To ask the Scottish Executive how many complaints it has received from customers regarding their broadband connections to telephone exchanges upgraded by BT under the contract to upgrade 378 non-commercial telephone exchange areas to provide broadband, broken down by local authority area.

Customer service isnot a contractual issue, and as such, the Government does not log or hold this information.

To ask the Scottish Executive, further to the answer to question S3W-1011 by Stewart Maxwell on 26 June 2007, how long Communities Scotland took to conclude that the proposal by Hjaltland Housing Association and Shetland Islands Council to operate a tenants incentive scheme had no implications for other local authority areas; when Communities Scotland expects to complete its assessment of the proposal; how soon thereafter it will inform Hjaltland Housing Association and Shetland Islands Council of the outcome, and whether it is normal for Communities Scotland to take more than 13 months to consider such proposals.

I have asked Angiolina Foster,Chief Executive of Communities Scotland to respond. Her response is as follows:
Weconcluded in February 2007 that, while the Shetland proposal had potential widerimplications for other local authorities, it was nevertheless reasonable to considerthe specific Shetland proposal on its own merits.
Communities Scotland willconclude its assessment of the proposal on receipt of a response from HjaltlandHousing Association on a suggested amendment to the proposal. Shetland Islands Counciland Hjaltland Housing Association will be advised of the outcome as soon as possiblethereafter.
Consideration of this proposalhas taken considerably longer than usual as a fundamental change to the rules foruse of additional council tax income is being sought. That has involved more detailedconsideration of the proposal itself and its potential wider implications.

I have asked Angiolina Foster, Chief Executive of Communities Scotland to respond. Her response is as follows:
An initial proposalwas received in January 2006, further information was sought by Communities Scotlandand that was received by May 2006. As the proposal potentially had implicationsfor other local authority areas consideration had to be given to whether a nationalapproach was required. That consideration concluded that the Shetland proposal couldin fact be considered on its own merits and that assessment is currently underway.

To ask the Scottish Executive what its policy is on cod discards.
Answer
The current levelof cod discarding, which is largely the result of decisions taken within the CFPas well as the extent to which we have a mixed fishery, is regrettable and doeslittle to help cod stocks. I believe there is an urgent need to consider appropriatemeasures that will avoid this level of discarding in the future.

To ask the Scottish Executive what the difference is between land management contracts and rural development contracts, as referred to by the Cabinet Secretary for Rural Affairs and the Environment on 31 May 2007 (Official Report c. 250).
Answer
As I announced duringthe Parliamentary Debate on the Scotland Rural Development Programme 2007-13 on31 May, Land Management Contracts have been renamed Rural Development Contractsin order to better reflect our wider goals for the next programme.
The main differencein the new programme is the introduction of tier 3 of Rural Development Contractsto be known as “Rural Priorities”, including the new entrants measure. This newtier will be competitive and build on the assistance available to land managersthrough a revised tier 2 of Land Management Contracts, now “Land Managers Options”which is available to all land managers and is non-competitive.

To ask the Scottish Executive how much will be raised each year from Shetland crofters and farmers for each extra 1% of modulation of their single farm payments.
Answer
Paymentstotalling £3,758,091.59 weremade to crofters and farmers on Shetland in respect of the Single Farm PaymentScheme 2006. A total of £184,829.54 was deducted in respect of the 4.5%Voluntary Modulation applied by the previous administration, this equates to adeduction of £41,072.14 per 1% of modulationapplied. The following table illustrates the estimated monies that will beraised in respect of Voluntary Modulation from Shetland in the period 2007 to2010:
