To ask the Scottish Executive what role it will play in determining the priorities for Scottish Water's capital investment programme.
Answer
The investment program presently being implemented by Scottish Water for the period 2002 to 2006 is that identified following the Quality and Standards assessment, including public consultation (Water Quality and Standards 2002-2006), approved by Scottish ministers.

To ask the Scottish Executive what plans it has to consult the Parliament with regard to determining the priorities for Scottish Water's capital investment programme.
Answer
The investment program currently being undertaken by Scottish Water for the period 2002 to 2006 was the subject of public consultation (Water Quality and Standards 2002-2006) culminating in approval of an investment program by ministers. Investments for the period post 2006 will be considered shortly under a further quality and standards assessment, including public consultation on priorities and level of investment.

To ask the Scottish Executive what plans it has to consult the Parliament with regard to the review of the performance of partner companies helping to deliver Scottish Water's capital investment programme
Answer
The Executive has no plans to consult the Parliament with regard to the performance of partner companies in the delivery of Scottish Water's capital program, as the delivery of the capital program is an operational matter for Scottish Water.The Water Industry Commissioner will monitor the performance of Scottish Water throughout the period of the current charges review (2002-06).

To ask the Scottish Executive whether financial penalties will be imposed on any company that fails to meet contractual obligations for delivering the capital investment programme in partnership with Scottish Water.

The contractual detail relating to delivery of the capital investment program is an operational matter for Scottish Water.

To ask the Scottish Executive, further to the answer to question S1W-31797 by Lewis Macdonald on 4 December 2002, why it did not detail any discussions it has had with British Airways and Loganair about their internal (a) Scottish and (b) Highlands and Islands routes with specific regard to the Route Development Fund for air routes announced on 16 November 2002 and whether it will now do so.
Answer
Officials are currently developing the detail of the Interim Route Development Fund in partnership with the appropriate agencies and airport operators. Discussions take place with airlines on an on-going basis covering a number of issues including route development.

To ask the Scottish Executive whether it intends to publish the report produced by the Jobs in the Environment Support Unit of Forward Scotland on the employment creation potential of renewable energy.
Answer
In January 2002, the Jobs in the Environment Support Unit (JITESU) provided the Scottish Welfare to Work Task Force Energy and Environment Group with a paper outlining the existing information available on potential jobs, not just in renewable energy, but across the energy sector in Scotland. The purpose of the paper was to inform the task force group's activities for 2002.The report concluded that little robust information was available in Scotland, particularly in relation to renewable energy, and that further studies should be undertaken. Consequently, whilst there are no plans to publish the JITESU report, we are currently discussing with Renewables UK the detailed remit of a study to assess the economic impact of an expansion in renewable energy across Scotland and the UK.

To ask the Scottish Executive whether it has undertaken any assessment of the risk that the illegal trade in smuggling wildlife poses to animal health, or has any plans to conduct such an assessment, in the light of the report by the World Wide Fund for Nature which identified the ports in Lerwick and Greenock as being in the top 10 wildlife smuggling ports in the UK.
Answer
The World Wide Fund report is concerned with the illegal trade in endangered species and products of such species.A far greater risk to animal health is posed from the illegal trade in other products of animal origin and the Veterinary Laboratories Agency is presently undertaking a risk assessment of the transmission of exotic livestock diseases from such illegal trading.

To ask the Scottish Executive what work it is currently undertaking to estimate the employment creation potential of renewable energy.
Answer
We are currently discussing with Renewables UK the detailed remit for a national study, which will assess the wider economic impact of an expansion in renewable energy across the UK. It is likely that the initial part of this study will concentrate on the position in Scotland, and will include work to determine potential employment creation here.

To ask the Scottish Executive what progress has been made in discussions with the European Commission on next year's management regime for white fish stocks in waters round Scotland.
Answer
Preliminary discussions on a management regime for North Sea and West of Scotland stocks took place at the November Council following the Commission publication of its proposals for effort reduction. I met Commissioner Fischler on Tuesday 10 December, and further discussions will continue at official level until the December Council.
