To ask the Scottish Executive how many cases of bullying have been raised by NHS employees under the dignity at work programme and how many of them have been upheld in each year since 1999, broken down by NHS board.
Answer
Employment matters, such as incidences of bullying, are a matter of delegated authority for NHS employers.
Although the Scottish Government does not hold this information at a national level, the staff survey, carried out by the Staff Governance team within the Health Workforce Directorate, gives an overview of bullying and harassment through the voluntary responses of NHSScotland staff. The staff survey results published in January 2009 have shown a decrease in the number of staff indicating that they have been subject to bullying and harassment in the workplace.
In addition, the Scottish Government has put in place a pilot project for Dignity at Work that will form part of the Partnership Information Network (PIN) Policies that are currently under review.

To ask the Scottish Executive what representations it has made to Her Majesty’s Government regarding the extension of the export credit insurance scheme to cover the export of fish products to eastern Europe and whether any such representations have resulted in an undertaking to extend the scheme in this way.
Answer
I have written to Lord Mandelson on this issue and currently await his response. In the interim, Scottish Development International continues to keep UK Trade and Investment (UKTI) and the Department for Business, Enterprise and Regulatory Reform (BERR) appraised on instances where export credit insurance is cited as a constraint by Scottish companies or groups of Scottish companies.

To ask the Scottish Executive what the points threshold required for successful applications from agri-environment applicants for Rural Priorities funding is in each of the 11 regions.
Answer
There is no set points threshold for agri-environment proposals under Rural Priorities. Rural Priorities is a competitive funding mechanism whereby the best quality proposals are approved, within the limits of the available budget. Therefore, the threshold may vary between assessment rounds. However, the threshold is applied consistently across all 11 Regional Proposal Assessment Committee regions.
