAP which includes a clause that would allow us to set a minimum activity level on the type of land that is commonly used by inactive farmers.

As at 31 March 2012, the most recent date for which statistical information is available, the percentage of people registered with a dentist for NHS General Dental Services in (a) Tayside is 75.9% and (b) Fife is 70.0%

To ask the Scottish Executive what discussions it has had with the Scottish Ambulance Service since 1 January 2012 regarding the number of ambulances stationed in Highland Perthshire.
Answer
The Scottish Government is committed to ensuring that the Scottish Ambulance Service continues to provide safe, efficient and effective services to patients across Scotland, as such Scottish Government ministers and Officials are in regular dialogue with the service on a range of issues. However, the provision of ambulance services in specific localities across Scotland is the responsibility of the Scottish Ambulance Service and there have been no specific discussions about the number of ambulances stationed in Highland Perthshire.

Answer
Scotland’s Digital Future: Infrastructure Action Plan, published on 31 January 2012, sets out the Scottish Government’s 2020 world-class digital connectivity targets, with a step-change by 2015. The 2015 target – availability of broadband at a speed of 40-80 Megabits per second (Mbps) to 85-90% of premises – is outlined in Programme 1 of the Infrastructure Action Plan, and will be delivered by two closely related procurements.
As we progress through delivery and implementation of Programme 1, we will be working collaboratively with Perth and Kinross Council to ensure that we fully understand local plans and priorities in the region.

To ask the Scottish Executive, further to the answer to question S4W-06447 by Alex Neil on 16 April 2012, whether it has had discussions with BT regarding upgrading the exchanges and the funding required to convert them to full platform ADSL.
Answer
The Scottish Government held detailed discussions with BT in respect of the Exchange Activate Upgrade Programme, announced on 9 December 2009, in which 81 Exchange Activate exchanges, including Trochry and Amulree, received upgrades.
The objective of this programme was to increase capacity at exchanges which, at the time, were operating at full capacity (or were projected to reach full capacity).
Further upgrades to Exchange Activate exchanges are a matter for BT.
